Architectural Board of Review Minutes Monday, July 7, 2025 8 A.M. Via Conference - Zoom Members Present: James Neville, Chair Hans Walter, Vice Chair David Berlekamp, Member Leslie DiNovi, Alternate Member Others Present: Daniel Feinstein, Senior Planner Kelly Beck, Planning Specialist The meeting was called to order by Daniel Feinstein, Senior Planner at 8:00 a.m. * * * * Approval of minutes from the June 19, 2025 meeting. Approved. * * * * ABR25-000090 – 3219 Somerset Road – Resubmission: Portico. Mr. Feinstein explained this address was reviewed at a previous meeting where the siding portion of the project was approved and the portico alteration was continued for questions about the dentil molding and design of the gable end. Herb Schoen, The Home Corporation of Ohio, said the front entry alteration includes dentil molding so it matches what is on the house. The existing door surround is flat. Mr. Berlekamp said the section drawing shows the mail slot is through the house wall pilaster. Mr. Schoen said that is not happening. Mr. Berlekamp said the dentil molding on the house is on the eave side. He would suggest the gable expression on the portico match the gable detail on the side of the house, without dentil. Approved with the following conditions: 1) the gable front fascia board of the portico matches the crown molding of the side end board; 2) the soffit detail of the house is matched on the portico; and 3) the mail slot is removed from the pilaster. Submit revised drawings for administrative review. * * * * ABR25-000129 – 3133 Chadbourne Road – Window Alteration. Bob Wakut, Wakut Construction, said the room inside the first floor door is a restroom. He is proposing to put a window on the side with the door and on the rear of this small bump out. The area below the window will be infilled with cedar siding and painted to match the house. Approved with the condition that the new windows have grids that have a vertical proportion. Submit revised window quote for administrative review. * * * * ABR25-000124 – 2733 Wicklow Road – Solar Pergola. Benjamin Monreal, homeowner, explained this pergola is planned for a corner of the rear yard. It will solve two issues as the house roof is clay tile which does not support solar panels, and it will create an area in the yard to gather. This is a kit build pergola. The solar contractor will later install 12 solar panels with conduit into the garage, then underground to the house. The drawing of the panels is incorrect as the panels will be installed flat to the roof of the pergola. Mr. Neville asked what the pergola material is. Mr. Monreal said it is treated yellow pine. They offer cedar materials but it is costly. Mr. Neville said typically they do not approve pressure treated lumber for above grade finished material improvements. This material tends to check and warp with time. There was discussion regarding the connection to the electric and finish. Approved with the following conditions: 1) cedar or another non-treated lumber material is used for the pergola; and 2) the solar panels and their frame and racks are black. Submit final material choice for the pergola to staff for approval. * * * * ABR25-000102 – 19300 Shaker Boulevard – Accessory Structure. Mr. Feinstein explained this property is at the intersection of Shaker, Manchester, and Courtland. The chicken coop location meets zoning requirements. Melissa Flanagan, homeowner, explained this chicken coop is in the side or rear yard of their corner lot. It is an 8 foot wide and 36 foot long enclosure. The building is 8 x 12 feet and the remainder is just an enclosure open to the air. There is a metal roof for the full run. Architectural Board of Review 07/07/2025 Page 2 of 9 Mr. Berlekamp asked where the proposed landscaping will be located. Ms. Flanagan said mostly toward Shaker Boulevard. They will be talking to the adjacent neighbor to discuss additional landscaping to screen the structure from their view. Approved with the condition that the landscape screening location is added to the site plan. Submit a revised site plan for administrative review. * * * * ABR25-000135 – 3706 Lee Road – Exterior Alteration. Eliot Sims, LAS Contracting, explained this commercial building has an inoperable garage door. They propose to alter the opening to remove the door and make a wall with windows. The proposal is for as large of a window as possible. The finish is Dutch lap white vinyl which is slightly recessed from the trim. They will use 1 by 3 inch PVC trim around the windows. Mr. Berlekamp asked why Dutch lap siding. Mr. Sims said this was at the owner’s request. Mr. Berlekamp said straight lap siding is more appropriate. There was discussion regarding the renovation details and how it relates to the existing building, the existing storefront and the brick and siding adjacent to the door. The Board said the submitted drawings do not show needed detail or the design, nor do they show the relation to the rest of the building. Mr. Sims said the owner is hoping to change the front façade of the building in the future. Continued with the following direction: 1) straight lap siding is used; 2) submit a cross section drawing detailing construction details and an elevation drawing to show the details of the new wall including the adjacent