Webinar ID: 860 4707 4572 https://us02web.zoom.us/j/86047074572 +1 305 224 1968 US +1 646 931 3860 US            CITY OF SEBASTIAN CITY COUNCIL STAFF REPORT DATE July 28, 2026 TO Honorable Mayor and City Council THRU FROM Brian Benton, City Manager SUBJECT Reconsideration of the TRIM Notice Millage Rate EXECUTIVE SUMMARY At the July 22nd, 2026 City Council meeting the Council approved a Motion to set the proposed millage at 3.3339 for the FY2027 TRIM Notice and direct staff to use Reserve Funds needed to balance the budget as currently presented. During the finalization of the required forms that the City has to transmit to the Property Appraiser it was recognized that there was an error resulting in Staff presenting an inaccurate Roll Back Millage rate. Staff’s interpretation of the discussion from the July 22nd meeting is that the majority of Council wanted to go to the Roll Back rate. Therefore, staff recommends a Reconsideration of the TRIM Notice Millage Rate motion that was made by Council Member Dodd and Seconded by Council Member Nunn. If the Reconsideration is successful, a motion is recommended on the revised Roll Back Millage rate of 3.3318. RECOMMENDATION Staff recommends Reconsideration of the original motion from July 22 nd. Then staff recommends a new Motion to set the proposed millage at 3.3318 for the FY2027 TRIM Notice.
