Architectural Board of Review Minutes Monday, May 5, 2025 8 A.M. Via Conference - Zoom Members Present: James Neville, Chair Hans Walter, Vice Chair David Berlekamp, Member Greydon Petznik, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of Minutes from the April 21, 2025 meeting. Approved. * * * * ABR25-000075 – 3622 Lindholm Road – As-Built Front Porch Alteration. Marcus Flinn, In Like Flinn, explained he is the third contractor to work on this house. They replaced the front porch to match what was there with treated lumber. They plan to use a sealer or primer and paint in the hopes to not do the work again. The wood work was completed last season. The interior stoop is cracked concrete, which they would like to replace in concrete. Mr. Feinstein said the only difference in the design is the angled areas at the top of the posts that were present before. Mr. Flinn said they could add those in if needed. Mr. Neville said the carpentry is well done. He does not believe the angled areas are needed. Mr. Berlekamp said he agrees the angles are not necessary. The Board agreed the concern is with the material to make sure it is weather resistant. Discussion held. Approved with the following conditions: 1) confirmation of the wood as treated; 2) that the wood is primed and painted dark brown to match the trim on the house; 3 that the contractor will warrantee the work for a period of 10 years. Submit documentation for administrative review. * * * * ABR25-000073 – 2948 Claremont Road – Solar Panels. Justin Scharfeld, Yellowlite, explained these solar panels are proposed on two flat roof sections. The arrays are angled to the south. One roof on the side of the house is visible to the street. Mr. Feinstein asked which array of the two shown are planned for the side porch? Mr. Scharfeld said the 8 panel array which is set back from the front edge is what is proposed. The arrays are placed on matte silver colored “feet”. This places the panels no more than 9 inches from the rooftop. Mr. Neville asked if the panels themselves are black. Mr. Scharfeld said the panels are black. Mr. Walter asked if putting solar panels on the rear pitched roof had been considered. Mr. Scharfeld said there is not enough production on the rear roof. The owner also did not want the panels on the slate roof. Theodore Marks, homeowner, said he has made a considered effort to soften the front horizontal roofline of the flat porch with trees that are maturing nicely and partially block the street view. Approved with the following conditions 1) the panels are pushed away from the front edge on the side roof; and 2) the claw foot roof mounts are black or painted black. Submit confirmation documents for administrative review. * * * * ABR25-000071 – 3722 Sudbury Road – Window Alteration. Travis Brown, Renewal by Andersen, explained they propose to change the side windows closest to the front of the house to awning windows from their existing slider configuration. Ms. Beck explained that the design review is required not just for that change, but to replace the sliding windows elsewhere on the house. Research showed that there was not a permit for the existing slider windows. There is also no evidence in records of what types of windows were there originally. Architectural Board of Review 05/05/2025 Page 2 of 6 There was discussion regarding the options for casement and awning windows. Mr. Petznik said an awning or casement window is a more appropriate window design for this house. There was agreement that the two new awning windows are appropriate and replacement of the other slider windows should be made with awning casement or fixed windows. Approved changing an existing glider window to either casement or awning windows. The proposed glider windows are denied with casement, fixed or awning windows suggested as appropriate alternative window styles for this house. Submit revised quote for administrative review. * * * * ABR25-000059 – 3591 Lytle Road – Window Alteration. Anthony Brown, Infinity from Marvin, said they are replacing the windows to match the existing with a brown exterior and fiberglass sashes. The existing leaded glass windows would be removed. Mr. Berlekamp asked what color is proposed. Mr. Brow said it is a white interior and brown exterior material. The white is not visible to the outside. Mr. Neville said the rear and side replacement windows would be acceptable at this house. The front elevation feature windows are best retained as leaded glass. Approved. Staff approval of future replacements of the rear and side elevation windows is permitted. Any future replacement of the front façade leaded glass windows will require further Board review. * * * * ABR25-000054 – 3346 Braemar Road – New Vinyl Siding. Clinton Matthews, Biltmore Exteriors, said this siding installation is proposed as double 5 inch straight lap siding in Royal Marine Blue. The front porch is not being touched with this installation. Mr. Walter asked what the corner board color is. Mr. Matthews said it is a standards size in the Marine Blue color. Mr. Feinstein asked about the window trim and whether they are proposed to be built out. What happens with the shutters? Architectural Board of Review 05/05/2025 Page 3 of 6 Mr. Matthews said they are proposing to build out the window trim. The shutters