brick Submit drawings for Board review. * * * * ABR25-000134 – 16205 Shaker Boulevard – Porch Renovation. Timothy Martin, homeowner, explained the existing front screen porch has vinyl siding. They propose to remove the vinyl and face the addition with brick. It is currently a 4 season room. They propose to change this to a screened space. They found a good brick match at Breuder’s. Mr. Berlekamp said the texture of the brick and color of the mortar is very important. Architectural Board of Review 07/07/2025 Page 3 of 9 Mr. Neville said he would like to a see a sample panel of masonry before the work on the structure begins. Ms. DiNovi asked what the material is for the trim around the screens. Mr. Neville said it should be recessed as far as the house windows are from the brick on the main house. Mr. Martin said the trim is bronze colored metal. The screens were planned flush, but he likes the idea of them being recessed like the house windows. Approved with the following conditions: 1) a test panel of masonry/mortar is provided to ensure the color and texture of the materials are a good match; 2) the screen trim is recessed to match the recess of the house windows. Submit test panel photo for Board review. * * * * ABR25-000136 – 2876 Woodbury Road – New Garage. Hunter Mihal, Trident Restoration, said they are proposing 8 inch vinyl siding with a black asphalt roof and white PVC trim. The doors will have raised panels. The new garage is slightly larger than the previous, but within the required zoning setbacks. Mr. Neville said the foundation pour should be pulled while the concrete is green and rubbed smooth. Ms. DiNovi asked about the doors. There are no details in the packet. Approved with the condition that the foundation curb is rubbed smooth while green and submission of a garage door specification for administrative review. * * * * ABR25-000137 – 37 Lyman Road – Window Alteration. David Roberts, Window Nation, explained there is an existing picture window in the kitchen that the owner would like make operational. They are proposing a double hung window with grids like the other windows on the house. Mr. Feinstein asked about using a double casement window instead as is typical in kitchen windows. Mr. Roberts said the owner would prefer a double hung window. Mr. Neville said the grid pattern on the double hung window has awkward proportions. Mr. Walter said the proposed pattern has a horizontal orientation. The house windows are vertical in Architectural Board of Review 07/07/2025 Page 4 of 9 proportion. Mr. Neville said he would recommend no horizontal grid in order to create vertical proportions for the new double hung window. Approved with the condition that the new window has only vertical grids or be an awning or double casement window with grids. Submit revised quote for administrative review. * * * * Mr. Walter left the meeting * * * * ABR25-000138 – 3694 Chelton Road – New Garage. Michael Leonetti, Yosemite Construction and Management, explained the previous garage had been demolished before the house was purchased. The new garage is proposed to be 20 feet by 20 feet. The house is brick with white trim. The new garage is proposed to be double 4 inch vinyl siding in clay color with white trim. The owner has not specified a color preference. Mr. Berlekamp said a white garage would be a better accompaniment to the white addition on the rear of the house. Mr. Neville said the service door should swing out from the wall as the structure is fairly small. Approved with the following conditions: 1) the vinyl siding is white to match the house addition color; 2) raised panel service door; 3) the service door swings away from the garage wall; 4) the overhead door is centered on the front façade; and 5) the foundation is rubbed smooth while green. Submit revised plans for administrative review. * * * * Mr. Berlekamp recused himself and left the meeting. * * * * ABR25-000122 – 3320 Warrington Road – Addition. New Garage. Nicole Berlekamp, homeowner, said they have now provided the west elevation for the addition proposed on the rear of the house. The roof ridge was also raised on the addition and a round window added to both the addition and garage. All of the materials for the addition match the house materials. Ms. DiNovi said the size of the circular window on the garage seems large for the gable space. Architectural Board of Review 07/07/2025 Page 5 of 9 Ms. Berlekamp said it is the same size as the house. The garage window can be reduced in size proportionally. The deck surface is noted as concrete on the plans but the treads and the pad are proposed as limestone. Approved with the following conditions: 1) the plans reflect the limestone material for the step treads and stoop surface; and 2) the round window at the garage gable is proportionally sized. Submit revised plans for administrative review. * * * * Mr. Berlekamp returned to the meeting * * * * ABR25-000007 – 22650 Rye Road – Resubmission: Entry Alteration. T. Michael Tomsik, architect, described the homeowners desire for a simple covered entry. The redesigned entry uses a shed roof instead of the curved roof formally proposed. Mr. Neville said he would like to see appropriate architectural trim. Extend to gutter board? Mr. Tomsik said yes. Mr. Berlekamp said