CITY COUNCIL CLOSED SESSION
MEETING OF October 5, 2022
As Approved by the City Council at their regular meeting of October 18, 2022
The City Council Regular meeting was held via teleconference pursuant to AB 361. Pursuant to AB 361 (2021),
Teleconference Restrictions of the Brown Act Have Been Suspended, as Well as the Requirement to Provide a
Physical Location for Members of the Public to Participate in the Meeting. The City of Sebastopol City Council
meeting was not be physically open to the public and all City Council Members teleconferenced into the meeting
via Zoom.
Please note that minutes are not meant to be verbatim minutes and are meant to be the City’s record of Actions
Taken (Approved Motion of Agenda Item).
9:30 am City Council Special Meeting – Closed Session (ZOOM Virtual Meeting Format Only)
CALL TO ORDER: Mayor Slayter called the meeting to order at 9:32 am.

PUBLIC COMMENT
This is a Special Meeting, pursuant to provisions of Government Code §54957, this is the time provided for
members of the public to address the City Council regarding matters of municipal concern for the item listed below
(maximum of three minutes per speaker) prior to adjournment into Closed Session.
Sandi Maurer commented as follows:
• Discussed response letter which shows the City did not comply with open bidding laws resulting in the
contract with Syserco being void and illegal.
• Opt-out does not resolve the problem of neighbors meters.
• Requested reconsideration of the benefit of our compromise to only install the encoders and no new pit
lids.
• Discussed various benefits such as sparing risk of a voided contract with Syserco; sparing Public Works
Department the hassles of processing opt out applications and disability accommodation requests for

neighbors water meters; keeping antennas in new boxed condition so they can be sold or given back to
Syserco; and sparing of complaints.

Regular Meeting at 6:00 pm.
Mayor Slayer adjourned the City Council Special Meeting Closed Session at 11:30 am.

October 5, 2022 City Council Special Meeting, Closed Session, will be adjourned to the October 18, 2022 City
Council Regular Meeting at 6:00 pm.

Government Code Section 54953.
(a) All meetings of the legislative body of a local agency shall be open and public, and all persons shall be
permitted to attend any meeting of the legislative body of a local agency, except as otherwise provided in this
chapter.
(b) (1) Notwithstanding any other provision of law, the legislative body of a local agency may use teleconferencing
for the benefit of the public and the legislative body of a local agency in connection with any meeting or
proceeding authorized by law. The teleconferenced meeting or proceeding shall comply with all requirements of
this chapter and all otherwise applicable provisions of law relating to a specific type of meeting or proceeding.
(2) Teleconferencing, as authorized by this section, may be used for all purposes in connection with any meeting
within the subject matter jurisdiction of the legislative body. All votes taken during a teleconferenced meeting
shall be by rollcall.
