The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m.

Approval of the March 18, 2024 Meeting Minutes
Approved with corrections.

#21324 - 2912 Warrington Road – Porch Roof Alteration.
Francois Bethoux, homeowner, explained the entrance porch roof is flat and recessed, which forms
a pool and there is water seepage and humidity inside the house. He proposes a slanted roof on the
entryway.
Mr. Neville said he does not have a problem with the concept. The roof should not interfere with
the sill of the adjacent upper window. Flashing will be needed between the roof and the window sill.
He asked if the porch posts will be removed.
Mr. Bethoux said the porch posts will remain as they are.
Ms. Madison asked what material will be inside the gable.
Mr. Bethoux said it is proposed to be shingles like the house walls.
Mr. Neville said the provided sketch is helpful, but they will need to know the pitch in order to
choose the final roof material. It should be covered with ice and water shield to avoid future leaks.
Mr. Bethoux noted they did use ice and water shield on the main house roof already.
Approved with the following conditions: 1) the new roof edge will terminate at least 2 to 3 inches
below the upper window sill; 2) the side infill will be a flat panel. The Board suggested that ice and
water shield is used throughout the new roof
Submit revised plans for administrative review.

#21333 – 15725 Shaker Boulevard – Pavilion.
Mr. Feinstein said the plans for the uses in the side yard will be reviewed by the Board of Zoning
Appeals on April 2nd. The lots were combined earlier in the year. This is a unique site as the house is
located 10 feet from the rear property line. All of the new accessory structures are located in side
yard, which is not permitted by zoning.
Bob Oster, Greensource, explained the request is for a pool and patio, a spa and fence, as well as a
pavilion. There will be a lot of privacy landscaping, including additional evergreens planted toward
the street and the neighbor.
Mike Caito, architect, said the pavilion is open air, surrounded by stucco walls containing storage,
seating, fireplace and television. It is covered with a roof, but it is not closed in. There is an outdoor
shower with a privacy fence. The open air portion has a slight slope. The storage area has a flat roof.
The tallest portion of the building is 12 feet. He is also designing an addition to the house and
showed sketches of the preliminary plan. The addition design is reflected in this building. The
changes to the house move the front door and all of the outdoor activity happens in the side yard.
The pool pavilion and outdoor area is being developed first.
Mr. Walter asked if this area will be visible from the road.
Mr. Oster said new and existing landscaping will hide the area well and limit visibility to the street.
Mr. Caito clarified that the pavilion is only open on two sides.
The Board asked that a composite material be considered for the shower “fence”.
Mr. Walter said something does not feel quite right about the rooflines. He asked about the roof
being unified in one angle. The two roof forms would be simplified to help the design.
Mr. Caito said the overhang to one side are very deep. There is a room for equipment. They are
trying to make it sit quietly. He agreed the roof lines could be combined.
Continued with the following direction: 1) consider a composite material for the outdoor shower
“walls”; and 2) investigate the possibility of one roof structure, at one angle.

#21335 – 16111 Parkland Drive - Addition.
Charles Fazio, architect, explained they have made some changes to the previous plans. Just this
morning the owner asked if a nano wall window system is possible for the larger window in the rear.
Mr. Neville said there are a variety of existing windows. Why don’t the new windows match any of
the existing?
Mr. Fazio said the owners do not want to change any of the existing windows as they are leaded
glass. They had suggested a leaded tape look, but the owner has several and is not pleased with
them. He confirmed there are no grids planned for the new windows.
There was discussion regarding the new window type and style and how it could go better with the
rest of the house windows. The nano wall is acceptable without grids.
Approved with the following conditions: 1) flat window grids of a greyish color must be used to
mimic the existing house leaded glass windows; and; 2) the plans must include the nano wall detail.
Submit revised plans for administrative review.

#21334 – 3643 Latimore Road – Porch Alteration.
Frank Goforth homeowner, noted all of the existing windows are vinyl double hung replacement
windows. He wants to repeat that detail here.
Mr. Walter asked how the door panel trim at the top is treated. Could this top trim go all around
over top of the new windows as well.
Linda Reedy, American Patio Rooms, said yes, that trim can be added to the top.
Ms. Madison said either that detail, or the door could be made taller.
Mr. Walter said he would prefer trim all the way around, with shorter windows.
Ms. Reedy agreed that is a better solution for them as well.
Approved with the condition that the trim above the new sliding entry door is extended around all
sides of the porch with the windows shortened below.
Submit revised plans for administrative review.

#21336 - 3528 Daleford Road – Rear Porch Alteration.
Mr. Feinstein described that a new roof was previously approved. The rear porch was reconstructed

without a permit or design review.
Mike Pandurevic, contractor, explained the rear porch was dangerously unstable and had to be
rebuilt. He said they used treated lumber. They understand they need a railing on top as well. He
showed a photo of the former porch railing.
Mr. Feinstein said a new railing needs to be proposed.
There was general agreement that a new railing to match the old railing is appropriate. The posts
need to be wrapped and a new floor installed.
Continued with the following direction: 1) do not use treated lumber as an exterior material; 2)
Replace the bottom railing to match the former white railing design; 3) install upper railing and posts
to match the former railing; 4) cover or replace the plywood flooring with tongue and groove
flooring; and 5) add a 6 inch step with a wide profile.
Submit revised plans for Board review at a meeting.

#21337 – 3597 Lee Road – Signage: PPPhysique.
Mr. Feinstein asked the size of the existing sign cabinet.
Preston Pennyman, tenant, said it is 10 feet tall, 18 inches tall, and 8 inches deep. He would like to
go over the white trim line, and it will be centered. There is no electricity for the sign.
Mr. Walter said the hooks on the top of the cabinet are already there could be used to hang the sign
from the bottom of the canopy.
Mr. Pennyman said that would cover part of the window.
There was discussion about the sign fitting on the brick section of the front facade. The sign should
fit above the white panel on the brick.
Approved with the condition that the sign location is centered on the building and up high enough
to avoid as much of the white trim band as possible.

