7) PUBLIC HEARING:
Appeal of Shawano School District for the reversal of the decision of the Building
Inspector denying permission to build an addition onto the Shawano Community High
School at 220 County Road B, Shawano, WI for the reason the proposed building
addition would violate Section 10-27(7) of the Shawano Municipal Code. Appellant is
requesting a variance to have a 21-foot setback, when a 25-foot setback is the
minimum requirement. The property is located in the Single Family Residential (SR-4)
zoning district (Tax parcel #281-062400000).

CALL TO ORDER
• Chairperson Randy Young called the Board of Appeals meeting to order at 4:09 PM on Tuesday, May 13,
2025.
ROLL CALL OF MEMBERS
• Roll Call showed members present: Randy Young, Lowell Hammett, Andy Schneider, and Lana Prickette.
Absent: Shirley Hinze (1st Alternate).
• Also present: City Administrator Eddie Sheppard, Zoning & Planning Administrator Dave Moesch, Mayor
Bruce Milavitz, Administrative Assistant Lisa Bruette and Chad Nicolai.
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA
• Motion by Hammett to approve the agenda, seconded by Prickette. Motion carried by Voice Vote.
APPROVAL OF PRIOR BOARD OF APPEALS MEETING MINUTES
• Motion by Young to approve the minutes of March 24, 2025, seconded by Schneider. Motion carried by Voice
Vote.
PUBLIC COMMENT
• Chad Nicolai, 225 E. Division Street, questioned if the building plans were completed and why an exemption is
needed for parking stalls.
PUBLIC HEARING
Appeal of Shawano Recreation Center (City of Shawano) for the reversal of the decision of the Building Inspector
denying permission to meet minimum parking at 220 E. Division Street in Shawano, WI for the reason the proposed
addition would violate Section 10-57(1)(b)(3) of the Shawano Municipal Code. Appellant is requesting a variance to 48
parking stalls, where a 64 stalls are the minimum requirement. Property is located in the Urban Mixed Use (UMU)
zoning district.
• Sheppard stated the City had received a grant for the expansion of the Recreation Center and that the grant
required the expansion to be on the existing site. This is not a reduction in parking stalls there is also plenty of
on-street parking available. The Recreation Center is a unique property as it is hemmed in by residential homes.
He stated the 3-step test has been met for a use variance. Denying this would greatly limit the Rec Centers long
term goals for improving recreational and educational resources for the community. There is no space available
adjacent to the site to allow for more stalls and that its a "come and go" type property. Discussed the parking
availability throughout the day at the Recreation Center.
CLOSE PUBLIC HEARING
• Hearing no further comments, Chairperson Young closed the public hearing.
ACT ON PUBLIC HEARING FOR SHAWANO RECREATION CENTER (CITY OF SHAWANO) FOR THE
REVERSAL OF THE DECISION OF THE BUILDING INSPECTOR DENYING PERMISSION TO MEET
MINIMUM PARKING AT 220 E. DIVISION STREET IN SHAWANO, WI AS STATED ABOVE
• Motion by Hammett to grant the variance for Shawano Recreation Center (City of Shawano) to allow 48
parking stalls instead of the 64 required, seconded by Schneider. Hearing no discussion, motion carried by
Voice Vote.
