Sawyer Street, Shawano, WI CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION • Vice-President Erdman called the Police & Fire Commission meeting to order on Thursday, February 9, 2023 at 4:30 PM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll Call showed members present: President Tony Zielinski (by phone), Vice-President Marvin D. Erdman, Secretary Milton Marquardt, Stacey Cicero, Ronald Bystol and Police Chief Brad Rabideau. • Also present: Mayor Bruce Milavitz, City Administrator Eddie Sheppard, Police Captain Shane Stange, and Administrative Assistant Lisa Bruette. COMPLIANCE WITH OPEN MEETING LAW • Bruette reported agenda was faxed/emailed to Shawano Leader, WTCH, Market Messenger, Public Library, and Premier Community Bank. Posted at Shawano City Hall and the City's website. APPROVAL OF PROPOSED AGENDA • Motion by Marquardt to approve the proposed agenda, seconded by Bystol. Motion carried by Voice Vote. APPROVAL OF THE DECEMBER 22, 2022 POLICE & FIRE COMMISSION MINUTES • Motion by Marquardt to approve the December 22, 2022 Police & Fire Commission minutes, seconded by Cicero. Motion carried by Voice Vote. CLOSED SESSION GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION (to discuss personnel issues) • Motion by Marquardt to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee under the Commission's jurisdiction (to discuss personnel issues), and invite Mayor Milavitz, City Administrator Eddie Sheppard, Chief of Police Brad Rabideau, Police Captain Shane Stange and Administrative Assistant Lisa Bruette into the meeting, seconded by Bystol. Roll Call Vote "Ayes" Marquardt, Bystol, Erdman, Cicero, and Zielinski. "Nays" none. Motion carried. RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Marquardt to return to Open Session per Wisconsin Statute's 19.85(2), seconded by Cicero. Motion carried by Vote Vote. ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Marquardt, based upon Mayor Milavitz's finding, recommendation for no further action, seconded by Cicero. Motion carried by Voice Vote. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • Chief Rabideau stated that during the last budget cycle and additional detective was need to handle drug enforcement cases. He applied for a $144,000 which will assist with costs for this position. Rabideau stated Page 1 of 2 Page 3 of 4 Council still needed to approve implementation. Discussed job assignment, pay rate, phasing-in, and possible new eligibility list needed. Bystol asked about the officer shooting. Rabideau explained that the reports were done and that the Winnebago District Attorney will be reviewing. He stated, after reading the reports, and viewing the cams, there was no violation on the City Police Department side. All Officers are back on duty. SET NEXT MEETING DATE • No date set at this time.
