Council Meeting Minutes
Thursday, December 16, 2021
Call To Order/Pledge of Allegiance, 7:00pm
Roll Call: present, Council President Terrence Oliver (TO), Vice President Sharon Booker (SB),
Councilors Tanya Cavalieri (TC), Hykeem Green (HG), William Felder (WF), Keith Martinez
(KM), Mayor Harry Dunfee (HD), Police Chief Herron; excused absence: Latina Bedford-Dean
(LD).
Council President Oliver stated that council had met in Executive Session earlier at 6:30pm to
discuss legal matters.
Public Comment: John Croce, SHFC, said congratulations to TO and HD on their retirement from
elected office and for their service to the community. He also made a plug for a paid fire fighter
program. Carolyn Garrett, Reese Street, thanked council for the Senior Luncheon and asked
council to inform residents better about trash containment. Charles Pearson-Bey, Laurel Road,
thanked the outgoing councilors for their service and spoke about the leaf waste and street
sweeping services. John ____, Sharon Avenue, thanked the Police Chief for having fixed a sign
quickly. Camille Johnson, Burnside Avenue, spoke about the illegal dumping behind at the Dollar
Tree at the shopping center.
Action Items
Motion to pass Resolution 2021-355, the updated Act 537 Plan: SB/HG, 6-0, motion carries.
Motion to pass Resolution 2021-356, the 2022 Tax Anticipation Note (TAN): TC/KM, 6-0, motion
carries.
Motion to pass the Consolidated Fee Schedule: with the addition of the park rental fees, SB/TC,
6-0, motion carries.
Motion to publicize the dates of the 2022 Borough Council meetings, SB/KM, 6-0, motion carries.
Resolution 2021-359: to accept the settlement agreement with Ms. Petty, conditional on the
addition of a non-disparagement clause: TC/HG, 6-0, motion carries.

Motion to adopt the 2022 Budget including the striking out of the Library Tax: TC/HG, 4-2, SB
and WF against, motion carries.
Motion to pass Resolution 2021-357, adoption of the 2022 Tax Levy: TC/WF, 6-0, motion carries.
Motion to hire Al Frederico to complete the traffic-calming study on Elmwood Avenue between
Calcon Hook Road and Sharon Avenue: SB/TC, 6-0, motion carries.
Motion to accept bids for roof repairs on the Highway Building and Police Department Building:
KM/HG, 6-0, motion carries.
Committee Reports
Library and CPCIP: Councilor Tanya Cavalieri gave an update on library services.
Recreation Committee: Councilor Hykeem Green gave a recap of the Ramblers season.
Municipal Services: Councilor William Felder read the code official’s report.
Public Safety: Councilor Keith Martinez read the SHPD and SHFC reports.
SHAAC: Vice President Sharon Booker talked about upcoming events.
Finance: President Terrence Oliver read the Bills List and Treasurer’s Report
Motion to accept the Bills List: KM/HG, 6-0, all in favor.
Motion to accept the Treasurer’s Report: TC/KM, 6-0, motion carries.
Officials’ Reports
Mayor Dunfee spoke about his tenure as mayor and stated that he will always be here for the
community and thanked council for their service and wished them all luck in the future.
Borough Manager had introduced the Action Items earlier in the meeting and answered questions
from the public and council about various borough topics.
Solicitor Richardson gave an update on the solicitor’s projects and initiatives.
