The City Council met in a joint work session with the Finance Committee at 7:01 p.m., Mayor David E.
Weiss presiding.

Finance Director John Potts gave a presentation on the 2024 General Fund Expenditures and
Transfers Projections and 2025 General Fund Expenditures and Transfers Budget.

The Mayor invited members of the audience and those participating via Zoom the opportunity to
“raise their hand” to provide public comment.
President of the Shaker Historical Society (SHS) Keith Arian thanked Council for including a stipend
in the budget for the SHS for 2024 and 2025. It is greatly appreciated by the SHS Board and staff. He
then asked about the Arcadia project.
Economic Development Director Laura Englehart stated that Arcadia is the name of the mixed-use
development project that will be going on the empty plot of land that has been a long time
development site across from Shaker Rock on Farnsleigh and next door to Christ Episcopal Church
on Warrensville Center Road. We expect 141 apartments to be built over retail and the second floor
will include office space for RDL Architects, who is designing the project.
Mr. Arian asked if the City could reach out to collaborate with the three private schools in Shaker
which has pools, tennis courts and fields. He also commended the Shaker Heights Police Department,
in particular Officer Brown, and firefighters/paramedics who assisted him when he had a bicycle
accident three weeks ago. They were all wonderful and Officer Brown returned his bicycle to his
home.
Shaker Youth Baseball board member Steve Baker stated that with all the changes in Shaker with the
buildings and maintenance of fields the comments from Council member Mr. Malone are even more
important. There are so many sports organizations and other organizations that could utilize the ability
of someone to help coordinate. They are trying to grow what they provide to youth but when
something isn’t available then they can’t offer it. Someone to help with communications throughout
the City would help them provide better services for children.

There being no further business before Council, the Mayor adjourned the meeting at 8:00 p.m.
