Sawyer Street, Shawano, WI CALL MEETING TO ORDER WITH MOMENT OF SILENT PRAYER OR MEDITATION • Vice-President Erdman called the Police & Fire Commission meeting to order on Wednesday, April 19, 2023 at 4:00 PM at Shawano City Hall. PLEDGE OF ALLEGIANCE ROLL CALL • Roll Call vote showed present: President Tony Zielinski (by telephone), Vice-President Marvin D. Erdman, Stacey Cicero, Ronald Bystol, and Police Chief Brad Rabideau. • Also present: Police Captain Shane Stange and City Clerk/Community Relations Manager Lesley Nemetz • Members Absent and Excused: Secretary Milton Marquardt COMPLIANCE WITH OPEN MEETING LAW • Nemetz reported the agenda was faxed/emailed to Shawano Leader, WTCH, Market Messenger, Public Library, and Premier Community Bank. It was also posted at Shawano City Hall and City website. APPROVAL OF PROPOSED AGENDA • Motion by Cicero to approve the proposed agenda, seconded by Bystol. Motion carried by Voice Vote. APPROVAL OF THE MARCH 29, 2023 POLICE & FIRE COMMISSION MINUTES • Motion by Cicero to approve the March 29, 2023 Police & Fire Commission minutes, seconded by Bystol. Motion carried by Voice Vote. ACCEPT LETTER FROM SERGEANT ATKINSON RELINQUISHING ROLE AS POLICE SERGEANT AND ACCEPTING ROLE OF DETECTIVE WITH THE CITY OF SHAWANO POLICE DEPARTMENT • Motion by Cicero to accept the letter from Sergeant Atkinson relinquishing role as Police Sergeant and accepting role of Detective with the City of Shawano Police Department, seconded by Bystol. Motion carried by Voice Vote. CLOSED SESSION GO INTO CLOSED SESSION UNDER WISCONSIN STATUTES SECTION 19.85(1)(c) CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION, OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE UNDER THE COMMISSION'S JURISDICTION (interviews for Police Officer) • Motion by Cicero to go into Closed Session per Wisconsin Statutes Section 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee under the Commission's jurisdiction (interviews for Police Officer), and invite Police Chief Rabideau, Police Captain Stange, and City Clerk/Community Relations Manager Lesley Nemetz as well as interviewees upon arrival into the meeting, seconded by Bystol. Roll Call Vote "Ayes" Cicero, Bystol, Erdman, Zielinski. "Nays" none. Motion carried. RETURN TO OPEN SESSION PER WISCONSIN STATUTES SECTION 19.85(2) • Motion by Cicero to return to Open Session per Wisconsin Statute 19.85(2), seconded by Bystol. Motion carried by Voice Vote. Page 1 of 2 Page 3 of 4 ACT ON ANY MATTERS DISCUSSED IN CLOSED SESSION, IF APPROPRIATE • Motion by Cicero to decertify the current eligibility list as of April 19, 2023 and create an unranked eligibility list of the candidates discussed in Closed Session and to allow the Police Chief to fill the vacant officer position from the new eligibility list, seconded by Bystol. Motion carried by Voice Vote. COMMITTEE MEMBER COMMENTS OR NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • None. SET NEXT MEETING DATE • To be determined.
