Page 2 of 5 SHAWANO INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMITTEE MINUTES September 21, 2023 7:00 AM Shawano City Hall, 127 S Sawyer Street, Shawano, WI 54166 CALL TO ORDER • Chairperson Kerber called the meeting to order at 7:00 AM. ROLL CALL • Members Present: Dave Kerber, Chuck Felts, Mark Bolin, Rhonda Strebel, Curt Present, Jim Meyer, Todd Dobberstein, and Bruce Milavitz. Members Absent: Scott Nordin, Charlie Harvey, and Sandy Steinke. Others Present: Eddie Sheppard, Lesley Nemetz, David Moesch, Bruce Gomm, and local media. REVIEW/APPROVAL OF PREVIOUS MEETING MINUTES • Motion to approve minutes. Strebel/Milavitz. Motion carried by voice vote. COMMITTEE MEMBER COMMENTS • None. UPDATE ON TIMBERPRO/KOMATSU MEETING • Eddie discussed the City's invitation to meet with TimberPro/Komotso and WEDC - provided an update on future plans of the facility and staffing. Looking to double their production by the end of next year. Also held an open house the following day. Relayed to everyone what that also means to local businesses - 75% of their product is manufactured locally. They have been having meetings with these local businesses to make sure that every one is on board - very positive news to the community. Chuck went to the open house - was impressed with the amount of local and state companies that are producing their parts. Rhonda asked about workforce - when they are doing their expansion they will be creating a training center onsite to help with increasing their workforce numbers. Jim is there potential opportunity for additional businesses to also gain from these expansions. Eddie explained that those currently supplying parts will need to ramp up their output as well, but there is the potential for additional businesses to be included. Jim also asked if the executives are local - Eddie explained that we are getting them to the region, but some of them are still living in the Green Bay and Valley area. The added jobs will hopefully located to the community. Chuck mentioned that some do have a second home in the area. Dave stated it may be beneficial to have conversations with those small businesses to see if there is any help needed for these increases. UPDATE ON CHARTER ARROWCAST MEETING • The City also met with the new owners of Charter Aarrowcast - they have put $6 million of improvements into the facility already. They plan to add a second line that will be able to produce as much as they are now, doubling their output. They are looking to move to more technology base products - this will not decrease jobs, but change what people are doing. Significant plans for additional expansion of production. Limiting factor is workforce. When they took over, there were 90+ openings - they have worked on adding increased pay, better Page 1 of 3 Page 3 of 5 health insurance, etc. Currently at around 25 openings. Moved the executives from Charter Steel to the local plant. Dave asked if they would need to expand the footprint of the building. Eddie stated that they are looking into the potential of expanding. Strebel - asked how the cargo was transported. Currently not using the rail, but will be looking into possibilities of getting a rail spur. Right now everything goes by truck. Would like to get involved with community activities - how can they get involved. DISCUSSION REGARDING POTENTIAL USE OF PROPERTY AT 190 WOODLAWN DRIVE (OLD PICK'N SAVE) • Peter and Eddie has been working on an opportunity for the old Pick N Save property. Would be a different use of the space - production/manufacturing with the potential of some retail. Currently not zoned for that use. The possibility of job creation and bringing a known businesses to the community would be beneficial to the community. These big box type stores are getting more difficult to fill. Peter and Eddie will continue to work through the process and will provide additional details to SICDC as available. Strebel - stated with the new development and new access to the area perhaps more of the retail will move to that end of the property. Peter meeting with the company tomorrow to discuss needs - perhaps need assitance from the city and state. UPDATE ON CITY ACTIVITY • Kolby project is moving forward- working on the annexation process. Met with Town of Waukechon and School District to discuss the project and what access looked like. Thomas Avenue is a city street and will serve as the access for this phase of the project. Clearing of trees for the streets will begin this fall. Will be listing lots for sale next spring. Lots will be open to any one/any builder which will help create a unique neighborhood. Working through the covenants for the properties as well. Chuck asked if the covenants were able to be reviewed - Eddie stated that they are not quite ready yet. Hoping to finalize in the next month or two. Eddie stated that they want to make sure that there is a standard, but not making it overly restrictive. Chuck stated that he would like to see screw down roofs not be allowed - would prefer standing seam. Todd asked if any other developments recently required covenants previously. Eddie explained that the city isn't the one creating the covenants, and that it is up to the developer. Todd would like to have the city have the opportunity to have oversite. Eddie explained that this is what will happen for this development. Ongoing conversations with both east and west property owners are going well. • Dave asked if there were any updates on Stone Creations. Jim stated that it should be closing in October. • Muehls Property - very strong lead that is going to the RDA next week for review. • Another housing proejct that is on the starting process - hopeing to be able to bring that back to SICDC in the next month or so. • Two dental businesses are also looking to move into the City. Strive Behavioral has outgrown their current space, and is looking for room to expand. • Tidal Wave Auto Spa closed on the old Ponderosa property. City received a check for back taxes. They are planning to start construction in the spring. UPDATE ON SCEPI ACTIVITY Page 2 of 3 Page 4 of 5 • Went to the county board meeting - discussion regarding broadband - working on a grant for the Gresham/Tigerton area. County is willing to invest $200,000 into this project. • Heather Pahl is currently working on a Main Street WEDC Grant. This project is a continuation of the vast improvements to the downtown area. • Façade grant awarded to former Old Glory building. • Working on 4 site selections, discussed above und the City activity. NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING • Eddie stated that he is hoping to be able to provide additional information on the Woodlawn Drive as well as potentially dividing properties for medical developments. • Bruce Gomm gave update on SMU development. They found a concrete tank under the building after demo - has created a giant hole under. Building came down well, all cleaned up. Should be pouring the foundation next week. Hoping to have building erected and closed in with the gravel parking lot by Christmas. Rhonda asked about what was going on with Radio Shack - SMU takes possession on September 23rd. Asbestos remediation and then planning to demo in November. • Dave would like an update at the next meeting on where the TID districts are at with developments and investments. • Peter - daycare is becoming a bigger issue in the community - school has a proposal to include an 88 child daycare at Hillcrest. • Shawano Country Chamber is holding a Shawano Country Progress Summit regarding the Economic Forecast of the area on October 18th. Secretary Barca and John Koskinen will be at the Crescent Ball Room. This event is being presented by the Shawano Country Chamber, SCEPI, NWTC, Shawano School District, and Shawano Area Young Professionals. SET NEXT MEETING DATE • October 19th at 7:00 AM.
