President Allen announced Council met this evening at 5:30 p.m. in Executive Session for a
preliminary
review of our 2026 budget and to discuss litigation.
Committee Updates:
President Tanya Allen: Library, CPCIP
o Library Report: Mr. Ashby – Mr. Ashby read the library statistics and highlighted some of the events happening at
the library.
o On Saturday September 27, we held a Writing Workshop for children, and we would like to thank Mrs. Deidri and
Mrs. Elaine for their assistance and volunteer support.
o On Saturday October 25, the Library will host a CPR training Class.
o On Monday, November 3, the library will host the book signing event for Ms. Melba Moore.
o Mr. Ashby will be speaking at several colleges about book bans and the future of libraries. He has also been asked to
run for the President of the American Library Association.
o Mr. Ashby reported that the Comcast bill has been reduced, and we no longer have a T-Mobile bill.
o Mr. Ashby gave personal thanks to Council President Allen and Councilor Booker for coming to the library and
speaking with some of the young ladies, and as a result, they may join Junior Council and SHACC. We appreciate
you all coming in and letting the students know who you are and letting them know they too can aspire to be like you.
Council President Allen asked the Borough Manager if she could provide the packets we used for Junior Council so
students could share with their parents and to also make the packet available for Councilor Booker.
o Council President Allen announced that although it is not on the agenda; she, with the Solicitor’s help, put together a
proclamation for Melba Moore’s visit. The proclamation was read in full by Solicitor Miller. Councilor Booker asked

for the proclamation to be amended to include SHACC as they are partnering with the library. Also, the Council
President thanked Councilor Patrick who will also be assisting the event along with Home Depot as part of the
beautification of the library.
o Mr. Ashby thanked Council President, the Borough Manager, and the Highway Department for their assistance with
painting and other upgrades at the library.
o CPCIP: - The Council President did not have a CPCIP update. However, she announced the following: October is
Breast Cancer Awareness Month and Hispanic Heritage Month; Tuesday, November 4, is Election Day and
everyone is encouraged to go out and vote and make your voices heard; for our seniors, open enrollment is from
October 15 through December 7; the annual Senior Luncheon will be on December 13, 2025, at the Floral Banquet
Hall in Collingdale and notices will go out so that seniors can RSVP to the event; lastly, on Wednesday, December
10, we plan to have Jean’s Christmas Tea in the library again this year in honor of Mrs. Jean Shiber.
Vice President Edward Booker: Public Safety/DCJA
o The September Fire Chief Report was read and submitted.
o The September Fire statistics were read and submitted.
o The September Police statistics were read and submitted.
o Residents can bring their Halloween candy to the Fire House to be checked on October 31, 2025, beginning at
6:00p.m.
o Carbon monoxide detectors are available at the firehouse free of charge.
o V.P. Booker attended the DCJA meeting and reports there was nothing specific to Sharon Hill during the meeting.
o Mrs. Turner reported that the blood drive went good and President Allen thanked the Fire Department for bringing the
blood drive to SHB.
o President Allen asked if the fire station can do something for community awareness around space heaters/fire safety
in the home as the weather changes.
Junior Council Report – No report
Councilor Sharon Booker: SHACC
o SHACC thanks everyone for the Sharon Hill Art & Culture Commission’s 10th annual Jazz and Art in the Park event.
It was a momentous event, and they made it into the Spirit Newspapers. They also received 2 proclamations, one
from the borough and the other from County Council.
o We have an Autumn Harvest Paint Night Event tomorrow October 17, from 7:00-9:00 p.m. There are a few seats left
for the event so if interested, please contact us asap.
o It is Breast Cancer Month, and Councilor Booker read a Delco awareness announcement which stated that the Delco
Wellness Center is hosting breast cancer awareness screenings. It will be on October 30, 2025, and they can be
reached at 484-276-2100 or by email at delcowellness@co.delaware.pa.us. The event is being hosted by the Delaware
Health Department and the Kimmel Cancer Center. Please note you will need to register to attend the event.

