Approval of Agenda Motion to approve the Regular Work Session Meeting Agenda with the removal of 2.2. Motion by Gerald Raynor Sr, second by Garry A Jones. Final Resolution: Motion Carried Yes: Monica Higgs, Gerald Raynor Sr, Shireka McCarthy, Ashley Kearney, Garry A Jones No: Scott changed her vote from Yes to No for the Approval of the Agenda. 2. PRESENTATIONS 2.1. Sherri Bryant-Moore, Director of Community Grants and Partnership and Brittney Drakeford, Capital Market Page 1 of 4 Docusign Envelope ID: E4918810-3517-4783-8017-1F3F0E11E0F8 • Mayor Porter stated that he would like to consider the site across from McDonald's on MLK and Central Avenue. • Councilmember Jones inquired about the amount of the grant for the project. • Ms. Moore stated that the grant is $100,000 and there is a project charge, and each municipality was allocated $20,000 for permitting and signage. • Councilmember Jones inquired about the December 1st deadline. • Ms. Moore stated that the state required the funds to be encumbered by a certain timeline. • Ms. Drakeford stated that Seat Pleasant Elementary School was a part of the ARPA funds for a different project. • Ms. Moore stated that the initial plan was for the Firehouse. • It was motioned to accept Seat Pleasant Elementary School for the mural site. • Motion by Gerald Raynor Sr, second by Shireka McCarthy. • Final Resolution: Motion Carried • Yes: Monica Higgs, Gerald Raynor Sr, Shireka McCarthy, Ashley Kearney, Garry A Jones • Abstain: Kizzie Scott 3. Council Committee Reports • The Council Committees did not have any meetings in the month of October. 5. LEGISLATION 5.1.
