Sharon Hill Borough Legislative Meeting Minutes Thursday, March 19, 2026 Quote of the Meeting “If you want something said, ask a man; if you want something done ask a woman.” – Margaret Thatcher • Call To Order at 7:00 p.m. • Pledge of Allegiance • Roll Call – President Tanya Allen (P) Vice President Rodney Hill (P) Councilor Deidri Brabham (P) Councilor William Felder (P) Councilor Dr. Tammi Fleming (P) Councilor James Patrick III (P) Councilor Mimi Smith (P) Mayor Edward Booker (P) Borough Solicitor Kyle Miller (P) Borough Engineer Susan Lynch (E) Police Chief Richard Herron (P) Code Building Official Anthony Tartaglia (E) Code Officer Gary Collins (P) Borough Treasurer Will Morgan (P) Borough Manager Joy Taylor (P) Committee Updates: President Tanya Allen: Library, CPCIP • Library Report: Mr. Ashby – The Library monthly report was read and accepted. • This Saturday from 6:00-8:00 p.m. we will be celebrating women’s history month with a poetry night for women. • Sandra Wilkes, a friend of the library, will host a women's history program with various speakers, vendors, and food. • There is a new vendor for the box food lunches we receive during the summer. They sent us food to sample and the food is good healthy food. This is a welcome difference from what we normally have. • We have received notice today that the money for the grant awarded to the library from the Keystone Grant for Libraries has been sent out and should arrive shortly. • Finally, we are asking the borough for assistance in sponsoring a little league baseball team; but we are trying to find a field in Sharon Hill we can use. More information is forthcoming and we should start some time in June. V.P. Hill will assist with this and asked Mr. Ashby to update him and other members of council on the specifics of the league. • President Allen shared a letter with Council received from the United States Congress congratulating Mr. Ashby for his appointment as President ot the PA Library Association. In addition to the congratulations, the letter also announced they secured a $1.2MM grant in the recent budget to support the borough’s plans to construct a new library and recreation center. • CPCIP: - Last month President Allen spoke about the Green Light Go program for traffic calming and traffic signals and there is a grant the Chester Pike Partners want to apply for. The grant would be for the 5 municipalities to implement some traffic calming measures. However, should we be awarded the grant, we will need to have a match split between the 5 municipalities which will need to be paid in 2027. The Borough’s portion would be $6,224. There is a motion on the agenda to cover. • This morning, the Council President attended the Delaware County Workforce Development Board Meeting and will be posting information on our website regarding upcoming job fairs that Career Link will be hosting. • We have a potential opportunity to partner with the DCIU who asked if we had opportunities for young people to work in the Borough and they will pay them. When more details are available, President Allen will forward to the Borough Manager. 1  • There was an introduction to the Delaware County Land Bank. The Delaware County Land Bank is a program that is intended to help with eliminating or reducing blight in communities and what they will do is when properties go up for judicial sale, they will acquire the property and hold it for a municipality which would give the Borough more opportunity to say what will happen with the property. There are 2 properties that have been flagged. It would however require that we adopt a Land Bank Resolution as well as the Southeast Delco School District. The Manager addressed some questions from Councilors and President Allen read some of the preliminary information; however, it was decided that we should wait to discuss in greater detail when the Executive Director come to our next Caucus meeting to tell us more about the program. • We will be having a neighborhood cleanup day on Saturday, 4/25/26 in partnership with Councilor Patrick and Home Depot. • President Allen asked Council to provide some dates to schedule a Town Hall. • The Fanta Bility foundation is having a gala and if you would like to attend or place an ad, the information is in the packet. • We will be adding, Ms. A’ja Wilson, professional basketball player, to our wall of wonderful women, Vice President Rodney Hill: Recreation • The Easter event, in collaboration with our fire engine, will be Saturday, April 4, with the fire engine riding around the community with the Easter bunny and ending with the events in Fanta Bility Park. Junior Council Report – No report Councilor Deidri Brabham: • Councilor Brabham announced SHACC has 2 weeks left for line dancing classes. • On March 21st, we will have our Jewelry Making event from 1-2 p.m. Residents can register to the event at shacc@sharonhillboro.com. • Councilor Brabham announced they will be resurrecting the historical society in the borough. Councilor William Felder: Fire Department • The monthly February Fire Chief Reports were read and accepted. • The Commonwealth Code Official February Report was read and accepted. Councilor Dr. Tammi Fleming: Public Health – No report. Councilor James Patrick, III: SE Delco School District • Councilor Patrick attended the Southeast Delco School District’s monthly meeting as the liaison for the Borough where the school budget was discussed by the school. Councilor Patrick read portions of the budget for Council. Councilor Mimi Smith: Personnel Liaison - No report. • Officials’ Updates: Mayor, Edward Booker: Police, DCJA - Mayor Booker attended the DCJA meeting this month and announced everything is still on track for the borough. 