will go back. Approved 5 inch regular lap siding with the condition that the corner posts are also Marine Blue. * * * * ABR25-000052 – 3385 Tuttle Road – Resubmission: Storefront Alteration. Lauren Fedor, HSB Architects, presented plans for a new entry in the Farnsleigh Road facade of this building. The door location has been shifted slightly and a new vertical added to hid the interior demising wall. Susan Frankel, Susan Frankel & Associates, said the new metal panel adjacent the door opening allows for the demising wall to be hidden within the building. Mr. Berlekamp asked how they plan to delineate the opening. Ms. Frankel asked if perhaps a wall sconce next to the door could be used. Mr. Feinstein noted there is film proposed for the upper window sections. There was discussion regarding the blade sign and how it could be used to more directly indicate the entry door. It should be relocated to the panel above of beside the entry door. Continued for the applicant to study metal infill panels surrounding the proposed entry door and the final location of the entry door with the suggestion that a blade sign and/or light sconce be located at the entry. * * * * ABR25-000079 – 3365 Braemar Road – Solar Roof Material. Mr. Feinstein explained that though this installation is on the rear roof, he wanted the Board to review this new solar roofing material. Mark Younce, GAF Energy, LLC, said they are replacing the asphalt shingle roof with GAF HDZ shingles and solar shingles are integrated into that installation. These solar shingles are rated the same as a traditional shingle and can be walked on. The electricity for this installation will run through the attic so there are no external lines. He showed pictures of the installation on another house. The dark grey solar shingles go well with the proposed dark grey colored asphalt shingles. Approved. * * * * Architectural Board of Review 05/05/2025 Page 4 of 6 ABR25-000082 – 19801 Van Aken Boulevard, #10 – Resubmission: Rear Porch. Mr. Feinstein explained the Board reviewed this structure last year, but they are now proposing adding a door to the side elevation. Robert Harders, homeowner, said the door addition is the only change. The trim around the door will match the trim around the windows. Approved. * * * * ABR25-000083 – 3435-37 Ashby Road – Window Alteration. Isaac Koren, owner, presented his plan to replace the remaining wood windows on the house with windows without grids. The other new windows on the house do not have grids, so now they would all match. Mr. Feinstein noted there are no permits or design review for the replacement windows without grids. There was general agreement the grids in the top sash, original windows, is a good design for this house. Approved new windows with the condition that there be grids in the top sash for all of the windows on the front elevation. Side and rear elevation windows may have no grids. Temporary girds are permitted for the existing windows on the front elevation. * * * * ABR25-000055 – 2768 Landon Road – Preliminary Review: New House. Mr. Feinstein reviewed the comments from the previous meeting where this application was seen. Ibrahim Hakki, architect, said they have made changes to the plans based on the review comments. Instead of extending the porch as suggested, they have bumped out a portion of the eastern wall. They have eliminated the vertical siding portions. The entire structure has been shifted to the east, away from the Landon Road neighbor. They will have site sections soon as they have received their plat. The front porch has been opened up to view. They are proposing brick in a beige color with off-white horizontal siding. The traditional shutter locations are not always working on the multiple windows They appear too large in some spots and just fine in others. Mr. Berlekamp said the shutters on the garage elevation seem overly large. The larger shutters on all the windows overwhelm the area. There should be a hierarchy to the window and shutter elements. The group of four windows that face Landon Road are fine without shutters. Perhaps re-grouping the windows to the east elevation would be better, then there would not be a need for shutters. There was discussion regarding the shutters, their location, and size. Architectural Board of Review 05/05/2025 Page 5 of 6 Mr. Neville said a deeper casing at the window heads could also help. Overall, this is a better design than previous. There needs to be a better resolution of the gable end of the patio overhang. Mr. Petznik said there is an opportunity with the columns on the porch to enhance the architecture. They seem a bit thin now. The resolution does not necessarily need to be historic, but could be heavier in appearance. Continued for the applicant to address the following: 1) wider trim around the windows, the garage overhead doors and service door; 2) study the application of shutters windows around the house; and 3) resolution of the gable ends of the porch by extending the horizontal trim. Submit revised plans formally for Board review. * * * * ABR25-000074 – 3604 Gridley Road – New Vinyl Siding. Chuck Conway, WeatherSeal Home Services, representing Robert Clark, homeowner. Applicant not present. Item not reviewed. * * * * Other Business New Houses—Menlo Road – Front Porch Railing.