o Councilor Booker also announced that every year we also acknowledge the fact that October is Domestic Violence
Prevention Month and she asked Chief Herron to provide statistics for the borough. Chief Herron read the statistics
and advised that he and all SHB officers attended an 8-hour training course on the subject where they learned the
signs of abuse in all its forms. He encouraged everyone to be aware of and speak out against violence and, if you or
someone you know are dealing with domestic violence, please know that you are not alone. Find safety and support
or reach out to the Police Department or The Domestic Abuse Project of Delaware County at 610-565-6272 if you
need help.
o The SHACC meetings take place on the 1st Monday of every month from 6:00-7:00 p.m. However, the next 2
meetings will be online. Information will be posted on the website on how to reach the meeting.
o President Allen thanked SHACC for all their work and dedication.
o Councilor Booker had a question regarding contract agreements with vendors and what can be done if they do not
honor their agreement. Solicitor Miller said any contracts can and should be sent to him for review before signing.
Councilor William Felder: Public Works
o The Code Enforcement Report for September 2025 was read and submitted.
o Councilor Booker asked about the tickets for property maintenance; what kind of tickets are they and are they for
abandoned vehicles. The Borough Manager said the tickets are just for property code and not abandoned vehicles.
Councilor Rodney Hill: Recreation – No report.
o V.P. Booker reported on some Recreation events in Councilor Hill’s absence.
o Councilor Hill would like to thank everyone who attended the Community Health and Wellness event held on October
14 at the Library.
o The Trunk or Treat event will be on October 31 at 213 Ridley in the parking lot. All donations can be dropped off at
the borough from 8-4:00p.m. Also, we will be needing volunteers to help with the event.
o Councilor Holcombe asked if they are having vendors at the Halloween Trunk or Treat and President Allen said we
will need to ask Councilor Hill.
Councilor Sandra Holcombe:
o Councilor Holcombe recommended that everyone take care of themselves and encouraged everyone to visit the library
where there is a wealth of information should you need information. You can also call the library and get the
information you need to take care of yourself. Councilor Holcombe was wished a speedy recovery by all.
Councilor James Patrick, III: Personnel
o Councilor Patrick had nothing specific to report this month.
o Councilor Patrick deferred any questions regarding personnel to Solicitor Miller.
• Officials’ Updates:

- The Mayor read the September 2025 Police statistics.
- Mayor Green reported that the Ramblers just had their homecoming where they went 3 and 1. Right now, everyone
is geared up with 2 games left and our last home game is this Saturday against Aston. For info, all home games
start at 10:00a.m.
Borough Solicitor, Kyle Miller, Kilkenny Law
- Regarding 1100 Chester Pike the Solicitor advised that we are on standby to determine if a letter of support to
PennDOT from the Borough is necessary or required. Council President Allen added for clarity that PennDOT is
recommending some changes to the intersection but there is no data to substantiate their claim. Chief Herron has
provided crash data to determine if there is a safety issue at that corner because again, we have no evidence to
support the claim. She also thanked Senator Williams for stepping in and communicating with PennDOT regarding
the project and the importance to our borough. President Allen said we are prepared to do what we can to make sure
the project goes forward should PennDOT ask for something from us.
- There were some questions regarding the recent commercial parking ordinance such as exemptions, and the review
and approval processes. The Solicitor has been working with Chief Herron, the Borough Manager and other
borough representatives, to establish that we have a system in place should the ordinance provide a possibility for an
exemption.
He will keep everyone informed if there are any developments.
- The Solicitor addressed Councilor Booker’s question regarding contracts with vendors, and it was established the
contracts in question are the SHACC contracts which were done some time ago and should be reviewed and updated
by the current Solicitor. However, specifically, Councilor Booker would like the contract to include language when
a vendor does not meet the criteria of the contract and what we can do monetarily regarding this situation. The
Solicitor will review and connect with Councilor Booker off-line. President Allen added that everyone should begin
to flag vendors if there were any problems so that the Borough does not use them going forward. Also, everyone
should be in the habit of having all our contracts go through the Solicitor.
- Councilor Booker asked if the Solicitor could look into an injunction regarding the Eastwick Levee situation The
Solicitor said he would review but acknowledged that an injunction would be a high hurdle to clear but that he is not
especially knowledgeable about the Levee Project and said he will review to see what can be done. Councilor
Holcombe asked if there is data to support this, and the answer was yes, there is upwards of 50 years of data.
- The Solicitor continues to keep Council advised of any pending litigation.
Borough Engineer, Susan Lynch, Lighthouse Engineering
- There was continued discussion around the current Eastwick Levee situation by all of Council. The Engineer said
she received an email from the Planning Department and advised that the next virtual meeting will be on November
12. She advised that they brought in technical people, and the consultant who represents the boroughs. They sent out
a lot of information but at this point, the Army Core of Engineers are evaluating the situation. Delaware County will
host meetings in January, May, and September to go over things with the Army Core of Engineers.
- The Engineer is working with the Borough Manager on the sewer situation on Woodland Ave.

