Architectural Board of Review Minutes Monday, December 2, 2024 8 A.M. Via Conference - Zoom Members Present: Hans Walter, Chair James Neville, Vice Chair Vincent Leskosky, Alternate Member Kevin Kennedy, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of minutes from the November 18, 2024 meeting. Approved with corrections. * * * * ABR24-000052 – 14201 Southington Road – Resubmission: Ludlow School. Mr. Feinstein reviewed the notes from the previous meeting. Tamisha Lawson, GPD Group, showed plans as updated based on the September meeting. They would like to use cast stone in lieu of limestone only on the new construction areas as shown on the plan. They will use teak at the step/seat area. The radius has been tightened for the right turn. Aaron Rodebaugh, GPD Group, said the substitution of cast stone over limestone is a cost savings. This savings may help fund the alternate window work. Mr. Kennedy asked if the seating step area will be a trip hazard. The wood does not extend all the way across the stair to the railing. Ms. Lawson said they allowed for 3 feet of regular stair steps from the railing to the step/seat area to permit people to walk up the steps adjacent to the railing. There was discussion regarding the use of this area. Mr. Kennedy said it might feel better to have the entire step in teak instead of concrete underneath. Ms. Lawson said the wood detail covers the step in case it would ever need to be removed and the step restored over the entire width. Mr. Leskosky suggested the entire tread be covered and overhang 6 inches. This would leave the concrete visible as part of the riser. There was a general discussion of the seat stair details. Mr. Kennedy said care should be taken at the edge where the wood seat ends. Ms. Lawson suggested an eased edge is possible. Mr. Neville said the corner of the building still appears to protrude like a column on the rendering. He would prefer a smooth wall in front of the planter and ramp like the building corner instead of mimicking the gymnasium wall. Ms. Lawson said the building corner treatment was revised to not include columns anymore. The rendering needs to be updated to match. They could have a flush wall in front of the planter. Mr. Neville noted the rendering has the lighting higher than is shown on the plan. Ms. Lawson said the lighting should have been raised, and centered over the recesses at the gym in that drawing as well. There was discussion about the spacing for the railing. Ms. Lawson explained the center two rails are centered on the doors. The steps are not equally wide from the centerline of the door opening. Mr. Neville said if cast stone is used around the addition, should they integrate more detail at the entrance? Mr. Walter said he is concerned with losing the clean lines of the addition if more detail is added. Mr. Kennedy said the cornice makes sense to be more detailed. The entry and new windows are their own new thing. The design is clean now and its own element. Approved the step area with the condition of full tread and 6-inch overhang of the riser are wood. Approved the use of cast stone with the condition of coloration review with material sample panel. Approved the metal screen panel on the roof with the color approved with the material sample panel. Approved the ramp detail with the condition that the face of the planter will be flush with the corners. Architectural Board of Review 12/02/2024 Page 2 of 6 Submit revised plans including: 1) higher location of the lighting; 2) no piers at the corners of the addition; 3) step/seat area showing wood over entire tread and 6 inches of riser; 4) flush end of planter at ramp; 5) with the condition of review of a material/color panel on site. * * * * Mr. Kennedy left the meeting. * * * * ABR24-000199 – 3753 Lee Road - Sign. Mr. Feinstein said the business ownership has changed. The awning was cleaned and new lettering has been added. The new layout is larger than allowed by zoning on an awning. Keval Patel, Shaker Smoke and Beverage, said new awnings and signage were approved, but is too expensive right now. This is a temporary condition. Mr. Walter said they could compromise for now and leave the name and cover the lower row of lettering. He wants to allow this rebranded business some identification while a new design is studied. Mr. Feinstein said the first row of lettering may not comply with zoning size limits. An awning is only allowed to have 6 square feet of signage. The Board supported a temporary condition to allow the applicant some signage while a new design is considered. Approved the use of the business name only on each edge of the canopies, as long as it meets zoning regulations, with the understanding that the applicant will implement the previously approved awning and sign design or work with the city designer to propose an alternate design. * * * * ABR24-000201 – 3300 Courtland Boulevard – Porch Renovation. Exterior Alteration. Jason Mould, OKW Architects, said they can extend the usable seasons with these alterations to the porch. The access has been altered to the bar area from a single door to two sets of French doors. Mr. Neville said he has no issues with the doors. He asked about the soffit area changes. He