Architectural Board of Review Minutes Monday, June 16, 2025, 2025 8 A.M. City Hall Conference Room B and Via Conference - Zoom Members Present: James Neville, Chair Hans Walter, Vice Chair David Berlekamp, Member Kevin Kennedy, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of minutes from the June 2, 2025 meeting. Approved. * * * * ABR24-000228 – 15400 South Woodland Road – Resubmission: Woodbury School Renovations. Aaron Rodebaugh, GPD Group, said they have worked to get the colors correct for the new construction. The existing brick looks different on different elevations. It has been a difficult match. They also want to continue the organic landscaping at the entry off Woodbury so the posts for the canopy may change location. The wall lighting shown in the “special” brick areas may change. It is smaller than they expect to use. The existing building brick has a deeper relief of brick than they can obtain with new construction. There have been changes to put a stone ban through near the roofline. The canopy at the Onaway field has been brought down and they have regulated the windows. Leann Andrysco, GPD Group, said they have changed the color of the glass to be more clear and the spandrel is proposed as a medium grey. Mr. Rodebaugh said they have made the renderings as true to color as possible. Moving counter clockwise around the building they reviewed the windows at the southwest corner. The stack bond brick areas have changed. The mechanical wall on the roof has been changed to a lighter grey. The canopy at the Woodbury entry details have been refined along with the banding in the lighter material. Abby Rainieri, GPD Group, noted the renderings now detail the 3 inch reveal at all of the windows. Mr. Rodebaugh said they are not showing operable windows in the classroom wing. This option may need more study. The light fixtures are up/down lighting and they are still discussing these fixtures internally. Ms. Rainieri said the historic lighting on the other school buildings are black metal. The renderings are shown as black fixtures, but they are still discussing the color internally. Mr. Rodebaugh said the window frames are white, the coping is buff and the metal materials are champagne color. The Woodbury/South Woodland corner transition is important. They are showing transparent windows with the stirs being visible within. Ms. Rainieri said they are holding the line of the previous wings to meet the new building materials. Mr. Rodebaugh said a stone header has been added to the gym windows. There is stone below the windows and a deep sill. Quoins have been added at the gym and pool corners to add shadow lines. Ms. Rainieri said the quoin detail is that the brick is both pushed in and pulled out. The accent color brick is used on the pushed in area to accent the shadow line. Mr. Rodebaugh showed the elevation facing Doan Brook, which has not really changed. There is a nice transition between the pool and gym without looking like an entry for visitors. Mr. Berlekamp noted the brown stone material has a reddish hue, which is not reflected on the photo of the materials board. Mr. Rodebaugh said they are not asking that brick to do so many things. They did not want to go as dark as the darkest brick on the original building. Sandra Madison, Robert P. Madison International, said the new building is far enough away and will not be weathered for some time. Mr. Kennedy said nothing in the new plans jumped out as “need to discuss”. They have done a good job with the masonry. The addition of the areas of stone helped the palette. Mr. Berlekamp said overall the changes feel right. It is well-balanced. He asked about the transition nearest South Woodland with the glass at the new classroom wing. He would like clarification of this area. Mr. Walter asked if masonry could be added inside the stair. As this area is so visible, it would give depth to the area. Maybe quoins could be added at this corner as well? The brick area here is wider than the typical bay. Architectural Board of Review 06/16/2025 Page 2 of 10 There was discussion regarding the details at the west wing attachment. It was agreed this area is not as resolved as the others. Mr. Berlekamp asked if the accent brick at the auditorium could be moved down away from the head of the windows. Ms. Rainieri said they looked at that possibility several iterations ago. Maybe this brick could be eliminated from some of the breaks between the windows, or even eliminated entirely. Mr. Kennedy said he does not think anyone will notice the relationship to the window muntin just north of this area. He would suggest they ignore that relationship