Mr. Ashby took the moment to thank the Council President and the Borough Manager for their support along with the Highway Department who did a fantastic job getting us ready. The Library hosted about 70-80 people for the event. o On November 15th we held Poetry Spotlight where young people were able to spotlight their poetry. o We reopened our gaming part of the library where there were PlayStation tools and the youngsters were ecstatic. o Jeans’s Tea is hosting the second annual Jean’s Tea on December 10. The event is being hosted by the children of Mrs. Jean Shiber, a longtime resident of Sharon Hill Borough. Residents can RSVP at the borough hall at 610-586-8200. o The Library will be closed on 11/27 and 11/28 for the Thanksgiving Day holiday and will be closing early on 11/26. o President Allen informed the public that the Sharon Hill Borough Library was featured in the Delco Times for hosting the Veterans Book Fair where they highlighted the importance of supporting Veterans. o For information, the Library closed early today due to some sewer maintenance work that needed to be done. Mr. Ashby was asked by President Allen in future situations where the library closes early, we should hang a notice on the door, so residents know that it is a temporary situation. o The Senior Christmas Luncheon is open for RSVPs and seniors can call the office and sign up at their convenience. The event has moved to the Floral Ballroom located at 510 Clifton Avenue in Collingdale this year. The luncheon is on Saturday December 13, from 12-4 p.m. Page | 1 o President Allen recognized Councilman Paul K. Johnson from Prospect Park who joined us this evening. She acknowledged Councilman Johnson as a member on the committee that awarded us the grant for the cameras. o CPCIP: - The Council President did not have a CPCIP meeting this month but will have updates once they reconvene next month. o We received our grant money from Senator Anthony Williams’ office, and we intend to have the funds used for signage and trash receptacles. Vice President Edward Booker: Public Safety/DCJA o The October Fire Chief Report was read and submitted. o The October Fire statistics were read and submitted. o The Fire Department is looking for exceptional individuals who are willing to stand up and be leaders and people who can create a better tomorrow. o The October Police statistics were read and submitted. o V.P. Booker attended the DCJA meeting and reports they went over the potential budget and changes for 2026. o Mayor Green asked if we still do the clean-up of Darby Creek. V.P. Booker said there was mention of having a clean- up day, but he has not heard of anything happening recently. He did, however, make mention of the importance of the issue and said he will follow up. Junior Council Report – No report Councilor Sharon Booker: SHACC o SHACC continues to celebrate their 10-year anniversary. o We had paint night last night and we had wonderful time. o Councilor Booker personally thanked Prospect Park Councilor Johnson for SHACC who will be receiving a grant. Due to the funding, SHACC will have another great year. The Borough Manager asked how much her grant was and the Treasurer said it was for $6,250.00. Councilor William Felder: Public Works o The Code Enforcement Report for October 2025 was read and submitted. o President Allen asked Councilor Felder to work with Commonwealth Code to remove some items on the report that a no longer being managed by them. Page | 2 Councilor Rodney Hill: Recreation – No report. o Councilor Hill highlighted the great news happening in Sharon Hill this time of year. We have the turkey giveaway, the senior lunch, and Jean’s Tea. All of the events are successful, and we want to continue this going forward. The turkey giveaway, will be on November 22, from 11:30 – 2:30 p.m. We are asking that our residents register online. It will take place at the Grocery Outlet packing lot. Once you sign up in your time slot please come at your appointed time. Once you register there will be a turkey dedicated for that time you chose on the website Councilor Hill thanked the borough manager with having our vendors who helped us immensely. Councilor Felder asked how you could sign up if you do not have access to a computer and Councilor Hill said residents are welcomed to call the office and we will register them from our end. Councilor Sandra Holcombe: o Councilor Holcombe had nothing to report tonight. Councilor James Patrick, III: Personnel - No report. • Officials’ Updates: Mayor, Hykeem Green – - The Mayor read the October 2025 Police statistics. - There was no Ramblers update tonight. - This year our annual tree lighting ceremony will be December 2 at 6:30 p.m. All residents are invited to participate in the event. We will have refreshments and a lot of fun. We partnered with the Library again this year for the event. - President Allen announced that we had the 1st meeting of our block captains this year and we talked about how to increase community engagement. The captains have already been active and engaging with their neighbors and picking up flyers and communicating with their neighbors about events and happenings at the Borough. We had a great meeting and if anyone is interested in becoming a captain, please reach out to Councilor Allen or the office. Borough Solicitor, Kyle