this design is a better direction. The simpler lines of the roof help. Ms. DiNovi asked if the columns may be better wider. The elevation does not match the plan view. Mr. Berlekamp said he does not mind the columns being wider and not centered on the door. Ms. Dinovi said they should consider having the metal panels be attached to the house trim and front post, removing the rear post between the house wall and metal panel. Generally approved of the design. Submit the following: 1) simplification of the trim details; 2) clarification of how the metal panels fit with the side openings, perhaps attaching directly to the door trim and not a separate post near the house wall; and 3) consideration of 8 inch wide posts and have plan and elevation details match the post locations. Submit revised plans for Board review. * * * * Mr. Walter returned to the meeting. * * * * Architectural Board of Review 07/07/2025 Page 6 of 9 ABR25-000145 – 20699 South Woodland Road – Solar Panels. Jonathan D’Antonio, Yellowlite, said this installation is for 14 panels on the house and 5 panels on the garage. An EV charger is added to the garage. The frames of the panels are black in color. Mr. Feinstein noted the house faces south. Mr. Walter asked about the conduit run from the garage roof. Mr. D’Antonio said the conduit would run up the face of the house. Mr. Walter said he would like to see the details of that conduit. Mr. Feinstein asked where the main house array conduit runs. Mr. D’Antonio said the main house roof conduit will run down the roof and run along the edge behind the chimney to the rear corner. There was discussion regarding the conduit color and location. Approved with the condition that the conduit will be white on the walls and black on the roof. Submit revised plans with these conditions noted. * * * * ABR25-000146 – 3654 Townley Road – Solar Panels. Allan Walker, Yellowlite, explained there are 19 panels on the rear roof and 5 panels on the front façade. The panels are black with black trim. Mr. Feinstein noted the front façade array is not centered on the roof. Could they move some panels to the front and have them be centered. Mr. Neville said he prefers the panels facing the front to be centered on the roof. There was discussion regarding location of the panels and moving from the back to the front. Approved with the condition that two of the rear panels are moved to the front, the array be centered on the front roof and the conduit will be dark brown on the brick house wall. Submit revised plans for administrative review. * * * * Architectural Board of Review 07/07/2025 Page 7 of 9 ABR25-000148 – 3270 Chalfant Road - Addition. Nancy Kennedy, architect, explained they are renovating the kitchen and the new addition to be as deep as the adjacent den bay window. They will match the 6 inch wide cedar siding on the lower half of the house and use lap siding on the upper half of the house. There is a brick foundation. The garage roof material will be replaced and the portion of the house roof with the addition. Approved with the condition that page A 2.1 is updated to remove the skylight. * * * * ABR25-000149 – 3103 Falmouth Road – Window Alteration. Heather Davies, architect, explained there are two separate windows on the rear elevation that will be removed, along with the area between them and 4 new windows will be installed. Approved. * * * * ABR25-000150 – 3540 Stoer Road – Window Alteration. David Betesh, Speedy Offers Ohio, said they had an extension done and the door is there with the storm window on the outside. There is no access and the roof does not have a railing. They propose a standard double hung window with grids. Approved. * * * * ABR25-000099 – 3643 Gridley Road – Porch Alteration. Jim Karlovec, Karlovec & Company, said the design and door location has changed since their initial review. The changes have simplified the design to one new window and a new sliding door with entry. This better serves the rear yard than the access from the porch. Mr. Walters asked if the head of the door will match the window. Ms. DiNovi asked about the entry railing material. Mr. Karlovec said the window and door head heights will match. The railing will be a timber tech railing to match the material of the entry. Approved. * * * * Architectural Board of Review 07/07/2025 Page 8 of 9 ABR25-000143 – 16619 Aldersyde Drive – Preliminary Review: Addition. Window Alteration. Jim Karlovec, Karlovec & Company, said the addition they are proposing is on the front of the house. They are creating a nearly ADA compliant first floor living space for the homeowners. The den will be converted to a principal bedroom and the addition enlarges an existing restroom. The addition ends just left of the entry door and extends out to just short of the front wall. Mr. Walter said there are cottage windows on the second floor as well as existing adjacent to the entry. Ms. Beck confirmed the second story windows had been approved already with new cottage windows. That permit was issued in 2024. The Board agreed the new bathroom window should be a cottage window. Approved of the general direction with the condition that the new bathroom window is a cottage style window and a side elevation drawing is edited to be a section from the porch edge to the addition.