2  - The Mayor thanked everyone who joined The Peace Walk. - There will be a Chat and Chew at First African Baptist Church for Veterans, Saturday, March 21st, at 10:00 a.m. - The Police Department statistics were read and accepted. - There was discussion regarding food truck compliance and how to have all trucks up to standards. V.P. Hill highlighted a situation with a truck and asked if we can have the Police approach the vehicles to see if they have the necessary paperwork to operate the truck. The Solicitor added that we need to set up a system to ensure the businesses are traceable and registered with the Borough and not operating in an unsafe manner. He is reviewing and having conversations with other municipalities and will have a full text ordinance update prior to next month’s Caucus meeting. Borough Solicitor, Kyle Miller, Kilkenny Law - We received from Mr. Collins a review of the potential property maintenance updates list and we will have a combined listing prior to next month’s Caucus meeting. - The Tax season is upon us, and tax assessment appeals will be coming in for review. We will work with the tax bodies to make sure proposals or adjustments are addressed. - There has been an uptick in discussions regarding sharing and the use of the Sharon hill field. After the summer there was an issue with Collingdale who has some interest in some of this. It will require some coordination and documentation to make sure everything is above board but moving forward we are looking at maintaining it as it is borough property. I will keep you appraised of the situation. Madam President added that we did raise the issue regarding the cameras and hopefully we can pull together and partner with the school district on this as well. Borough Engineer, Susan Lynch, Lighthouse Engineering – - The Engineer is under the weather but submitted her report which is in the packet. - There was a question regarding assessment of the driveways, and we need to get an update. - Council would like to know if they are entitled to receive a copy of the report for the sewer line test. - There was discussion around the sewer system with acknowledgement that we will need to address the situation moving forward. Information was shared by Councilor Felder regarding applying for a grant, recognizing there is a May 31 deadline. Councilor Felder to send grant information to the Borough Manager. Building Code Official, Anthony Tartaglia – - The BCO was not in attendance, but his reports are in the packet. Building Code Officer, Gary Collins – - Thanked Highway for driving him around this week. - Discussed Building Safety Month in May and advised Council of the proclamation for approval in the packet. - Submitted information and reviewed the codes with the Solicitor, - Recommended ticket prices for code infractions should increase to $50-$150. Councilor Fleming expressed we should have a gradual increase. - Working with the Police Chief to establish a new reporting system to address the vehicles. Police Chief, Richard Herron - Attended officer training including use of force training. - Chief Herron reminded residents that with it being Springtime, residents should be aware of the changes in road traffic and take extra caution while driving. - We have seen a slight increase in people continuing to put cones and chairs out to save parking spaces; however, our officers are removing them and citing due to the safety hazard this causes. 3 Treasurer, Will Morgan - Reviewed some of the previous vendor questions and have made the changes i.e. closed the Verizon and Aqua accounts, will be removing 16 T-Mobile accounts and keeping 2; however, he still needs to discuss T-Mobile and AT&T but with Chief Herron, E's Supreme Cleaning invoices were reviewed and there were no duplicates and, the Hanly Fuel Oil vendor is from the fire department. Borough Manager, Joy Taylor - The February report was issued and in the packet. - Advised residents that there will be work on the Folcroft bridge until early Fall. Most of the work will occur in the evenings but there may be some daytime work as well. - On Chester Pike and Brainerd Blvd, there is a line at the crosswalk intersection of Brainerd and Chester Pike at the corner which needs to be re-done. - On Oak Ave. there is a metal plate in the middle of the street. Can the engineer look into this as it could be a safety hazard. Public Comment – - Mrs. Ruemaker – 335 Greenwood Road – In November 2025, a group of us met regarding the flag on Chester Pike and as of today, nothing has changed. - When was the Peace Walk advertised. - What can be done about animal control of raccoons. I had the issue and called the police who told me I need to call animal control who gave me a price of $195.00; I asked about a discount, and it came down to $170.00. However, when I hear about what is being paid for animal control for dogs in the Borough, I don’t understand why I have to pay for a raccoon. - The speedbump at the top of Laurel Road has a missing section. - Council – The Borough Manager was asked to address the flag. - Regarding the walk, we shared in our Caucus meeting and it was posted all over social media. - The animal control process is what we have and for this issue the billing goes to the residents. The cause is due to wildlife, and we can't do anything about that except try to keep our trash and debris contained so there is nothing to attract them. - We are aware of the speedbump and are currently working on it. - Sandra Holcombe 115 Brainerd Blvd – Has a question regarding the Ramblers and the cheerleading squad as the person who is handling has been waiting for feedback, but no one has contacted her. - Regarding new renovations, why isn't the fire house included in the renovations since they have not been mentioned. - What is happening with the Citizen Advisory Board for me. - Council – V.P. Hill agreed to assist with getting a response to Ms. Holcombe regarding the cheerleading. - The Fire Station is the newest construction and the Library and Police Dept structures we see a need to create a larger space. - The citizen advisory board – We do have your information. - Latasha Threadgill – 1408 Melrose Ave - An invitation was extended to all of council, and we would like to have at least one representative from the Borough to attend the meeting on Tuesday, March 24 at 6:30 p, m. - We continue to advertise the Junior Council opportunity with students. - Mrs. Tracy Turner 200 Laurel Rd– Reviewed a concern directed at President Allen from February 2026, she recounted what she believes happened during their conversation. - Council – President Allen addressed the situation as she recalled it and said she did not do what Ms. Turner is accusing her of doing and reminded her that her duty is to the borough and she took appropriate action with this in mind. - Lando Bishop Threadgill – 1408 Melrose Ave – Would like Council to be considerate of residents when making decisions on increasing fees for residents. 4  - Prophet Hunter - Would like to offer $1,000 for the nicest 3-tier house on the street. - What can be done about the trash.
