CALL TO ORDER WORK SESSION (5:00 PM) The Goal of the Work Session is to have the Town Council receive information on topics of Town business from the Town Manager, Town Attorney and Town Staff in order to exchange ideas and opinions regarding these topics. 1. Public Comment The purpose of the Public Comment is for members of the public to speak to the Town Council on any subject not scheduled on the agenda. To accomplish scheduled agenda items, comments should be limited to three minutes for those attending in person or an appropriate time as deemed by the Mayor. The Town Council is not obligated to make decisions or take action on comments but may choose to schedule the matter for a later discussion. COUNCIL MEMBER PETITIONS Council Members may ask for items to be added to future agendas. E. ADJOURN F. EXECUTIVE SESSION 1. Considering the purchase, acquisition, lease, transfer, or sale of any real, personal, or other property interest, pursuant to §24-6-402(4)(a), C.R.S., with regard to certain property in downtown Severance 2. Concerning determining positions relative to matters that may be subject to negotiation or litigation, developing a strategy for negotiation or litigation, or instructing negotiators pursuant to §24-6-402(4)(e)(I), C.R.S., and concerning conferences with the Town Attorney for the purpose of receiving legal advice on specific legal questions, pursuant to §24-6-402(4)(b), C.R.S., regarding (1) the Town's legal authority to require property owners to permit Town staff access to private property for the inspection, maintenance, and repair of Town-owned water infrastructure, (2) legal strategies and options for compelling access when property owners or residents refuse to allow such entry, including potential enforcement actions, service suspension procedures, and judicial remedies, (3) reviewing the Town's water service ordinances, access-right provisions, and enforcement authority under Colorado law, (4) developing legal positions and strategies for anticipated administrative proceedings or litigation against specific property owners who refuse to grant access to Town water infrastructure located on or serving their properties, and (5) determining the Town's exposure to liability and evaluating potential defenses in connection with enforcement actions related to water line access and inspection. 3. Concerning the discussion of personnel matters regarding the Town Municipal Judge, including the Judge's annual performance evaluation, contract renewal, compensation, and other personnel matters related to the Judge's employment with the Town of Severance, pursuant to §24-6-402(4)(f)(I), C.R.S. Town Council Meeting Tuesday, July 28, 2026, 6:00 PM (MDT) The Town Council reserves the right to adjourn to a virtual-only meeting at its discretion should the need arise.