Miller, Kilkenny Law - Regarding Councilor Booker’s contract question, the Solicitor said he has completed it, and he will forward it to Council. There was additional discussion around the contracts and Councilor Hill asked if the document is general or dedicated for SHACC and President Allen said it would be a general document for everyone. - Solicitor Miller provided an update on his meeting with members of 1100 Chester Pike and PennDOT. - The Solicitor advised that he has been reviewing the short-term rental ordinance and is working with the Zoning Hearing Board. There was additional discussion amongst Council and questions for the Solicitor. Page | 3  - The Solicitor continues to correspond with Council and the Media, to make sure to put the Borough’s best foot forward. Borough Engineer, Susan Lynch, Lighthouse Engineering - President Allen had a question regarding our power grid. Is there anything Sharon Hill Borough can do regarding this? She will follow up with the Engineer. Building Code Official, Anthony Tartaglia - The Code Official said he had nothing new to report from the report he had already submitted. - President Allen said she asked during the Code report that we omit information from the report that is no longer being managed by Commonwealth so that the report reflects this rather than having blanks on the report. The Code Official agreed to delete from the report. - The Code Official Updated Council on the CVS parking lot. He has been in contact with the Regional District Manager at CVS and explained to him what was going on and the CVS Manager was unaware of this and said there should not be any vehicles on the property. They do not want any problems and report that the property has been cleaned every night. In addition, however, the Manager advised that they will be sub-leasing the property to Dollar General. The Building Code Official was thanked for the work done on the parking lot. Building Code Officer, Gary Collins - The Code Officer report was read and accepted. - President Allen asked if the Officer have any thoughts on how to get the rate of tickets paid up from 20%. Are the issues being resolved? The Official said we hope that once we go to court it will be easier to get the tickets paid. There was discussion with Councilors regarding ways to get the tickets paid and everything will be taken into consideration. - President Allen asked about the 2 abandoned vehicles and the Officer reported that the vehicles were moved by the owners. - President Allen asked a question regarding the property that was abated. The Borough Manager said this is an area where we need clarification between the BCO and the Code Officer. That abatement on Bartlett came from the Building Code Official’s office. It was agreed to discuss further. Police Chief, Richard Herron - Chief Herron thanked Councilor Johnson for the cameras on behalf of the Police Department. - Chief Herron and Mayor Green have spoken to several camera vendors trying to get things together to bring back to Council. - Chief Herron mentioned that with Thanksgiving approaching residents should be aware of pedestrians walking around. Also, we received a small grant that will pay for an extra officer. Treasurer, Will Morgan Page | 4  - The Treasurer’s Report and the Bills and Applied Payments report for October 2025 were reviewed with specific vendors highlighted by the Treasurer. The Treasurer announced that we will need to be vigilant as we go into the end of the year. - Councilor Felder asked about vendor named Century 21 Media and the Borough Manager said the vendor is for our Legal advertising. Borough Manager, Ieasa A. Nichols - The Borough Manager advised that she submitted all insurance applications for the upcoming fiscal year. - The Borough Manager reported in New Business information regarding employee healthcare. - She also reported on the current progress and standing with Darby Creek Joint Authority. - The reimbursement for the school crossing guards has been submitted. - It was announced that the residential rental applications for 2026 will go out in January 2026. - We have been working with the treasurer for the 2026 budget and will get Council an updated budget shortly. Public Comment – - Monae Williams, 67 Frances Avenue – Announced the Library will have a Black Saturday on December 20, 2025. She also posed a question regarding financial support for the SHB Fire Department. - She asked whether Council could have questions sent before the meeting and President Allen said that questions can be sent via email to any of the Council members or the Borough Manager before the meeting. - Pat Ruemaker, 335 Greenwood – Thanked V.P. Booker for the Veteran’s Day Celebration. When is the tree Lighting Ceremony. Where is the breakdown of the budget on the website? President Allen answered the website question and explained how to find the budget information on the website. New Business – • Motion to approve the Treasurer’s Report as presented. Moved W.F. Moved S.H. Seconded E.F. Motion Passed • Motion to approve Resolution #2025-19: A Resolution entering into agreement with Public Asset Management inc. for 2025 delinquent tax sale. The Resolution was read in full by Solicitor Miller. Question and discussion by Council and was clarified by Borough Manager and Solicitor Miller. Moved E.B. Seconded E.B.
