Architectural Board of Review Minutes Monday, March 18, 2024 8 A.M. Via Conference - Zoom Members Present: Sandra Madison, Chair Hans Walter, Vice-Chair James Neville, Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of the March 4, 2024 Meeting Minutes Approved. * * * * #21311 - 20300 Chagrin Boulevard - Sign: Urgent Care Family Medicine. Vince DiIonno, Blink Signs, said this is a sign made up of channel letters with a 5 inch return. Mr. Feinstein said the plans were reviewed at the last meeting with concerns expressed about the exposed conduit. The contractor said they will be able to access electric power from inside the building and the exterior conduit will be removed. Ms. Madison said the rendering appears to have a much larger sign than the plans. Which is correct. Mr. DiIonno said the drawings are correct. They will center the sig vertically on the sign band. Approved. * * * * #21325 - 19013 Chagrin Boulevard - Rear Porch Renovation. Greg Haddox, Paps Construction, said the rear porch was removed as it was unsafe and severely deteriorated. The new porch will be in the same footprint, appearing the same with the exception of the jalousie windows, which will be replaced with double hung windows. There will be a new railing on the roof. The front step will be removed and replaced with a masonry and sandstone unit. There had been wood shutters to the sides of the front door which were removed due to deterioration. They propose to infill those areas with matching brick and new coach lites to each side of the door. Mr. Feinstein asked if they will be able to match the brick and mortar of the house. Mr. Neville said the brick joints will be awkward and noticeable on either side of the door. Ms. Madison said a panelized system to infill those areas on each side of the front door, painted white would be a better solution than the brick infill. There was discussion regarding the rear porch including the railing height and trim between the windows. Approved with the following conditions: 1) the area adjacent the front door is infilled with a panelized system painted white; 2) the rear railing is 36” high; 3) between each porch window and the door, use trim instead of small pieces of vinyl siding; and 4) the glass block widow on the rear elevation is removed and a window of appropriate grid pattern is installed. Submit revised plans for administrative review. * * * * #21327 - 3634 Ludgate Road - New House. Jennifer Vazquez-Norman, Cuyahoga County Land Bank, said this is a new house design to update the classic bungalow. The dormer on the front gives light to the primary bedroom and the appropriate head height. The front porch will have cedar posts, creating an extra outdoor living space. Both 7 inch and double 4 inch vinyl siding will be used. They will use a clear seal on the cedar porch posts and the timbertech flooring will match in color. White azek will be used for trim. The roof is black and the gutters and downspouts are also black. Mr. Neville said he likes these plans. There was thought given to how the floor plan works. The cedar is handsome. The sealer does need to be maintained or the wood greys out. There was discussion of maintenance versus using other materials. There was agreement that the post color is appropriate. Ms. Vasquez-Norman said the cedar color post sealer will be left for the homeowner to maintain the posts. The color provides warmth to the front of the house. Matt Plecnik, Cleveland Draw, explained the stain relates to the decking. The cedar will match the timbertech flooring color. There was discussion regarding the detailing. Architectural Board of Review 03/18/2024 Page 2 of 6 Mr. Walter said both houses have the same basic form with just a color difference between the two homes. Perhaps one of the dormers can have a gable roof to differentiate them. Ms. Vazquez-Norman said a shed roof is their preferred design, but will consider the change. Mr. Walter said there are a lot of other houses between these two homes so he is not overly concerned. Some differentiation is good. Mr. Neville asked why there is no window in the bathroom near the rear corner. Ms. Vazquez-Norman said a window is possible over the toilet. Mr. Neville asked if the front step directly to the drive is necessary with there being steps down to the walkway. Ms. Vazquez-Norman said their other houses have steps to the walk only. Mr. Plecnik said the rendering does not match the floor plan. There is no step to the driveway planned for these houses. Approved the design with the following conditions: 1) consider a gable roof for the front dormer on one of the houses; and 2) study adding a window to the bathroom on the north elevation. Submit revised plans for Board review. * * * * #21328 - 3694 Ludgate Road - New House. See conversation from 3634 Ludgate Road. Approved the design with the following conditions: 1) consider a gable roof for the front dormer on one of the houses; and 2) study adding a window to the bathroom on the north elevation. Submit revised plans for Board review. * * * * #21332 - 3670 Ludgate Road - Exterior Alterations. Lori Brdar, Cuyahoga County Land Bank, said they will be replacing the front rail with square balusters. The roof will also be replaced. There are three windows to be replaced. There are two bathrooms that they propose to close in from the inside of the house and retain the window on the outside. On the front porch they will paint the brick columns on the porch and the foundation brick. The column on the right needs to be re-built as the brick is in poor condition. The foundation brick and mortar on the house has many different colorations due to repairs over the years. The proposal to paint the brick is to have consistency with the re-built columns. Architectural Board of