All others welcome. It will be followed by the full meeting of the Commission from 4:00 PM to 6:00 PM, and will then be followed by a meeting of the Volunteers for the August 19th (20th if rain) fly-in/car show. It is anticipated that a motion will be made and seconded to go into closed session pursuant to Wisconsin Statutes 19.85 (1)(c) to discuss and deliberate personnel matters. B. Page 2 of 26 SHAWANO CITY-COUNTY AIRPORT COMMISSION MINUTES July 18, 2023 4:00 PM Shawano Airport Conference Room CALL TO ORDER The meeting of the Airport Commission will be preceded by an Airport Long-term Planning session beginning at 4:00 PM, involving members of the Commission, consultants from TKDA, The Wisconsin Bureau of Aeronautics, and others. The full Commission meeting will begin at 4:30 PM. Public invited. Chairman Seidel opened the meeting at 4:00PM. In attendance were Commissioners Engel, Timmerman, Milavitz, and Bloedorn as well as Director Brunson, Sam Lee (Bureau), Aaron Stewart (Westwood), Dillon Petrovitch (TKDA) and Todd Dobberstein (SAWM). The main focus of the meeting was the discussion of the Seaplane Base Alternative. Variations were discussed as a lead in to a more in-depth discussion to be held with seaplane pilots following the Commission meeting. Unable to join the subsequent meeting, Dobberstein expressed the SAWM support for improvement of the Seaplane Base, noting its significance to the waterway, tourism, and overall economic development of the area. Todd agreed to be part of the support process, shared certain DNR contacts likely to be helpful, and agreed to provide a letter of support for the Master Plan update documentation file. POTENTIAL DEVIATION FROM AGENDA A motion was made by Bloedorn, seconded by Timmerman, to deviate from the agenda as needed to facilitate the meeting flow and guests. Carried. APPROVAL OF AGENDA AND/OR OTHER MATTERS AUTHORIZED BY LAW A motion was made by Commissioner Bloedorn, seconded by Timmerman, to approve the agenda, with the addition of item 10. H. regarding the PAPI update. Carried. APPROVAL MINUTES OF PREVIOUS MEETING A. Approval of the Minutes of the June 27, 2023 Meeting of the Commission PUBLIC COMMENT None CORRESPONDENCE Various correspondence was received regarding the AWOS outage, fly-in, and AirVenture Race, responded to by Brunson. An invite was received from Omnni/Westwood to join them at EAA for the evening fireworks. Commissioner Engel reported receiving an email from County Administrator Davel advising that the Airport should expect all administrative support to come from the City. We had also been informed that we should not plan on counting on the County Shop for equipment repairs. The Airport will now be processing meeting postings, agendas, Page 3 of 26 minutes and other such matters via the City iCompass system. Special thanks to City personnel for help in the changeover. This position would manage and oversee the day to day activities at the Airport consistent with daily operations and administration as well as activities, planning, communicating, marketing, reporting and budgeting incidental to the mission, vision, and long-term plan of the Airport. A full job description can be found here. This is a full-time, 40-hour/week position. The salary range for this position is $40,000-$52,000, depending upon qualifications. A qualified applicant would have aviation knowledge and background, strong project management skills, excellent communication skills, ability to utilize a PC and Smartphone tools in daily activities, mechanical aptitude to aid with minor mechanical/maintenance issues, and ability to manage a budget.
