Sawyer Street, Shawano CALL TO ORDER • Chairperson Seth Mailahn called the Parks and Recreation Commission meeting to order on Wednesday October 15, 2025 at 5:30 p.m. PLEDGE OF ALLEGIANCE ROLL CALL OF MEMBERS • Members Present: Alderpersons Barkow, and Meyer, and Seth Mailahn, Nickiann Meyers, and Tony Stuber. • Absent and Excused: Mayor Milavitz and John Stang. • Others Present: Parks and Recreation Director Matt Hendricks, Deputy Clerk Lisa Bohr, Garrett Smith, Matt Kamke and Media. APPROVAL OF PRIOR PARKS AND RECREATION COMMISSION MEETING MINUTES • Motion to approve the August 20, 2025, Parks and Recreation Commission minutes. Meyers/Meyer. Motion carried by voice vote 5-0. CORRESPONDENCE • None. PUBLIC COMMENT • None. CONSIDER/APPROVE ACTION ITEMS • Motion to switch 8a action items with 8b action item per a speakers request. Meyers/Barkow. Motion carried by voice vote 5-0. • Presentation on Kuckuk Park Pump Track by Garrett Smith for Shawano Adventure Sports:  The project for the Shawano Bike Park was too small for the original builder, Rock Solid Builder.  Iron Goat Trail Construction has signed on to build the trail.  It is fully funded through fundraising.  There will be two paved trails, with an elevated start hub made of crushed limestone. The green trail will be more kid friendly or for beginners, and the blue trail will be for the more advanced riders.  Price total is $40,000 for services, including landscaping. With material estimates of $4000 to $5000, depending how much will be needed.  Finished trails will be upgraded to prevent water run on.  Should start around June 14th, and take about two weeks of construction to complete.  They are ready to sign contract with Pathways.  Barkow was concerned about neighbors possibly complaining. Smith says he doesn't think that with biking being a silent sport that it will be a problem. Hendricks says Kuckuk was the best fit for this project.  Stuber asks about the upkeep on the blacktop. Smith says its a newer thing so possibly 10-15 years. Hendricks says maybe 20 years, and maintenance is well within the wheelhouse of fitting in the budget. Page 1 of 3 Page 3 of 40 • Presentation by Matt Kamke of the Shawano Youth League:  The Shawano Youth League was founded in 1954, and is one of the oldest and continuous running leagues in the area. It persevered during covid. It runs leagues and tournament teams for boys and girls age 5-14. It is the largest youth sports organization in the County.  Participation has declined over the last 3 years. Declining participation in concerning. Competition for kids attention is fierce to endless sports and entertainment options. They also compete against club teams for players. Elite travel teams take advanced players from our League. Other youth sports organizations are experiencing the same decline.  Started over 50 years ago, our tournaments are one of the longest continuously running tournaments in the state. They have become iconic statewide with decades of hard work and pride. We regularly host teams from the Milwaukee area and further south as well as teams from the Upper Peninsula. Tournaments inject tens of thousands of dollars into the local economy each year. The impact of the tournaments goes beyond the fences of Memorial Park. Families utilize restaurants, camping, hotels, and activities around the City. In 2024, we hosted 100 teams across our four tournament weekends. In 2025, that number increased by 15% to 115 teams. Counting players only, that is 1,380 kids competing in Shawano over those four weekends. The weekends are the first weekend in June for Sundrop Dayz and the last three weekends in July. The League is working on a survey to gather data on numerous topics including facilities. They have received great compliments and reviews throughout the years for the league.  Diamond C grass was cut back to accommodate moving the 11/12 boys to a 50/70 field size, which has become standard for that age group.  Future facility needs will likely include flexible fields that can accommodate a variety of distance setups. Portable mounds make a big difference for the kids. They are in desperate need of a dedicated indoor facility for baseball and softball. Shawano is at least 30 minutes away from any current available facilities. They are fighting to keep batting cages available at the high school after the referendum renovations are completed. There is talk about moving batting cages from the High School to Middle School. They have considered looking into the churches that are for sale to possibly make them into a dedicated indoor facility. They would love to partner with someone for a rental space to use.  Concerned about increased equipment costs.  Looking ahead the current field fund balance is just over $57,000.  Would love to update to scoreboards that can be controlled by phones or tablets.  Adding a single park wide PA system for Sundrop Dayz, tournaments, and other events would allow them to run 50/50 raffles and have the National Anthem before games, among other things. A 50/50 raffle would be huge for their tournaments.  The only complaint about the parks is the sprinkler systems. Coaches have complained about them being an injury hazard. Barkow asks about sprinkler heads being a normal issue. Hendricks talks about the movement of the sprinkler system through the seasons. There are several hundred heads at each facility. He says they pay attention to them, do maintenance and safety is always their first priority.  Hendricks touches on the importance of sports and learning teamwork and staying active for our youth. The Shawano Youth League really appreciates the partnership with the Park and Recreation Department. • Update on Shawano Recreation Center Flexible Facilities Program Project.:  Hendricks showed a presentation of the progress of the Recreation Center.  Some fluctuations in costs have saved money in some spots to help update other spots.  