Sharon Hill Borough Caucus Meeting Minutes Thursday, December 5th, 2024 Call To Order: 7:02pm Pledge of Allegiance Roll Call: President Tanya Allen (P), Vice President Edward Booker (P), Councilor Rodney Hill (E), Councilor Sandra Holcombe (E), Councilor Sharon Booker (P), Councilor James Patrick, III (P), Councilor Will Felder (P), Mayor Hakeem Green (E), Borough Solicitor Colleen Marsini (P), Borough Engineer Susan Lynch (E), Code Official Anthony Tartaglia (E), Police Chief Richard Herron (P), Treasurer Will Morgan (E), Borough Manager Ieasa Nichols (P) President Tanya Allen, Informed an Executive Meeting held December 5th, 2024 at 6:50pm to discuss Personnel matters. Committee Updates: President Tanya Allen, (Library, CPCIP): Announced CPCIP will meet next week and will provide updates at next Legislative meeting. Library Report was provided. Announced Luncheon and Book Tree Lighting on December 7th. Borough Christmas Tree Lighting took place hosted by Mayor Green on December 5th. Shared outreach initiatives and monthly statistics. Announced Christmas Tea and Senior Luncheon to be held on December 14th 1pm- 5pm. Question Councilor Felder: Inquired about a veterans affair. Question Councilor Patrick, III: Requested times for upcoming events. Vice President Edward Booker, (Public Safety/DCJA): Provided monthly Fire Chief report for November 2024. Announced upcoming events, including Santa Around Town. Shared fire safety tips and protection. Provided Sharon Hill Borough Police Department Report for November 2024. Question President Allen: Asked about fire truck for event. Question Mayor Green: Inquired about high response numbers for police and fire. Addressed by VP Booker. Councilor Sharon Booker (SHACC): Gave Season Greetings. Councilor Will Felder (Public Works): Provided Borough Code Reports for November 2024 on categories for total revenue of $24,244. Categories: inspections, permits, property maintenance, code and violations, abatements, high grass and weeds, and abandoned vehicle violations. Announced attendance at presentation of award at the Philadelphia International Church. Councilor Rodney Hill (Recreation Board): President Allen: Reported upcoming events. Breakfast with Santa/Toy Giveaway/Ugly Sweater Contest on Sunday. Welcomed donations of food, clothes and toys Monday through Friday at Sharon Hill Borough Office, registration on website. Shared past event success and partnership and support. Councilor Sandra Holcombe (Public Health): NO REPORT Councilor James Patrick, III (Personnel): NO REPORT 1 Officials' Updates: Mayor, Hykeem Green, Reported Sharon Hill Borough Police Department status for November 2024, service calls, medical assists, criminal investigations, burglaries, assaults, warrant searches, domestic disputes, thefts, weapon offences, and narcotics investigations. Shared the totals of service calls to other municipalities, building checks, traffic stops, citations, parking, abandoned vehicles, accidents, criminal arrests, and domestic assaults. Borough Solicitor, Colleen Marsini introduced resolutions to be voted on by Council. Borough Manager Nichols provided clarification on real estate taxes and fees for services. Borough Solicitor Marsini shared updates and concerns regarding Smoke Shop Ordinance amendment. Councilor S. Booker recommended that the ordinance get amended (further discussion by Council). Engineer Report acknowledged by President Allen, also announced that levy project updates can be found on website. Code Official acknowledged by President Allen as submitted in Council packet. Question President Allen: Inquired about the double fees and fines location on report. Addressed by Borough Manager. Councilor S. Booker: Requested reports to be forwarded to alternative email account. Police Chief Richard Herron: NO REPORT Treasurer report acknowledged by President Allen: Referred council to packets to read and review report. Question Vice President Booker: Asked about the Brandywine Animal Control payments. Question Councilor Felder: Asked about the process and services and how they are reported for Brandywine Animal Control to police department. Question President Allen: Inquired about payments for Memorial Park porta potty payments. (Further discussions by council on porta potty usage and ongoing payments). President Allen: Shared Treasures Report balances for October 2024. General Fund, receipts and less total disbursements. Date discrepancies for report (October 31, 2024) Council recommended corrections (November 30, 2024) to be presented at Legislative meeting. Council agreed to meet Monday December 9th or Wednesday December 11th at 5pm via zoom for 2025 budget meeting. Edits and recommendations are welcomed by Borough Manager Nichols and Treasurer Morgan. Borough Manager Ieasa Nichols: NO REPORT Public Comment: Fire Chief Robert Fiscus: Parking concerns with churches on Sharon Ave. Requested fire safety and code enforcement policies. 2 President Allen requested an amendment to parking ordinance. Further discussion by Council on parking concerns. New Business: • Motion to enter into Collective Bargaining Agreement with Lodge #27 of the Fraternal Order of Police Motioned: E.B. Seconded: J.P.
