Page 2 of 24 SHAWANO CITY-COUNTY AIRPORT COMMISSION MINUTES November 21, 2023 4:00 PM Airport - N5468 N Airport Road, Shawano, WI CALL TO ORDER The November meeting will start at 4:00 PM with a planning session involving the Wisconsin Bureau of Aeronautics and consultants TKDA, during which the status of the Master Plan Update will be discussed as well as other matters incidental to Federal and State entitlement funding of projects. Public welcome. The full meeting of the Airport Commission will begin at 4:30 PM. Public welcome. A. The Planning Meeting of the Commission was called to order by Chairman Seidel at 4:00PM, joining the Commissioners present were Dillon Petrowitz of TKDA, Mark Graczykowski of the Bureau, and Aaron Stewart of Omnni/Westwood. The Master Plan Update Project Status Report was reviewed. The December meeting to focus on a more definitive review of the eligibility of project priorities. Indications are the first work on the PAPI project will be in the Spring. Graczykowski advised that procurement of the snow removal equipment to be proposed will have to go through the State bidding process. Shawano will most likely need a Hearing to incorporate the purchase of the equipment. Engel suggested TKDA utilize the MP Update and previously submitted project priorities summary as a basis for a Hearing sometime in the Spring. The MP need not be completed to have a hearing incorporating many of the early projects, including the equipment procurement. B. The regular meeting of the Commission was called to order by Chairman Seidel at 4:30PM. PLEDGE OF ALLEGIANCE ROLL CALL A. Present were Commissioners Seidel, Engel, Milavitz, Timmerman, and Bloedorn. B. Absent and Excused: Commissioner Barkow. C. Also present were Colin Isom, Clarence Schampers, Jeff Brunson, and City Administrator Eddie Sheppard. APPROVAL OF AGENDA A. A motion was made by Bloedorn, seconded by Timmerman, to approve the agenda. Motion Carried by voice vote 5-0. APPROVAL MINUTES OF PREVIOUS MEETING A. Approval of the minutes of the October and Special Budget meetings of the Commission. A motion was made by Bloedorn, seconded by Timmerman, to approve the minutes of the October meeting of the Commission and the Special Budget Meeting of November 7th, 2023, as read. Motion carried by voice vote 5-0. PUBLIC COMMENT A. Commissioner Milavitz commented that the coyote decoy bird abatement experiment was successful and thanked Engel for the loan of Larry, Moe and Curley. Isom will be purchasing additional decoys for the Airport. CORRESPONDENCE A. A letter was received from Ami Bagi of Accurate Appraisal informing the Airport that Hangar owners would be notified that they would no longer receive personal property tax assessments on their leasehold Page 1 of 14 Page 3 of 24 improvement-based private hangars but rather would receive real estate tax bills, pursuant to new Wisconsin Statutes. Additionally, the revised asset lists were received from the City and comments were provided by Engel. Colin to work with the City to clean it up. FINANCIAL/TREASURERS REPORT A. Financial Report Nothing further to report beyond the October information used in the special budget meeting. B. Budget Submission and Followup The Airport Budget was approved for submission at the November 7th meeting and submitted to Airport Sponsors by Secretary Engel following the meeting. Eddie Sheppard commented on the process and acknowledged receipt by both the City and County. Sheppard stated that the process to fully separate the County from the Airport was not complete and that the County would be required to submit its upcoming levy in support of the 2024 operating budget in an amount equal to the 2023 levy. The City will eventually take over that portion of the levy. The County will maintain some responsibility for the Airport until separation is approved by both the Bureau and the FAA. C. Discussion of insurance coverage and related information Commissioner Milavitz is working to set up a meeting with the City's insurance carrier, Administrator, Engel and Isom, to discuss insurance needs and coverage. The group will report back to the full Commission at the December meeting. AIRPORT DIRECTOR/MANAGER REPORT A. Airport Manager Report Review and Follow-up Actions An Airport Holiday party will be held on December 20, 2023, at Shawano Lake Country Club. The Commissioners invited Airport personnel and support personnel with spouses to attend. Cost to be covered by the six Commissioners. OLD BUSINESS A. Update on planning session with the Bureau and TKDA  Consensus on snow removal equipment need/configuration and process going forward for AIP funding  Timing on PAPI Project ... coordination and planning  Other matters See comments under Call to Order B. Update on the Fly-in/Car Show and related planning No report presented. Planning meeting was held by Sheridan earlier in the Month. C. Discussion and possible approval of plans for office build-out in the Maintenance Hangar Commissioner Milavitz reviewed the proposal provided