The southeast portion ran into unstable soils and water. Shawano is close to the water table. It slowed the timeline a little but not the completion date. They have begun to fix the issue and hope to have the exterior completed by winter with the inside completed over the winter. People are excited for the June completion.  8 pine has been tremendous to work with and a good asset to have in Shawano.  Stuber asks about the soil issue, if it is normal to not test soil first? Hendricks says the only real constraint has been the speed of the project.  Barkow asks if there are any concerns about it causing issues down the road? Hendricks assures that Page 2 of 3 Page 4 of 40 no, they are taking the necessary steps to fix the issue. • Update on New Park, Southeast section of the City:  They are looking into putting in a new neighborhood park off of Timber Trail to fill the gap by the new area that is being built up.  They are working with East Central for some planning grants.  The project is expected to take 3-5 years for the park to be built.  They will need 2 1/2 to 4 acres for the park.  Nothing official yet, just trying to get a design going. Once they figure out the size needed, they will work on grants and getting it approved.  Stuber asks about the Huber Center being so close and do they think their will be kickback from parents or neighbors? Wondering if it might be an issue. Hendricks says people are choosing to live in that area, and there will be a public participation meeting to address everything when the time comes. Stuber then asks about adding more parks and if that will be a burden for the parks crew by adding another park. Hendricks assures that the crew is efficient. REVIEW OF BILLS • Bills were reviewed. Limitation of Liability In recognition of the relative risks and benefits of the project to both the Client and P+P, the risks have been allocated such that Client agrees, to the fullest extent permitted by law, to limit the liability of P+P. This applies to any and all allegations, claims, losses, costs, damages of any nature, or claims expenses from any cause or causes, including attorneys’ fees and costs and expert-witness fees and costs, so that the total aggregate liability of P+P shall not exceed the total fee for services rendered under this contract. Authorization and Notice to Proceed Signing of this document signifies an agreement to the fees and serves as authorization to commence work. If the terms in this fee proposal are acceptable, please sign and return one a signed copy to P+P. Now titled “Strategic Planning and Revitalization for Communities” (SPARC), the program allows communities to apply for a day of consultation from a consulting firm. Ayres Associates has provided this service, which typically takes the form of a one day workshop. The workshop involves a morning of visioning, a site walk, work time for the team to generate ideas, and a presentation at the end of the day. The presentation and findings are summarized in this document. This year a special thanks goes to the National Association of Development Organizations (NADO), which provided funding for the program. This area is lacking in recreational opportunities and is surrounded by industrial uses, so a usable public green space would be beneficial for not only the neighborhoods but for the industrial workers. The community’s primary concern for this park is creating safe, accessible multi-modal connections to and from the neighboring schools, residences, and businesses. WHAT AYRES PROVIDED Upon visiting the site and realizing the topography was extreme, and that the community valued potential connections and site uses more than a detailed site design at this time, Ayres created inventory and analysis graphics to highlight connections and high-level bubble diagrams to show how the site could be broken up into various uses for future development and open space. The City of Shawano intends to work on a detailed design with stakeholders after final site boundaries and uses are decided. KEY RECOMMENDATIONS The design session resulted in the following recommendations: • Formally define park and development boundaries (create a Certified Survey Map) • Work with adjacent property owners • Pursue full design • Apply for funding • Work on bicycle/pedestrian access over time - 3- Page 20 of 40 SHAWANO SUCCESS The community has seen strong growth in recent years, with 12% growth projected between 2020-2030 and a younger demographic, which is unique for small-town Wisconsin. Shawano has a signature park system, with a large amount of parks and recreational opportunities compared to other small communities in the region. The community is proud of their parks and view them as economic drivers. Shawano has also recently adopted a Comprehensive Outdoor Recreation Plan (CORP). Lastly, the Shawano business partners are devoted to their community and the park system. THE SITE The project site consists of parcels acquired by the city nestled between industrial sites, with access along Engel Drive and E Timber Trail. Site opportunities include its proximity to schools and housing, with potential for trails and sidewalks to add connections. There is a unique opportunity to connect public lands with trails connecting to this site. The site is in the center of a growth area, which will be prime to support community. The terrain in the site is attractive and interesting. There is the potential for land trades that could optimize businesses and recreational development. Site constraints include visibility and access, since the site is quite hidden in terms of topography and vegetation. The access road E Timber Trail is a dead end that is rarely used by the community. Intense terrain would make site development challenging. Competing uses are a concern due to the adjacent industrial park expansion and new residential construction. The soil/geology of the site could be an issue. Lastly, connectivity is a constraint due to the lack of bike lanes, sidewalks, and trails around this area. - 4- Page 21 of 40 THE VISION “A welcoming place that connects neighborhoods, supports development, celebrates