for the sake of the brick. He noted the sconces definitely need to be larger. Mr. Berlekamp said there is a connection where the metal coping and the stone meet. Could the metal be reduced or a stone coping be used. Mr. Neville said the introduction of the stone is strategic and positive. At the Doan Brook elevation the brick accent location is regimented. It would read as more whimsical if the entire section was brought down by 6 to 8 courses. Mr. Rodebaugh asked the preference for the color of the wall sconces. Mr. Neville said he would prefer the darker color. He would also prefer that they not be centered vertically in the brick sections. At the Doan Brook elevation the stone extends above the coping of the building. It seems awkward. Mr. Rodebaugh said concept versus reality it would work better if the glass was brought down. This condition is not resolved at the Onaway entry either. Mr. Neville said the Woodbury entry seems shorter than it could be. Had they considered making it taller. Ms. Madison said they kept the scale down so it is not as imposing. This school is for middle years children, not high-schoolers. Mr. Neville said he has a high degree of confidence in the direction of the design. Mr. Berlekamp and Mr. Walter agreed. Preliminary design approval granted with conditions including: 1) study and resolve the connection of the west wing glass/masonry transition to the new wing, perhaps also bringing the brick into the stairwell wall; 2) larger wall/light sconces in a dark finish; 3) study the location of the “feature brick” details lower on the wall, perhaps by 6 to 8 courses of brick from the gym/natatorium window heads; 4) resolve how the Onaway field entry and Doan Brook entry glass curtain walls meet with the roof coping; 5) study the “feature brick” detail on the auditorium wall facing Woodbury; 6) create consistency to the wall base condition; 7) consider a less rusticated stone; and 8) further design rain water capture off the low slope roof area on the Woodbury elevation.. Architectural Board of Review 06/16/2025 Page 3 of 10 Submit revised plans for Board review. * * * * Mr. Kennedy left the meeting. * * * * ABR25-000024 – 18750 North Park Boulevard – Resubmission: Garage Alteration. Jeff Haddock, Charles Fazio and Associates, said the existing garage has buckling masonry at the end of the garage. They propose to add 8 feet to the end of the garage and this will stop the wall at the setback line. The new garage construction will allow for three individual door openings. Mr. Feinstein confirmed this proposal does comply with zoning requirements. Mr. Walter asked about the end elevation. Mr. Haddock confirmed the end is brick with siding. Mr. Berlekamp asked about the finish of the garage doors. Mr. Haddock said they will match the existing house color with the new doors. Approved. * * * * ABR25-000117 –3160 Courtland Boulevard – Window Alteration. Dan Johnson, WeatherSeal Home Services, explained they are changing the grid pattern of the two windows on the end wall to be a smaller grid pattern. The Board noted the size of the grid should match. This is a noticeable difference. Mr. Johnson said there are replacement windows on the rest of the house. Approved. * * * * ABR25-000118 – 3698 Pennington Road – New Garage. Eli Mahler, architect, said this is a one car garage to match the garage that had been on the property. They will match the siding, trim and door details and asphalt roof to match the existing materials on the house. Mr. Neville suggested the man door should swing out from the wall as the size is so small. Architectural Board of Review 06/16/2025 Page 4 of 10 Approved with the condition that the service door swing out from the garage wall. Submit revised plans for Board review. * * * * ABR25-000119 – 21500 Shelburne Road – Window Alteration. Lawrence Murtaugh, Renewal by Andersen, said the 4 casement windows at the rear of the house are deteriorated. They are proposing a white color, not the existing beige color. The owners are planning to change the color scheme on the house. Mr. Walter asked the future color scheme. Mr. Neville said this is not a cohesive approach. Continued for the applicant to propose a plan for the house color scheme including the remaining window’s color change. Submit plan for future Board review. * * * * ABR25-000121 – 2584 Cheshire Road – Roof Color. Mary Tjotjos, 1st Choice Roofing, said they are proposing a shingle color that is not on the pre- approved list. It is high definition. They are looking for approval of this particular shingle. Mr. Walter said he is concerned this shingle is too variegated in color. Mr. Neville