- The Engineer advised she received a report from PennDOT that the County went out and inspected Folcroft Bridge
and there were signs removed and PennDOT is investigating what happened to the signs. Also, they are still waiting
on Peco to let them know when they can do an outage so Amtrak can move forward with the demolition.
- Councilor Felder asked if the Engineer could send out the information for the meeting on November 12.
- President Allen announced that about 3 weeks ago Delaware County history was made with the inaugural 10 miler
and it was a pleasure to see our engineer as they both were a part of history at a great event.
- V.P. Booker asked about work on Folcroft being done late into the night and the Borough Manager said we did
know about the overnight work but that residents should have been notified. The Engineer said she will also reach
out to PennDOT regarding the situation.
Building Code Official, Anthony Tartaglia
- The Code Official is excused this evening, but his report is in the packet.
- Councilor Booker asked about the sinkhole on her block. She informed that the Borough sent someone to cover it
up. She asked if it was the property owner’s or borough’s responsibility. The Borough Manager advised that
sinkholes need to have the origins determined. She asked the Councilor to forward the address, and she would look
into it.
Building Code Officer, Gary Collins
- The Code Officer was excused. However, President Allen advised that he hosted his 1st Meet and Greet with the
community and it was a good opportunity to get concerns from the community. She announced that there will be
other meetings in the future.
Police Chief, Richard Herron
- Chief Herron reported that officers have completed several field training courses at Officer Field Training School in
September and October as well as other courses such as diversity training and domestic violence awareness training
and reported that all officers are in compliance with required training.
- Chief Herron reported that he has attended and trained as an instructor of emergency vehicle operations and other
officers will be getting trained as well.
- The Police Department will be present at the Trunk or Treat this year. The Chief also advised of the things everyone
will need to abide by to make Halloween a safe event this year.
Treasurer, Will Morgan
- The Treasurer’s Report and the Bills and Applied Payments reports were reviewed with specific vendors highlighted
by the Treasurer. There were several questions from Council, and all were addressed and clarified by the Treasurer.
- V.P. Booker reminded the Treasurer that the 25th is the due date for the DCJA payment and the Treasurer and
Borough Manager acknowledged the payment which they report will be from the sewer fund.

- The Borough Manager clarified for residents any confusion regarding the Borough of Engineers putting a grant in
through the Commonwealth for our alleyways for $150,000. She reported that the borough has not received any
monies. Also, it is important that everyone know that we cannot pull down any money until the work is completed
so the Borough will have to put the money up first. Again, there is no money the borough is holding for the
alleyways project; and, we have an email from our grant which we will put out on the website so everyone can have
a clear understanding of the situation. The money will only be released once the project is complete.
- We are working with the Highway Department to assess the conditions of other roadways that need to be done.
Those monies will be coming from our liquid fuels fund and are to be used for the roadways and street sweeper.
- The Borough Manager worked with the Building Code Official and Executive Tree, which advised they would like
to develop their property. They reached out to our office and discussed what it would look like and to assess any
impact on the neighboring properties. We met with them and will keep everyone updated as we move forward.
- We are hoping to have final inspection of Weiderwax Park to ensure the completion of Phase 2 of the project. Once
the site is approved, we will be coming back to Council to schedule a date for the ribbon cutting.
- We are gearing up for our annual rental inspection notices which will be going out next month. If you are renting a
property, please call our Building Code Official for specifics regarding the fee and how to keep your building in
compliance.
- The Borough Manager updated Councilor Booker on 91 Ridley and reported it is a private property and a permit has
been issued for sewer repair and advised she will check to see why it has not been completed.
Public Comment –
- Donna Hunter, 1026 Coates Street – Is there any information as far as sewers. The Engineer was looking
into a grant for sewer maintenance repair. President Allen said the information was previously forwarded by email
to Ms. Hunter and she will resend. The levee project was discussed again and dates of upcoming meetings for
additional information were mentioned.
- Pat Ruemaker, 335 Greenwood – The light between Burnside and Greenwood is out. The Borough
Manager said Highway will get the pole numbers and forward to have repaired.