by the City to build out a 14x14 office of maintenance in the maintenance hangar. The room would have an 8ft ceiling, an internal and external window, be insulated, and have HVAC. Total cost $12,500-$13,500. Discussion followed. The Consensus was that the cost was reasonable and that it would provide working space for maintenance operations, planning, location of manuals, and other materials in support of Airport equipment, in a secure environment. A motion was made by Timmerman, seconded by Bloedorn to approve the construction of the maintenance office, as discussed, for a total cost not to exceed $13,500, to be paid for with a transfer of funds from the Madison Reserve account. Roll call vote. "Ayes" Timmerman, Bloedorn, Milavitz, Seidel, and Engel. "Nays" None. Motion carried by roll call vote 5-0. Page 2 of 14 Page 4 of 24 D. Update on UTV trail and related matters Seidel reported on the meeting with the UTV Club and updated the Commission on the status of the trail. Fill along a portion of the trail near homes on Ash has impacted drainage. The Club will be installing a culvert in that area to facilitate drainage. The group is still working on the design and approval of a bridge across the the creek. E. Mondus sub-lease and office rehabilitation Engel and Isom reported having completed a sublease agreement with Mondus and the flying club. Additionally, Engel reported having received a text message from Mondus asking for permission to proceed with the renovations he had previously informed the Commission he planned to complete in the Hangar #13 office space. This is to be the replacement of carpeting, cleaning, and painting of the walls and ceiling, and a heating unit stubbed off the main hangar gas line into the back room. Given the consistency of the planned work with the earlier discussion, permission to proceed was granted. NEW BUSINESS A. Items for the next meeting:  Discussion of need for repainting of runway 17/35, related costs, funding and action thereon  Discussion of Airport security as relates to gate controls, alternatives, cost, funding, and action thereon NEXT MEETING DATE/TIME A. The next meeting of the Commission is set for December 19, 2023 at 4:30 PM with a planning meeting preceding it at 4:00 PM, at the Airport. EXECUTIVE SESSION A. It is anticipated that a motion will be made and seconded to go into closed session pursuant to Wisconsin Statutes 19.85 (1)(c) to discuss and deliberate personnel matters. A motion was made by Bloedorn, seconded by Timmerman, to proceed into closed session. City Administrator Sheppard was invited to join in the closed session. Motion carried by voice vote 5-0. B. It is anticipated that a motion will be made and seconded to come out of closed session. A motion was made by Engel, seconded by Bloedorn, to come out of closed session. Motion carried by voice vote 5-0. A motion was made by Timmerman, seconded by Bloedorn, to approve the 2024 compensation of the Airport Manager and Maintenance Manager, as discussed and agreed upon in the closed session. The City is authorized to proceed in establishing an employment agreement for 2024 for both Isom and Schampers. Roll call vote. "Ayes" Timmerman, Bloedorn, Engel, Seidel, and Milavitz. "Nays" None. Updates may follow the forecast review by FAA. • Alternatives Analysis: The Airport has selected a preferred airfield alternative and a preferred seaplane base alternative is being finalized. • Implementation Plan: TKDA is working to prioritize short-term projects ahead of master plan completion. Stats., starting 2024. We suggest that you work with the improvement owner(s) regarding your current lease/contract you have to agree on how the taxes will be allocated for 2024. You or the improvement owner have the ability to work with the County if you or they would like a new Parcel for the Improvement Value. This communication is our attempt to explain this new process and educate the Real Estate property owners in navigating this change. The Town of Wescott had a re-evaluation in 2022 and the Airport Hangars saw around a 34% of market increase at that time. If there was a sale on a Hangar that would have been considered when placing the market value. Regarding the WI Act 12 change for 2024, the value of the Airport Hangars will be put on Real Estate Parcel 048-28230-0170. Hopefully, Shawano County will have the ability to “split” the 2024 Tax Bill that will be mailed to the Real Estate owner. We encourage you to work with Shawano County, the Town of Wescott and the Airport Hangar owners in anticipation of this change for 2024. If there are any specific Hangars that you would like us to review the value for 2024, please let me know. We could arrange a 2024 field visit to the Airport, sometime early to late spring, to verify the data/conditions and take a picture of each Hangar for the Real Estate record. I’ve copied the Town Clerk (Angela Vreeke) and our Account Coordinator (Dana Remien) on this email so that we can all work together to navigate this change for 2024.