said the contractor should get a sample on the roof to see the difference in colors. Vanessa Borkey-Pasek, 1st Choice Roofing, Continued for further information on the proposed color. The Board requested putting a sample board against the existing roof and photographing. Submit pictures for Board review. * * * * ABR25-000123 – 3103 Kingsley Road – Chimney Removal. Anna Hankins, homeowner, explained this was never a working chimney, the interior is made of wood. They would like to remove it permanently and cap with copper. Mr. Berlekamp asked why copper material and not slate. Architectural Board of Review 06/16/2025 Page 5 of 10 Mr. Walter said he would like to understand the detail of the work that will be done. There are a lot of intersections at this location. Continued in order for the applicant to provide detailed information about how the roof area will be restored after removal of the chimney. * * * * ABR25-000108 – 3618 Glencairn Road – Window Alteration. Ms. Beck said this application was stopped as the front windows are detailed and not replicated in the new window installation. Mr. Feinstein asked if they are able to replicate the heavy horizontal in the picture window. Krystal Valenti, Renewal by Andersen, said they can, but they are also using simulated divided lites in this installation. The Board agreed the heavy horizontal is not necessary for the replacement picture window. Approved. * * * * ABR25-000125 – 3330 Kenmore Road – Window Alteration. Jeff Vasicek, Gunton Corporation, said most of these windows are replacements to match the existing leaded glass windows. He is not sure what color would be needed for the grids. They have a medium brown tone or black option. The Board agreed the new grids should match the medium brown tone like the sashes. There was discussion regarding the transom windows above the feature windows on the front elevation. Mr. Feinstein suggested that the owner have the diamond pane windows restored in the later phases of replacement instead of trying to match that detail with new materials. Approved with the condition that the transom windows have vertical grids only. Submit revised quote for administrative review. * * * * ABR25-000126 – 21075 Almar Road – Window Alteration. Mark Polomsky, Empire Window Company, explained they would like to install large Architectural Board of Review 06/16/2025 Page 6 of 10 casement/picture/casement windows on the addition and replace the bedroom window with slider windows to match the other slider windows on the second floor front. There was discussion regarding the proportions of the replacement windows at the addition. Mr. Neville said a picture window of the same size throughout the replacement with varying casement sizes would be more appropriate than the mix of window sizes proposed. Continued in order for the applicant to provide drawings showing the final layout of the casement and picture window layout for the porch. Submit porch window layout drawings for Board review. Denied slider windows on the house. Submit revised quote with casement windows for administrative review. * * * * ABR25-000127 – 22475 Westchester Road – Partial Roof Replacement. Scott Walunis, S. Bradley Company, said another contractor replaced the other half of this house’s roof within the last 10 years. He showed a photo of the new shingle against the existing newer roof shingle. Approved. * * * * ABR25-000130 – 22275 Rye Road – Door Alteration. Jeffrey Bogart, contractor, said there have been several additions. They will remove two small doors and install one new slider. Melanie Gotlieb, Interior Reset, owner, Continued the review to either install brick and stone steps or design a wood material style landing with a railing and steps to the rear. Submit revised plans for Board review. * * * * Architectural Board of Review 06/16/2025 Page 7 of 10 ABR25-000131 – 14616 Larchmere Boulevard – Step Material. Marcus Miller, homeowner, explained he would like to install a cedar wood step at an entry where there was previously a large deck. Mr. Berlekamp said just steps without the deck in place would be foreign to the original materials for the house. Mr. Miller said this is a $500 job instead of a $5,000 job if it were masonry. There are several other entries, and gathering areas around the house. This is on a 1950’s addition. Mr. Feinstein said corner lot. Side, rear Mr. Miller said the previous deck went to the lot line. Maybe there was never a permit. Continued for the applicant to design either a brick and stone step unit or design a wood material style landing with a railing and stairs to the side. Submit revised plans for administrative