ROLL CALL • Members present: Dave Kerber, Scott Nordin, Jim Meyer, Mark Bolin, Charlie Harvey, Rhonda Strebel and Todd Doberstein. • Absent: Curt Preston, Chuck Felts, and Sandra Steinke. • Others present: Bruce Milavitz, Eddie Sheppard, Peter Thillman, Lesley Nemetz, and Bruce Gomm. REVIEW OF PREVIOUS MEETING MINUTES • Minutes approved: May 11, 2023 corrected to add Craig Hoffman to “Others Present” Motion by Strebel, 2nd by Meyer, MC. COMMITTEE MEMBER COMMENTS • None. UPDATE ON KOLBY SUBDIVISION • Sheppard said he and Kolby did some research to determine the market value of the proposed residential lots on the former BHS property.They decided that the market would support a price of $50k per lot. The development estimate for phase 1 (31 lots) determined that a subsidy of $725k in TIF funding and a vacant lot tax rebate of $45k would be necessary to achieve that price point. The developer hopes that construction of Phase 1 will begin next summer. The property must be annexed to the City which may take 90 days. Covenants are being drafted which will need approval of SICDC and City Council. The Phase 2 development (16 lots) is separate and will be tied to a future acquisition due to the need for a sewage liftstation. Motion to go into closed session by Harvey, 2nd by Meyer, MC. OPEN SESSION Return to Open Session per Wisconsin Statutes Section 19.85(2) to take action, if necessary, on closed session items. • Motion by Meyer to return to Open Session per Wisconsin Statutes Section 19.85(2) to take action on Closed Session items, 2nd by Strebel, MC. Motion byStrebel to approve all items decided in Closed Session, 2nd by Doberstein, MC. UPDATE ON CITY ACTIVITY • Assistance in the form of a loan was approved by City Council for Stone Creations at 5.5% interest over 10 years. SMU has purchased the Radio Shack property as needed for their new facility. SMU will be moving their offices into a portion of the nearby Genex facility for approximately 1 year during construction of the new Page 1 of 2 Page 2 of 3  facility. Sheppard reported that the City had received a matching recreational grant for adding 18 boat slips to Huckleberry Harbor. RDA is working to acquire additional SIST properties, including the former Erickson Auto Plaza and former Subway. UPDATE ON SCEPI ACTIVITY • Thillman reported that the sale of a portion of the former Reinhart facility will close soon. Representatives for Komatsu will be coming to Shawano next month. Thillman said that housing assistance measures are being considered in the State budget and legislature. NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • None.
