Caucus Meeting Minutes
Thursday, September 5th, 2024
Call To Order: 7:00pm
Pledge of Allegiance
Roll Call: President Tanya Allen (E), Vice President Edward Booker (P), Councilor Rodney Hill (E), Councilor
Sandra Holcombe (P), Councilor Sharon Booker (P), Councilor James Patrick, III (P), Councilor Will Felder
(P), Mayor Hakeem Green (E), Borough Solicitor Colleen Marsini (P), Borough Engineer Susan Lynch (E),
Code Official Anthony Tartaglia (E), Police Chief Richard Herron(P), Treasurer Will Morgan (P), Borough
Manager Ieasa Nichols (P)
Committee Updates
Vice President Edward Booker; (Public Safety, DCJA): Provided update on upcoming library event. Will
present report at Legislative Meeting
Councilor Sharon Booker (SHACC): Discussed upcoming flea market. Jazz Pilates event to be held at
Borough Hall for 6 weeks beginning next Wednesday. Jazz & Art In the Park will be held on September 28th
from 1pm-6pm. at Memorial Park.
Councilor Will Felder (Public Works): Will present report at Legislative Meeting.
Councilor Sandra Holcombe (Public Health): Will present report at Legislative Meeting.
Councilor James Patrick, III (Personnel): Working on Employee Handbook w/ Councilman Felder. Will
provide full report at Legislative Meeting.
Officials' Updates:
Borough Solicitor, Colleen Marsini: Discussed upcoming legislative agenda item appointing members to the
recreation Board. Will be sending around draft of citizens Advisory Board resolution for Councils review and
adoption at legislative meeting. Question: Councilor Felder asked if the recreation board should be made up
of an odd number of members. Councilor Sharon Booker advised that the liaison does not vote and only
oversee board activity. (Further discussion by council) Solicitor advised that she would look into the
recommendation and get back to Council. Councilor Holcombe asked the COP to send forth changes he has
already made and to ask the officers for suggestions regarding the Citizens Advisory Board.
Police Chief Richard Herron: No report.
Treasurer Report: Provided general fund balance and discussed non-traditional bills.
Borough Manager, Ieasa A. Nichols: Advised on the removal of the voting ballot box and shared
recommendation for mail-in ballot. Announced Senior resource Fair to be held on September 17th. Provided
updates on softball field and Memorial Park upgrades. Questions: Councilor Holcombe asked if COSA would
have information on housing. Councilor Sharon Booker advised that COSA had information on senior

housing. Shared information on Comcast flag replacement resource. Councilor Felder asked if there’d be
information for seniors on utilities and solar panels. (Further discussion of Council regarding resources and
services for senior citizens.)
Councilor Holcombe: Asked Treasurer to provide updated financial balance for recreation board and to ask
Mayor Green for updated financial report for the Ramblers. Advised by Borough Manager that the request to
the mayor would need to come from Council.
Colleen Marsini: Advised that the Rec Board should be made up of seven members according to the ordinance
and that she would reach out to Councilor Hill regarding the addition of another member.
Councilor Felder: Asked Borough Manager if the transportation program would be at senior fair. Borough
Manger asked Councilor Felder to share the contact information.

Councilor Sharon Booker: There will be a composting event prior to Legislative meeting at 6pm.

Economic Development: None
Traffic Calming Initiatives:
Borough Manager: Advised that street lining and striping would begin next week.
Councilor Holcombe: Asked Borough Manager what’s going on with the street sweeper. Advised that the
Borough does not have the manpower to operate it.
