NOTICE TO THE PUBLIC:
Any documents produced by the City and distributed to a majority of the City Council regarding
any item on this agenda will be made available in the City Clerk’s Office during normal business
hours at City Hall located at 336 Pacific Avenue, Shafter CA. In addition, such documents will be
posted on the City’s website at www.shafter.com.

future agenda. No formal action by the Council will be taken unless an item is identified

CONSENT CALENDAR:
All items on the consent calendar are considered routine and non-controversial by staff
and will be approved by one motion if no member of the Council or public wishes to
comment or ask questions. If comment or discussion is desired by anyone, the item will
be removed from the consent calendar and will be considered in the listed sequence
with an opportunity for any member of the public to address the Council concerning the
item before action is taken.
1. Approve General Checks: June 30, 2026, June 30, 2026, June 30, 2026, July 2,

CEQA Guidelines; and accept the Treasurer’s Report for May 2026.

5. Approval of Minutes: April 21, 2026, April 27, 2026.

CEQA Guidelines; and authorize the GIS Coordinator to approve the annual
renewal payment of City's Small Government Enterprise License Agreement in the
amount of $42,200 by way of Quote #26358463, dated June 8, 2026, to
Environmental Systems Research Institute, Inc. (ESRI) for continued use of
citywide mapping resources.
7. Council find the action is not a “project” as defined by Section 15378(b)(4) of the
CEQA Guidelines; approve the annual payment to Smart Fiber Networks for
operating services related to the Partnership Agreement dated July 21, 2025; and
authorize the Deputy IT Director to make the annual payment in the amount of
$99,000.
8. Council find the action is not a “project” as defined by Section 15378(b)(4) of the
CEQA Guidelines; accept the proposal submitted by California Turf Equipment &
Supply, Inc. for the purchase of one (1) Exmark 96-inch Lazer Diesel commercial
mower though the OMNIA Partners Cooperative Purchasing Program in the total
amount of $49,076.53; and authorize the Public Works Director to execute all
necessary purchase documents.
9. Council find the action is not a “project” as defined by Section 15378(b)(5) of the
CEQA Guidelines; accept one (1) dedication of easement for street and public
utility purposes for Express Avenue and Resnick Way from Wonderful Real Estate
Development LLC and Lot 29 Property LLC; and authorize the City Engineer to
execute and record the easement document and any necessary and related items.
PUBLIC HEARINGS:
Should anyone challenge any proposed action which is the subject of a public hearing
listed on this agenda, that person challenging any action taken after the public hearing
may be limited to raising only those issues addressed at the public hearing described
in this notice, or in written correspondence delivered to the City Council at or prior to
this public hearing.

1. TENTATIVE TRACT MAP NO. 7498: Council find the action has already complied
with the California Environmental Quality Act; conduct a public hearing; and adopt
Resolution 3106, a Resolution of the City Council of the City of Shafter finding that
no further environmental review is required pursuant to CEQA Guidelines Section
15162 because the project is within the scope of the previously adopted Mitigated
Negative Declaration (SCH No. 2026020740), and none of the conditions requiring
a subsequent or supplemental environmental document have occurred, and
approving Tentative Tract Map No. 7498, as depicted in Exhibit “A” with Conditions
of Approval as shown in Exhibit “B”, to allow the residential subdivision of an
approximate 40-acre site into 177 lots located to the southeast and southwest of
the intersection of E Los Angeles Avenue and S Mannel Avenue (APNs 028-290-03
and 028-290-04).

MANAGEMENT REPORT:
1. RESOLUTION APPROVING “GENERAL SHAFTER PARK” AS THE NAME FOR
THE COMMUNITY PARK LOCATED AT FRESNO AVENUE AND CENTRAL
VALLEY HIGHWAY: Council find that the action is not a “project” as defined by
Section 15378(b)(5) of the CEQA Guidelines; and adopt Resolution 3107, a
Resolution of the City Council of the City of Shafter approving "General Shafter
Park" as the name for the community park located at Fresno Avenue and Central
Valley Highway.

2. CALIFORNIA HIGHWAY PATROL CANNABIS TAX FUND GRANT PROGRAM
AGREEMENT AND ACCEPT A GRANT AWARD IN THE AMOUNT OF $298,500:
Council find the action is not a “project” as defined by Section 15378(b)(4) of the
CEQA Guidelines; adopt Resolution 3108, a Resolution of the City Council ofhte
City of Shafter authorizing the City Manager to execute the California Highway
Patrol Cannabis Tax Fund Grant Program Agreement; and accept a grant award in
the amount of $298,500 for fiscal year 2026-2027 Impaired Driving Enforcement
and Public Education Activities.
