Architectural Board of Review Minutes Monday, June 17, 2024 8 A.M. Via Conference - Zoom Members Present: James Neville, Member, Acting Chair David Berlekamp, Alternate Member Kevin Kennedy, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:03 a.m. * * * * Approval of the June 3, 2024 Meeting Minutes Approved. * * * * ABR24-000050 – 3728 Riedham Road - New Vinyl Siding. Chuck Conway, WeatherSeal Home Services, explained they will be removing the existing aluminum siding and installing double 4 inch vinyl siding in “flagstone” color with white trim. The windows will be coiled in white aluminum. Mr. Feinstein asked about the existing shutters. Mr. Conway said they will install new shutters, of the correct size, on the front of the house. Mr. Neville said the globes at the front overhang, the trim detailing at the front door, and the large trim over the front bow window must remain as part of the architectural detailing on the house. Approved with the following conditions: 1) the front elevation trim elements remain and are painted including the front door trim, scallop trim, header over the bow picture window, and globes at the soffit; and 2) color confirmation photos of the siding and shutter colors. Submit photos of colors for Board review. * * * * ABR24-000044 – 3318 Milverton Road - Window Alteration. Zachariah Tame, Home Depot, said most of the windows on the house are already replaced. This is the only window left to be replaced. They propose a new slider window to match the existing single pane wood slider window. Mr. Kennedy noted the original window was more than likely double hung windows. Mr. Neville said the architecture of the house is driving the replacement a different direction than the proposed slider window. He said he would like a pair of double hung windows with grids in the top sash. Mr. Kennedy said he would not be opposed to a picture window with full grids. Regardless they would need to see drawings of the grid pattern. Denied the proposed slider window. Approved either two double hung windows with grids in the top sash or a picture window with full grids. Submit revised quote and window drawing with the grid pattern for Board review. * * * * ABR24-000051 – 18133 Lomond Boulevard – Porch Alteration. Mr. Feinstein said the Board saw this proposal via email and had suggestions. They also noted the materials are not listed. Mark Brito, All Year Roofing, said the new walls are a flat smooth Hardi product which will be painted to match the existing. Mr. Berlekamp asked if there will be any joints in the Hardi board panels. Mr. Brito said no. Mr. Neville asked what type of window will be used. Mr. Brito said they could be casement or double hung windows. Approved with the following conditions: 1) casement windows are used; and 2) smooth hardi panel wall material is used. Submit revised plans for administrative review. * * * * Architectural Board of Review 06/17/2024 Page 2 of 7 ABR24-000059 – 3677 Lee Road - Storefront. Elicia Keebler-Gibbon, architect, explained this is a façade renovation. The brick will be cleaned, there will be a new storefront system of windows with added transoms like exists over the entry door. A simple sign will replace the existing box sign. The gooseneck lamp over the entry is in a color to match the sign. Mr. Neville noted the sloped walkway is not technically a ramp based on ADA guidelines. He said the sign is very nice, but the lamp shade over the door seems too small for the space. Can the shade be ordered in a larger size? Ms. Gibbon said they specified a 12-inch cover. It could go up to 18 inches in diameter. Mr. Berlekamp agreed a larger cover would be better. Approved with the condition that the lamp shade over the door increase to 16 inches in diameter. * * * * ABR24-000060 – 14406 Drexmore Road – Window Alteration. Heather Davies, Davies Architecture, said a kitchen renovation will be occurring on the interior of the house. They are requesting to permanently remove a chimney. They also propose to raise the existing rear bay window sill to counter height. Mr. Neville asked if all the windows will have the same sill height. Ms. Davies said yes. Approved. * * * * ABR24-000061 – 14507 Drexmore Road - Addition. Window Alteration. Christine Medvedev, architect, explained they propose to remove the existing addition and construct a new larger addition. The windows on the addition change to a larger pane pattern than on the house. The wood shingle siding continues, along with the brick foundation. The new steps are brick and sandstone. The new standing seam metal roof has a low slope as it has to fit under the stair landing window sill. The second floor railing is a custom cable tension railing. Mr. Kennedy said there has been great attention to detail and it is a nice composition. Mr. Neville asked about the meeting between the brick house and the sided addition. Is the addition set back a few inches to mitigate this meeting point? Ms. Medvedev said it is flush and the siding dies into the brick. Architectural Board of Review 06/17/2024 Page 3 of 7 Mr. Neville said he would prefer a setback and a vertical trim. Mr. Berlekamp agreed. The transition will need to be resolved. Mr. Neville noted that separation will make this addition more special. Mr. Berlekamp asked about the casement windows on either side of the kitchen. There does not appear to be trim at these windows. The other windows on the house have fairly detailed trim. Ms. Medvedev said they could have simplified trim here. All of the other windows have capital details and this does not need that much detail. Approved with the following conditions: 1) the west elevation transition between siding and new brick will be worked out. Suggest a vertical trim and/or the addition set back from the original house wall; 2) add window trim to the casement windows on the sides of the new kitchen; and 3) add trim around the new mudroom entry door. Submit revised plans for administrative review. * * * * ABR24-000063 – 20525 Byron Road - Deck. Rob Bunjevac, KlassicDecks, explained this will be a deck made of Timbertech material in a grey color. There will be no visible fasteners. The vertical skirt to grade will be of the same material. Approved * * * * ABR24-000064 – 19600 North Park Boulevard – Playground Elements. Fran Bisselle, Hathaway Brown School, explained they are only able to use half of the playground now as the other half is staging for the new construction. The new play area will be nature based. They are