Review 03/18/2024 Page 3 of 6 Jennifer Vazquez-Norman, Cuyahoga County Land Bank, said they will use a creamy white, not a bright white paint color for the brick. Mr. Feinstein asked if the new windows will be white or dark as in the colored plans. Ms. Vazquez-Norman said the windows will be white. Roberto Rodriguez, Cuyahoga County Land Bank, said apart from the column and painting. The column will be replaced to match in size and width. Mr. Feinstein said staff has commented to the applicant that paint is not good for the brick and not historical on the street. It was suggested that the column just be re-built with matching brick and mortar. Ms. Vazquez-Norman said they can just re-build the column and see if the brick matches. They are concerned if the column does not turn out well then they will need to consider painting. Mr. Walter said re-pointing the foundation brick is the best scenario, but painting should only be done if absolutely necessary. Approved with the condition that the outward facing portion of the bathroom walls behind the windows be a black material that does not fade. The front porch driveway post will be re-built to match. Painting the brick could be reconsidered after that work is complete. * * * * #21329 - 3710 Strandhill Road - Solar Panels. Zach Lalkowski, Yellowlite, explained this is an installation with 18 panels running on the east and west elevations. The conduit will run down the rear at the exterior wall. Approved with the condition that the conduit run does not run over the gutter. Submit revised plans for administrative review. * * * * #21330 - 2711 Wadsworth Road - Solar Panels. Zach Lalkowski, Yellowlite, said for this installation there is a tree that will be removed and replaced elsewhere. Mr. Feinstein noted that zoning requires this tree to be replaced with a minimum 2 inch caliper tree. Mr. Walter said the street-facing panels need to be in a regular rectangular layout to look appropriate. Approved with the following conditions: 1) the removed tree is required to be replaced, per zoning, Architectural Board of Review 03/18/2024 Page 4 of 6 with a minimum 2-inch caliper tree; and 2) relocate the “hanging” panel on the front south face to be symmetrical or on another roof area. Submit revised plans for administrative review including new tree location and size. * * * * #21331 - 20701 Brantley Road - Pavilion. Mr. Feinstein explained the history of the work that has been reviewed over the last few years at University School. Steven Gerrard, Annum Architects, explained this will be a pavilion overlooking the new tennis courts. It will be a store and concession stand, along with handicap accessible restrooms. It has a shed roof. The solar array shown on the roof will only happen if the budget allows, otherwise it will be a flat roof membrane. It has a very deep eave. Clear cedar will cover the underside of the eave. A logo will be placed on the wall. The overhead door will give an open-air feel. There are non- illuminated signs. John Bridge, University School, said the football and soccer fields are also served from here. There is only one entrance to the school building, due to security, and it is located very far away. This building will provide restrooms for the guests. Mr. Walter said if solar is not placed on the roof then the roof should be a more sightly material, like metal or a dark color roof material. Mr. Gerrard said this is a budget issue. They will do what they can. The membrane would be dark grey. There was discussion regarding water shedding off the building roof, ground level water drainage, and how that could be mitigated. The Board agreed the building is thoughtful and handsome in this environment. Approved with the suggestion that water removal from the roof is investigated. * * * * #21297 - 3192 Chadbourne Road - Resubmission: Front Entry Alteration. Mr. Feinstein gave the history of the changes to the house. The front entry brackets were removed from this porch roof and posts added. The front entry form has now changed. Omar Suleiman, contractor, said they propose to remove the vertical lines in the gable and add trim. There was discussion regarding the detail at the front façade. Ms. Madison said the proposed design changes are an improvement on the overall entry design. Architectural Board of Review 03/18/2024 Page 5 of 6 Mr. Neville said the fastening screws are not appropriately below the wood surface. They need to be counter sunk and glugged in order to be finished appropriately. Approved the revised entry design. The Board asked that the finish hardware is made flush with the construction materials and all gaps are filled appropriately. * * * * #21324 - 2912 Warrington Road - Front Entry Alteration. Francois Bethoux, homeowner. Tabled at the request of the applicant. * * * * Other Business 3427 Tuttle Road—Façade Changes Approved. Revised plans detailing the new conditions to be submitted for administrative review. * * * * 17911 Scottsdale Boulevard—Window Replacement Approved almond color windows with dark brown trim with the following conditions: 1) the front five, formerly leaded glass casement windows, need to be replaced with new almond windows with brown trim with matching color colonial grids like the rest of the house; 2) the front door trim needs to be painted to match the new window color; and 3) the wood trim on the roof gables needs to be painted a dark brown to match the new window trim. * * * * There being no further business, the meeting was adjourned at 10:30 a.m. The next meeting will be April 1, 2024. _________________________________ _________________________________ Sandra Madison, Chair Hans Walter, Vice Chair Architectural Board of Review Architectural Board of Review Architectural Board of Review 03/18/2024 Page 6 of 6