#21338 – 15700 South Park Boulevard – Landscape Elements.
Michael Beightol, Populus Studio, explained there are two piers at the main entry. These piers will be
replaced and moved just slightly. The new piers will have an address marker. There is a secondary
drive which services this address as well as another lot behind this house. There will be two piers
added here and address markers added for each residence. The new brick will match the brick on the
house at this address.

#21339 – 20979 Shaker Boulevard – Siding Material.
Alex Kanareff, Brookes-Henderson, said the front and two sides will be replaced with a NuCedar
shiplap siding with an 8-inch reveal. The profiles will match the existing trim.
Mr. Walter asked if this is the same reveal size as the existing lap siding on the rear.
Mr. Kanareff said it is within ¼ inch. The siding on the rear of the house was replaced before the
current owner. It is the same material.
Ms. Madison asked the size of the gap on the existing shiplap.
Mr. Kanareff said it is 1/8 inch.
Mr. Neville said what can be seen of the rear new siding seems to be more of a shadow than 1/8
inch.
The Board agreed that if there is already this type of siding, the new siding should match.
Mr. Feinstein asked about the existing wood siding.
Mr. Kanareff said the wood siding will be removed and the trim will also be re-done.
Approved with the condition of clarification of the existing newer shiplap siding on the side and rear
elevation, specifically the spacing between panels.
Submit photographs for Board review.

#21340 - 2711 Sherbrook Road - Play Structure.
Cynthia Tobin, designer, explained this is a children’s playhouse. The children are aged 3 and 4. It is
in a garden setting next to a large tree. The playhouse is on a deck platform to protect the tree. They
will match the house detailing as much as possible. They will be re-using windows removed from the
house for this.
Mr. Neville said it is a great playhouse. He noted a concern with re-using the windows if they are in
the stairway of the playhouse and the possibility of breakage.

#21341 - 3471 Milverton Road – New Siding. Porch/Deck Alteration.
William Fugo, architect, said they are re-siding the house and replacing three windows. The interior
will also be refurbished. There is an expanded deck off the addition. The foundation is currently
painted purple and will be re-painted. New composite columns at the rear will be installed. He
showed the color schedule.
Mr. Neville suggested the foundation be painted darker than the proposed wall color.
Mr. Walter inquired about the shutters.
Mr. Fugo said they will be removed. They are only located on the upper two front windows.
Approved with the condition that the foundation paint is darker than the wall color.

#21342 - 22087 Byron Road – As-Built Window Alteration.
Tim Richards, homeowner, said the house used to have casement windows. He got a quote in 2018
and then finally did the work during Covid. The contractor said they would take care of everything.
They quoted replacing the windows to match. He and his family left the house so the installation
could happen. They love the new windows, but they are slider windows. He did not know they were
wrong and that there was no permit until a second point-of-sale inspection was done.
Mr. Feinstein said this is a 1956 house. Casement windows without grids are typical in many new
style colonial design houses in the city. The work was completed without permits. There has been
recent precedent on two other homes where the front façade was required to be changed.
Ms. Madison said the slider windows are not noticeable from the photographs. She asked about the
trim detail.
Mr. Walter said they do not look like other sliders they have seen before. The size of the trim and
track is not noticeable, especially from the street. He is happy the basic details and pattern and size
of windows were kept. He is concerned with precedent.
Mr. Neville said the context of the age and design of this house is specific and important to his
support of the window change. He is also in favor of retaining the slider windows. He would like a
condition put on the property that when future window replacements are done that casement
windows must be used.
Approved with the condition that future window replacements are casement style windows of the
same configuration.

#21343 – 22100 McCauley Road – Elevator Addition.
David Ellison, architect, said this elevator upgrade is so the owner can age in the home and be close
to family. The dormer will be raised to accommodate the shaft and controls. The roof there is a
black membrane material and that will be used when this work is complete.
There was agreement that the elevator roof bump is acceptable and not visible.
Mr. Ellison explained the future proposed addition and the types of roof.
The Board discussed the addition preliminarily. They though the metal addition roof design would
be appropriate.

#16300 Parkland Drive – Preliminary Review: Exterior Alterations.
Jeremy Gatta, Danco Home Pro, said these are improvements to the exterior of the house. This
house is located at Lee and Parkland. There will be new lap siding (wood) and a new roof. The
window replacements are proposed as double hung windows from the current casement windows in
all but the rear. They are proposing to move the front entry to the adjacent wall. They will remove a
rear exterior door and brick it in. The four season room will have lap siding. The picture window
will be altered to have the picture window flanked with single casement windows, allowing more
wall room on the interior. All of the through-wall air conditioners will be removed and the walls will
be repaired and closed. The driveway entry is proposed to be moved to more easily access the
attached garage. There is extensive landscaping at the front and rear.
Mr. Neville said he does not understand the mix of windows. The proposal changes three sides to
double hung, but leaves the rear to have the casement windows.
Mr. Gatta said the casement windows allow for a better view of the yard and the double hung
windows are more cost effective.
Mr. Neville said he thinks the windows should have a relationship and be the same throughout the
house. The front entry change is fine.
There was general agreement that the other changes besides the windows were appropriate.

The Board suggested the window type is consistent throughout.

Other Business
19013 Chagrin Boulevard—Front Entry Alteration.
Approved with the condition that the front entry panels have a bottom trim rail that is 8 to 10
inches high.