cul- ture, fosters wellness, and connects all generations through nature and play.” In the morning, members of the community were given cards with two questions to answer: 1. What is the biggest challenge / hurdle that the city faces with this park? 2. What will you see at this park in 5 years? The Vision Statement above was based on the responses to question two, which included: • Families playing sports and enjoying nature • Shelters / restrooms available • Exercise trail • Multi-play areas (natural, pickleball, older generational pathways • Kids on an obstacle course, pickleball, families gathering, walking trails • Natural playground, splash pad, pickleball, basketball, disc golf, and an open shelter with restrooms • Unique features in the park and incorporating the natural elements • Mix of passive use green space and active court development • 4-season park packed with people • Unique space unlike the other city parks that can be accessible and fun for all users of all age groups (kids, teens, adults, and aging population) • A natural space for multi-generational use and a nature preservation area • A unique audience of both seniors and young children USER PERSONAS User personas are hypothetical community member profiles to generalize what amenities they might need in a park or how they experience a park. Looking at community feedback, the team determined that there will be a wide range of ages of people visiting this park, especially a retired / aging population who are moving into the new development near the site. Active retirees (aged 65-74) might want walking paths, light fitness opportunities, and group meet- ups. But they need smooth wide paths, benches with backs, and shade. Pain points include limited seating and intimidating sports-focused facilities. The site has a lot of adjacent schools, parks, and residential neighborhoods that are advantageous for a successful park in the future. Thinking about future residential development in a growing city, we can plan for connections greater than what exists today, including sidewalk infrastructure, crosswalks, and bicycle infrastructure such as trails and bike lanes on city streets. PURPOSE OF POLICY The City of Shawano is committed to providing a safe, welcoming, and respectful environment that promotes health, wellness, and community engagement in its Parks Department Facilities and Programs. This Code of Conduct ensures that all patrons, staff, and visitors act in a manner that is responsible, lawful, and respectful of others and the facility. 2. APPICLABILITY This policy applies to all individuals using or visiting the Recreation Center, Civic Center and all Parks Programs held outside of these facilities. These individuals include, but are not limited to members, guests, spectators, program participants, volunteers, and staff. 3. STAFF COMMITMENT Recreation Center staff are dedicated to: • Providing courteous and equitable service to all. • Ensuring safe and clean facilities. • Enforcing policies consistently and fairly. • Protecting facility property and equipment. 4. PATRON EXPECTATIONS All patrons are expected to: • Behave in a courteous, respectful, and lawful manner. • Supervise children and vulnerable individuals in their care. • Maintain a level of personal hygiene that aligns with general societal expectations and does not pose any health or sanitation risk. PROHIBITED CONDUCT Any behavior that interferes with the safe and peaceful use of any Parks and Recreation facility, program, or property is prohibited, including but not limited to: Disruptive, Threatening, or Unlawful Behavior • Harassment, bullying, intimidation, or threats (verbal or physical). • Aggressive or disorderly conduct. • Sexual activity or indecent exposure. • Use of profane, obscene, or abusive language. • Possession or use of illegal drugs or alcohol. • Smoking and/or vaping. • Possession of firearms or weapons. • Solicitation, panhandling, or gambling. • Vandalism or defacement of property (including graffiti). • Theft or misuse of City property or services. Facility Misuse • Entering the facility while under suspension or trespass notice. • Entering non-public areas without authorization. • Fraudulent use of memberships, passes, or programs. • Tampering with City-owned technology, public computers, or software systems. • Use of wheeled sports equipment indoors (e.g., bikes, skateboards, scooters). • Leaving children under age 9 or vulnerable people unattended. 6. ENFORECEMENT AND CONSEQUENCES Warnings and Removal • Recreation Center staff may issue verbal warnings, ask individuals to leave, or contact law enforcement if behavior violates this policy. • Individuals may be asked to leave immediately if their behavior endangers others or disrupts facility use. Suspension or Ban Page 38 of 40 • Repeated or serious violations may result in temporary or permanent loss of facility privileges. • Patrons may be issued with written suspension or trespass by the City of Shawano. Juvenile Misconduct • Misconduct by minors will be reported to their parents or legal guardian. • Parents may be held responsible for damage caused by their child, consistent with city ordinances. 7. APPEALS PROCESS Individuals subject to suspension and trespassing may request a review in writing, addressed to the Aquatics & Recreation Manager. Decisions will be reviewed and responded to within 15 business days. 8. CONFIDENTIALITY Privacy matters. Recreation Center staff will keep all personal information confidential. Staff may capture photos or video in public Parks and Recreation spaces as permitted by law. Individuals should be aware that photography in public areas is generally lawful and may be used for city marketing purposes. All reports, investigations, and enforcement actions taken under this policy will be handled in a confidential and professional manner, in accordance with applicable laws and City of Shawano policies. 9. POLICY UPDATES This policy will be reviewed as needed to ensure it remains current and responsive to community needs.
