Members shall be appointed by the City and county as provided in W.S.A. § 114.14(2), with five at-large members appointed to staggered sixfive-year terms appointed alternately by the City and county, plus the addition of one City Council member and one County Board member. All said members shall have full voting rights. The City appointments shall be made by the Mayor, subject to confirmation by the Council. This Ordinance shall take effect upon passage and publication as provided by law.
