Architectural Board of Review Minutes Monday, March 3, 2025 8 A.M. Via Conference - Zoom Members Present: James Neville, Chair Hans Walter, Vice Chair Kevin Kennedy, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of Minutes from the February 18, 2025 meeting. Approved. * * * * ABR25-000021 – 24079 Shelburne Road - Addition. David Grootegoed, Modamerican Design, described the project. Mr. Walter asked if the front roof solar array can be arranged in a regular pattern. It was agreed that a rectangular array with two panels over two panels would be appropriate. Mr. Grootegoed said they will work to move two panels to another roof area. Approved with the condition that the solar panel location is submitted for administrative review. * * * * ABR25-000002 – 2970 East Belvoir Boulevard – Resubmission: Window Alteration. Mr. Feinstein summarized the comments from the prior meeting where this item was reviewed. Krystal Valenti, Renewal by Andersen, explained that there is a separate company that constructs the structural bow portion of the window. Then Renewal by Andersen installs the windows. It has been difficult to get the appropriate drawings. The homeowner wants the bow window to add character to their bedroom. The bow has a 10 degree projection and at its deepest only projects 10 inches from the façade. The bay window below has a 45 degree projection and at its deepest projects 16 inches from the façade. The Board asked at the last meeting about having 5 windows, but this opening is too narrow to have that many windows. Mr. Neville asked if the transition details, especially the sill trim, will match the first floor. Ms. Valenti said yes, the trim details would match the first floor bay window. Approved with the following conditions: 1) the roof material matches the first floor; 2) the sill trim is the same detail as the first floor; and 3) the trim and transitions are the same design and color as the first floor. * * * * ABR25-000025 – 3490 Warrensville Center Road - Sign. Mr. Feinstein explained the locations and the reasons for the signs. Debbie Kuhar, Ellet Sign, said there is a non-illuminated panel sign on the north wall of the parking garage. At the door entry there is a non-illuminated blade sign and door graphics. The wall and blade signs are aluminum with painted graphics. Mr. Feinstein said this is an existing space, previously used for storage. Mr. Walter asked about the light over the door and its relation to the blade sign. Ms. Kuhar said they have the sign proposed to be centered between the door head and the bottom of the vent above. Mr. Walter said it would be better if the sign was centered between the top of the light and the bottom of the vent. He said he was not sure the directional sign at the garage entry is at the most visible location. Ms. Kuhar said it is only there for information and direction, not to compete for attention with the retail store signage. There was discussion regarding the lighting site specifics and appropriate location for the wall sign that might be closer to the brick column. Approved with the following conditions: 1) the blade sign be centered vertically between the light and the vent over the door; and 2) the directional sign in the parking garage entry is moved toward Tuttle Road a foot or two. Submit revised plans for administrative review. * * * * Architectural Board of Review 03/03/2025 Page 2 of 5 ABR25-000020 – 3601 Lee Road – Retaining Wall. Eliot Sims, LAS Contracting, said the tenant of this building would like to beautify the rear parking area. They will add plant materials at the top of the retaining wall for additional beautification. There are also drainage holes provided through this wall. Approved. * * * * ABR25-000024 – 18750 North Park Boulevard – Window Alteration. Charles Fazio, architect, said they are proposing a new window on the side of the house between the garage and the side entry door. There is a change to the window at the rear of the house from the three panel window to a single window. The entry adjacent this rear window is being proposed to change from a double French door to a single entry door. They propose black as the new exterior color for all the new windows and doors throughout the house. Mr. Neville asked why the head of the window is so low at the side of the house. Mr. Fazio said this area is on the same level as the garage and there are several steps up on the inside of the house to the main living floor. He also noted they are proposing to remove the right-most window from the bank of windows above the entry. This window used to be separated from the others with a wall in the inside of the house, but that is not the case any longer. This will make the bank of now three windows match the bank of windows adjacent to the left. Approved the black window color change, new window and window removal with the condition that revised plans are submitted reflecting the front window alteration above the front entry. Submit revised plans for administrative review. * * * * ABR25-000027 – 3649 Lee Road - Storefront. Elicia Gibbon, architect, explained there is a new owner of the building and the owner’s two businesses will operate out of the building. The upper floor is Elite Home Health and the first floor is Superior Training Academy. The brick will be repaired and tuckpointed. The awning frame will remain and receive a new cover with Superior Training Academy printed on it. The Elite Home Health sign on the building façade has illuminated Elite letters and pin mounted Home Health below. The door graphics show which entry is for which business. Approved. * * * * Architectural Board of Review 03/03/2025 Page 3 of 5 ABR25-000028 – 3673 Gridley Road – Porch Alteration. Dan Herzog, DBH Builders, said the owners would like to convert the existing rear porch into a mud room. They propose to remove the windows from one side of the mud room to allow for built ins. There is existing double 4 inch white vinyl siding on the knee wall. This size and color vinyl siding is proposed to cover the new wall. The new windows will be double hung, white windows. Mr. Walter said it looks like there is a separation at the center of the bank of windows on the rear elevation. If so, the windows will need to be resized. Mr. Herzog said the new windows will be double, double hung windows and there will be a 2x4 beam between them. Mr. Neville said as a porch element windows without grids was appropriate. Now that this is becoming a room, grids in the windows to match the house are appropriate. Mr. Walter said he would like to see elevation drawings to confirm the details of the windows and the grid pattern, along with a wider context photo of the rear of the house. Continued in order for the applicant to provide the following: 1) elevations showing all three sides of the porch; 2) picture of the porch and the whole rear of the house; and 3) window quote showing the proposed grid pattern and nearby window size. * * * * ABR25-000026 – 21176 Brantley Road – Preliminary Review: Addition. Cory Brown, Payne and Tompkins, explained the owners would like to age in place and propose an exterior elevator shaft addition. As the shaft is in the side yard, it will require a zoning variance. It is placed directly behind the brick chimney. The brick will match the house and they are trying to stay below the existing house roof if at all possible. The roof color is copper and they have integrated timbering elements and a window. The Board discussed that the area above the first floor should be studied as stucco instead of brick. The roof material is preferred to be copper. Study the design and how is complements this Tudor style house. The Board suggested the following: 1) careful review of the “over travel” required for elevators; 2) consider stucco above the second floor as half timbering with brick is not usually a design feature for an English Tudor; and 3) consider real copper for the roof material. Submit formal plans for Board review. * * * * Architectural Board of Review 03/03/2025 Page 4 of 5 ABR24-000222 – 2816 Winthrop Road – New Dormer Siding. Anthony Vangelos, American Roofing, representing Linda Bradley, homeowner. Approved administratively. * * * * ABR25-000022 – 20962 Sydenham Road – Window Alteration. Meagan Stein, Renewal by Andersen, representing Brent Anstead and Amanie Abdelhady, homeowners. Approved administratively. * * * * ABR25-000023 – 2705 Belvoir Boulevard – Window Alteration. Richard Cissell, architect, representing Edward and Joyce Prescott, homeowners.