review. * * * * ABR25-000132 – 19913 Shelburne Road - Addition. Richard Cissell, architect, explained this is a second floor addition over the garage. They are matching the details of the existing house. The roof will be held below the main house roof line. They are using hardi shingle siding where the existing has vinyl shingle siding. They propose simulated divided light windows. They will salvage slate from the garage roof and install it on the front elevation, with brown standing seam metal on the rear dormer shed roof. MR. Berlekamp asked if the shutters will only be on the side elevation. Mr. Cissell said they are only on the side of this second floor addition. Mr. Berlekamp said this is a nice addition, but the shutters on the side elevation feel cramped. Approved with the condition that the gable end side windows are separated slightly to give more room for the shutters. Submit revised drawings for administrative review. * * * * ABR25-000110 – 3708 Warrensville Center Road – Resubmission: Window Alteration. Rostislav Arnaut, Argo Inc., said they are just trying to make sure the new windows are symmetrical and allow for egress. Architectural Board of Review 06/16/2025 Page 8 of 10 There was discussion regarding the sizes and division of panes. Approved a revised window design where the windows are divided like the original windows, adding a vertical grid to the operable portion of the windows to maintain egress sized windows. Submit revised plans for administrative review. * * * * ABR25-000045 – 2887 Kingsley Road – Resubmission: Siding. Jerry Myers, The Third Estimate, said the new siding is 7-inch vinyl. The soffit, fascia and window trim will be capped. The existing siding has an 8 inch dimension. They will build out the round window detail at the end of the house, with azek to look like the existing condition. They are not touching the trim below the siding at the porches or the front entry. They are trying to leave as much detail as possible. Approved. * * * * ABR25-000133 – 19600 North Park Boulevard – Utility Pole Banners. Fran Bisselle, Hathaway Brown School, explained the school is celebrating 150 years in 2026. They banners will be hung on poles surrounding the campus. All of the poles, with the exception of #4 and #6 on the plans have the hardware. They will install the needed hardware with this plan. Mr. Feinstein asked how long the banners will be hung. Suzanne Taigen, Hathaway Brown School, said two years. From fall 2025 through Spring of 2027 This is both of the class years that coincide with the 2026 calendar year. Approved. * * * * ABR25-000120 – 3678 Stoer Road – Preliminary Review: Porch Alteration. Khalid Hawthorne, homeowner, explained he bought this house from a flipper. Repairs were needed around the house. For the porch they will be repairing the slate roof, the decking and the columns. They are also thinking about widening the step unit. Mr. Feinstein noted the existing masonry step unit is painted and parged. What is proposed? Mr. Hawthorne said the plans show wood, but he is open to whatever material is required. Mr. Berlekamp asked if the masonry around the base of the porch will remain. Architectural Board of Review 06/16/2025 Page 9 of 10 Mr. Hawthorne said the existing masonry will remain. Mr. Berlekamp said he is not opposed to wood stairs in this particular case due to the conditions and architectural details of the house. Approved of the design direction of the plans with notes to fully enclose the stairs and either a post or block to support the porch railings on each side. Submit revised final plans with all materials noted for administrative review. * * * * Mr. Berlekamp left the meeting. * * * * ABR25-000122 – 3320 Warrington Road – Preliminary Review: Addition. Garage. Nicole Berlekamp, homeowner, explained this s an addition and new garage. The existing two car garage has a small shed attached to the side. The lot is pie shaped so the existing garage is skewed just a little. The new garage materials will match the house. The two story addition is at the rear of the house and will include a mud room/office at the first floor and primary bedroom on the second floor. They would like to maximize the light in the room. The masonry foundation will be maintained and the remaining materials will match those on the house. Approved of the direction of the plans with notes to submit a west side elevation. Submit final plans with all materials noted and color material board for Board review. * * * * ABR25-000128 – 23700 South Woodland Road – Window Alteration. Michael Biondo, Go Permits, representing Christina Colvin, homeowner. Applicant not present.
