negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. (re: Pahl, Hohn, and Benishek proposals for 205 N.

CALL TO ORDER
• Chairperson Jeanne Cronce called the Redevelopment Authority meeting to order on Wednesday, July 23,
2025, at 7:30 AM at Shawano City Hall.
PLEDGE OF ALLEGIANCE
ROLL CALL OF MEMBERS
• Roll Call showed members present: Jeanne Cronce, Dave Kerber, Jerry Wendland, Tim Schmid and Tim Mead.
Absent and excused: Amanda Sheppard and Mayor Bruce Milavitz.
• Also present: City Administrator Eddie Sheppard, Planning & Zoning Administrator Dave Moesch, City
Clerk/Community Relations Manager Lesley Nemetz, Finance Director Brian Della, Administrative Assistant
Lisa Bruette, from SCEPI Peter Thillman, Jim Aschenbrener, Heather Pahl, Dave Pahl, and Lee Pulaski.
APPROVAL OF AGENDA
• Motion by Schmid to approve the agenda, seconded by Mead. Motion carried by Voice Vote.
APPROVAL OF PRIOR REDEVELOPMENT AUTHORITY MEETING MINUTES
• Motion by Kerber to approve the June 24, 2025 Redevelopment Authority meeting minutes, seconded by
Wendland. Motion carried by Voice Vote.

PUBLIC COMMENT
• None.
DISCUSSION/POSSIBLE ACTION ON 114-1/2 S MAIN STREET REQUEST (Law Suites LLC)
• Sheppard informed members that Mr. Aschenbrener has been renovating the building and the RDA has assisted
in the past. This is a continuation of the upper apartments (3) renovations.
• Jim Aschenbrener stated the new windows have been installed by Dearco ($18,055.62) and the trim is being
finished ($1,500). Dearco did find some wood rot around the windows. Discussed apartments being occupied
and rents paid. Mead thanked Mr. Aschenbrener for investing in the downtown. Hearing no further discussion,
item will be discussed further in closed session.
DISCUSSION AND POSSIBLE ACTION ON PROPOSAL FROM HEATHER PAHL
• Sheppard informed members that the Pahl's are before the RDA to present their proposal for the north building
and green space that was the former Muehl's building.
• Heather and David Pahl presented their plans for the north building and green space. They met with a
contractor and found the building is salvageable. They plan to install a door on the north wall with a ramp for
accessibility. Pahl's also would do an easement to the City for a sidewalk from Main Street to the alley for
easier access to the new parking lot in the back. Discussed timeline (completed by end of 2026) and possible
request for assistance in the future (not known at this time). Hearing no further discussion, item will be
discussed further in closed session.
DISCUSSION/POSSIBLE ACTION REGARDING APPRAISAL COSTS FOR PRIORITY PROPERTIES

• Sheppard stated these appraisals are for the four Petition for Condemnation's approved at the May 6, 2025
meeting. The cost is $5,000 each. Discussed loans against these buildings and ownership. Hearing no further
discussion, motion by Kerber to approve the costs to prepare the appraisals, seconded by Mead. Schmid
questioned how long these will take, Sheppard stated there is no timeline but would estimate at least a month.
No further discussion, Roll Call Vote "Ayes" Kerber, Mead, Schmid, Cronce and Wendland. "Nays" none.
Motion carried.
FUTURE AGENDA ITEMS
• Schmid questioned when the business would be open on corner of Main and Division. Sheppard stated the
gourmet popcorn shop has been handing out samples and you can see a counter/shelves in place, so hopefully
that will be opening soon.
CLOSED SESSION
Go into Closed Session under Wisconsin State Statute 19.85(1)(e) deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session (re: Pahl, Hohn, and Benishek proposals for North Main Street building and
application for 114-1/2 S Main St.).
• Motion by Schmid to go into Closed Session and include city staff and Peter Thillman seconded by Wendland.
Motion carried by Voice Vote.
OPEN SESSION
Return to Open Session per Wisconsin State Statutes 19.85 (2) and take appropriate action, if required, on closed
session matters.
• Motion by Schmid to return to Open Session, seconded by Kerber. Motion carried by Voice Vote.
• Motion by Kerber to proceed as discussed and moved in closed session, seconded by Cronce. Motion carried by
Voice Vote.
ADJOURNMENT
• Motion by Kerber to adjourn, seconded by Schmid. Motion carried by Voice Vote. Meeting adjourned at 8:30
AM.
