Architectural Board of Review Minutes Monday, February 3, 2025 8 A.M. Via Conference - Zoom Members Present: Hans Walter, Chair James Neville, Vice Chair David Berlekamp, Member Leslie DiNovi, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of Minutes from the January 21, 2025 meeting. Approved. * * * * ABR24-000213 – 16014 Chadbourne Road – Resubmission: Window Alteration. Mr. Feinstein reviewed the outcome of the previous meeting. Zachary Graham, Renewal by Andersen, said he spoke with the project manager for this application and he indicated three window openings for this area is not possible. There is also an increase in cost for three windows over the proposed two windows. They are proposing casement windows in both the first and second floor bay feature windows. The owner researched and found that was the original condition. The Board agreed it is appropriate for the feature bay windows to all be casement windows. Mr. Walter said he does not understand why the option of three casement windows is not possible for the opening in what was the porch on the first floor. It more closely replicates the windows in the other side of this room. They should seek out a way to make this happen. Mr. Neville said he appreciates the investment in the new windows, but three casement windows of the same size is most aesthetically appropriate for the front of the former porch. He asked that proof be provided that the three separate windows is not structurally possible. Approved change to casement windows for the first and second floor bay/bow windows. Denied the proposed two windows on the front first floor left. Three casement windows in this opening should be installed with brown trim and infill including the brown side door. * * * * ABR24-000229 – 2986 Falmouth Road – Window Alteration. Zach Tame, Home Depot representative, explained they are proposing to change the existing vent opening in the third floor to a picture window. They are not able to get a vertical grid in this window as it is so small, but they are proposing three horizontal grids. The Board agreed that one horizontal grid is more appropriate. Approved a new picture window with one horizontal grid. Submit revised quote for administrative review. * * * * ABR25-000010 – 2690 Chesterton Road – Window Alteration. Madeline Stull, homeowner, explained they want to alter the existing bathroom window to have a replacement window without grids. This is their style preference. They hope to eventually change some of the other house windows to not have grids. Mr. Neville said the style of the house does not lend itself to not having grids in the window. He could accept a casement window with grids instead of the current cottage window configuration. That will eliminate the thicker meeting rail. Mr. Walter agreed. Denied. The Board approved a change to a 6 lite casement window. * * * * ABR25-000013 – 17210 Parkland Drive – Landscape Elements. Mr. Feinstein said this property will be reviewed by the Board of Zoning Appeals at their meeting tomorrow for fence variances. The location and height do not conform to zoning requirements. Abby McConnaughy, Aristotle Design Group, said this application is for an outdoor kitchen and fire pit. This is part of a much larger landscape plan in order to create a private area for the owners. There will be entry piers with the Parkland address at the Aldersyde driveway. The piers will have a sandstone cap and a stone veneer to match the house. The fire pit and kitchen grill area are the same Architectural Board of Review 02/03/2025 Page 2 of 4 masonry veneer, with a granite counter of a color like sandstone. Ms. Dinovi asked what color stone and mortal will be used to match the house. Will there be electric or gas lines to the new amenities? Ms. McConnaughy said they will be matching the stone of the chimneys on the house. Katharine Fines, owner, said there will not be a gas line to the fire pit or grill, but there is a lighting plan. Mr. Berlekamp said the updates to the yard and patio are very nice. Mr. Neville noted the fence type and location seem appropriate in this yard, inside of the evergreen landscaping. Approved. * * * * ABR25-000007 – 22650 Rye Road – Resubmission: Porch Alteration. Mr. Feinstein reviewed the outcome of the last meeting. Michael Tomsik, architect, said the proposed trellis will be black in color. The handrail is also black and the canopy is grey to blend with the grey slate roof. The canopy is supported by the columns and is not tied into the house structure. There will be coach lighting on each side of the doorway opening. Mr. Neville asked if the canopy will fit within the 12 inch height of the house frieze board. Mr. Tomsik said the company is making this canopy custom to this space so it will fit. There are many joints of the metal panels to allow for the curvature. Mr. Neville asked if they will see the rib joints. He wondered if a small gable entry canopy might also work. Mr. Tomsik said you will see the lines of the join, but not ribs. There was discussion regarding how the pieces of the new canopy attach and interact with the existing details of the house and front entry. Mr. Berlekamp said he is curious as to how the columns attach to the canopy. Mr. Tomsik said there are other homes in the neighborhood with flat roof entries. Continued with the following comments: 1) provide to-scale, accurate drawings detailing the existing conditions with the correct dimensions shown; 2) enhance the detail drawings to include the connections of all of the new elements; and 3) suggestion of a gable roof front entry design or a flat Architectural Board of Review 02/03/2025 Page 3 of 4 roof entry design should be studied. * * * * ABR25-000002 – 2970 Belvoir Boulevard – Resubmission: Window Alteration. The Board discussed whether a bay window is appropriate on the second floor. A second story bay should be subservient to the architecture of the first floor bay window.