would suggest they close in all of the open area. This will reduce the animal and insect infiltration. Mr. Walter asked if there will be a new light over the door. Mr. Mould said there is a new light plan. They can add a light there. Approved. Architectural Board of Review 12/02/2024 Page 3 of 6 * * * * ABR24-000204 – 17625 Berwyn Road – Vinyl Siding. Gary Martinis, Home Exteriors, explained they will be installing new 7 inch vinyl with internal insulation on each panel. The new vinyl is harbor blue color straight lap siding. The trim will be sand color. Mr. Leskosky asked if the garage will be sided as well. Mr. Martinis said yes, they will be siding the garage. There was discussion regarding the trim and door color and existing window conditions. Approved with the following conditions: 1) the overhead garage door is painted the sand color; 2) the rear handrail is painted the sand color; 3) paint the rear addition windows to match the other windows if possible. * * * * ABR24-000178 – 22526 Fairmount Boulevard – Vinyl Siding. Nate Ulman, Ulman Family Contracting, explained the aluminum siding is damaged. They propose a new double 4 inch vinyl siding, straight lap, in a flagstone color, which is grey. Mr. Feinstein asked about the shutters. Mr. Ulman said they will be installing new shutters. Mr. Neville asked if they had considered a double 5 inch siding size. Mr. Ulman said that size is not in stock in that color. They will be using white trim, gutters and fascia. Approved. * * * * ABR24-000194 – 3353 Braemar Road – Resubmission: Addition. Mr. Feinstein reviewed the comments from the prior meeting. Donald Tarantino, designer, explained the plans that had been submitted. Page 4B shows what was proposed at the last meeting. Page 4C maintains the gable end trim and gutter and wraps a new roof around the inside corner of the addition. Mr. Leskosky said the revised plan better maintains the proportions of the house. Architectural Board of Review 12/02/2024 Page 4 of 6 Mr. Walter thanked the designer for studying this. This resolution is better. Approved. * * * * ABR24-000207 – 19000 Shelburne Road – Window Alteration. Eric Hill, explained they are proposing a 4 by 6 foot window on the rear elevation. The plans show two options, but they prefer the 48 inch high option. Mr. Walter asked if there is a window on the side elevation in this room. If there is one, what size is it. Carla Macklin, owner, said it is a 40 inch high triple casement on the side elevation. The front of the house has a 48 inch tall window. Mr. Walter noted it is usual to have the same size within the same room. Ms. Macklin said they want more light and this window is in a different plan than any other windows on the rear elevation and is not visible with the side window. Mr. Neville said the flat roof below these windows on the rear elevation allows a taller size window and separates them from the other rear windows. Approved. * * * * ABR24-000189 – 22387 Byron Road – Resubmission: New Vinyl Siding. Mr. Feinstein summarized the outcome of the last meeting. Cynthia Amato, Josephs Home Improvement, said they will be keeping the belt band where it is. The new siding is double 5 inch heritage cream color. Mr. Walter said the window trim needs to be re-claimed. They must build out the window casing to be proud of the new siding. The aluminum siding condition should not be repeated. The Board discussed the siding and trim details. The corners and porch details must be retained on the first floor. This trim is adjacent to the stone façade and front entry. Approved with the following conditions: 1) the original window trim be built out per the city’s window trim detail so all of the window trim is 5/8 inch proud of the siding j-channel; 2) the second story corner trim is new white 4-inch vinyl corners; 3) the first floor corners be reinstated and painted; 4) the third floor half round gable window is replaced with a white half-round vent of the same size; and 5) the front entry and porch trim is painted and remains the original conditions. Architectural Board of Review 12/02/2024 Page 5 of 6 Submit revised plans to detail the above conditions. * * * * ABR24-000209 – 20201 Shelburne Road, 202 – Patio Renovation. Jason Lex, Exscape Design, explained this location is at the roof of the multi-story condominium building. They will be installing new trex railings and cedar pergola. Porcelain patio pavers will be used, placed on risers so it is not on the roof material. The adjacent property owner also has a pergola on their roof patio. Approved. * * * * ABR24-000208 – 17210 Parkland Drive – Preliminary Review: Door to Window Alteration. Matt Ross, architect, said they are performing interior renovations and they propose to remove this inset, secondary entry door. The front entry is just feet away. This door will be replaced with a window to match the window above it. The details are shown on page A-1. The new window has a raised panel detail below it. The step stays and the area remains inset. The new window and panel are brown in color to match the existing trim on the house. Approved. * * * * ABR24-000202 – 3300 Courtland Boulevard – Window Alteration. Window Nation, representing Shaker Heights Country Club.