renovating this in alignment with their mission. Catherine Offenberg, Arcadis, said the details will be a more integrated approach to play, which is age appropriate. There is distinct circulation within the area. There is also an outdoor amphitheater classroom. The perimeter is an open metal fence consistent within the lawn edge. All play structures will be constructed of wood. The wood sheds proposed are to corral a fleet of bicycles and wagons along with the existing ropes course safety gear. All native plantings are proposed. David Zenk, Gund Partnership, said the one elevation on the plans are typical of both sheds. They will both be 8 feet deep with one being 8 feet wide and the other being 12 feet wide. The wood siding will be finished in an olive color and landscape screening surrounds them. Mr. Feinstein asked about the shade structure. Architectural Board of Review 06/17/2024 Page 4 of 7 Ms. Offenberg said it is a fabric shade material and the fabric is 9 feet from grade. It will be taken down in the winter months. The posts are a matte metal material. Approved the playground redesign overall and sheds and shade structure specifically. * * * * ABR24-000065 – 2865 Coventry Road – Solar Panels. Justin Scharfeld, Yellowlite, said this is a 31 module installation. Twelve (12) modules are on the detached garage and will be connected with an overhead run. He noted that staff suggested the horizontally aligned panels on the front elevation may not be appropriate. Mr. Feinstein said the Board supports solar installations, but they do want to be sure the layouts are thought out for each house. The 4 panels across the top of the front roof do not form a regular geometric pattern. Mr. Scharfeld said if they do have to move these 4 panels there will be not as much electricity production as the optimal locations shown which face south. Mr. Feinstein asked where the conduit runs are for the panels. Mr. Scharfeld explained the connections and how the conduit leaves the roof to the side of the house. * * * * Mr. Kennedy left the meeting. * * * * Mr. Feinstein asked the roof material. When was it last replaced? Charles Foster, homeowner, said the roof will be replaced with new asphalt shingles before the panels are installed. There was discussion regarding the panel location. Approved with the following conditions: 1) the two panels on the right most front gable are removed or moved to the rear gable roof; and 2) the conduit is painted to match the dark color of the downspouts and HVAC conduit. Submit revised plans for administrative review. * * * * Architectural Board of Review 06/17/2024 Page 5 of 7 ABR24-000062 – 3136 Van Aken Boulevard – Preliminary Review: Addition. William Oeflein, architect, said they would like to table the review until July 1st in order for them to provide additional information including photographs of the streetscape and another somewhat similar rear addition. Tabled until the July 1 meeting at the request of the applicant. * * * * ABR24-000070 – 3199 Van Aken Boulevard – Preliminary Review: Addition. Donovan Pace, homeowner, explained the design objective to open up their kitchen and expand into the existing dining room. The dining room would then be relocated to the other side of the house. The addition includes an outdoor kitchen which is open to the exterior. The second story addition adds a principal suite with a skylight on the southern edge. James Cowan, architect, explained this is a preliminary review. This addition is a more modern design then the existing house. They are not redoing the front tudor design of the house, but doing cosmetic restoration. He explained the house addition in detail. The side addition extends around toward the rear. The addition is proposed with dark brown vertical siding with a glass railing. They are maximizing light inside the outdoor kitchen area with the louvered areas. The fence will move to a new location and be attached to the new first floor corner. Mr. Neville asked why a dark surface was chosen instead of continuing the brick in the front elevation and in the covered porch area. Mr. Cowan said they wanted to break up the brick so there is a softer view to Van Aken Boulevard. Mr. Neville said he believes it would work better if the color change happens at the rear two story portion as it is so far away from the front of the house. Mr. Berlekamp said he agrees. Mr. Neville said he would like to see the center support element at the outdoor kitchen wider. Mr. Berlekamp said he appreciates the material and color choices referring back to the existing house design. The white stucco on the main house has no presence on the addition. Is there an alternative material that could be incorporated into the rear brick form? It seems very heavy in appearance. He would suggest study of the window dimensions and lining up the head heights between the spaces. Having a connection with the existing materials may make the addition design more successful. He would like to see the datum lines that are in the house now carried through the new addition. Mr. Neville said he agrees, particularly with the window head heights between the existing and new addition. Architectural Board of Review 06/17/2024 Page 6 of 7 Discussion held. The Board suggested a redesign or restudy of several elements with comments including the following: 1) study material and color changes to the front elevation; 2) study alternative materials and fenestration on the rear brick form to reduce its heavy appearance; 3) study the window dimensions, aligning head heights and relationship to the existing windows throughout; 4) study a better connection with the existing architectural details of the house including datum lines and fenestration; 5) increase the size of the center support at the outdoor kitchen; 6) show the solid fence along Van Aken Boulevard on the plans; 7) confirm and correct all existing house features to assure correct elevation drawings in order to better facilitate design review; and 8) show the front elevation of the existing house and proposed addition, all in the same shading in the color elevations, to facilitate design review. * * * * There being no further business, the meeting was adjourned at 11:15 a.m. The next meeting will be July 1, 2024. _________________________________ _________________________________ James Neville, Acting Chair Hans Walter, Member Architectural Board of Review Architectural Board of Review Architectural Board of Review 06/17/2024 Page 7 of 7
