CALL TO ORDER
• The meeting was called to order by Kerber at 7:00 AM.
ROLL CALL
• Members present: Dave Kerber, Scott Nordin, Curt Preston, Jim Meyer, Chuck Felts, Todd Doberstein, and
Rhonda Strebel.
• Absent: Charlie Harvey, Mark Bolin and Sandra Steinke.
• Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Dave Moesch, Kristin Floss and Grant
Frazier.
REVIEW OF PREVIOUS MEETING MINUTES
• Minutes approved: May 16, 2024, Motion by Strebel, 2nd by Preston, motion carried.
COMMITTEE MEMBER COMMENTS
• None.
STRIVE PROJECT PRESENTATION
• Kristin Floss gave an overview of her education and business background as owner of STRIVE Behavioral
Solutions LLC. Her Shawano clinic was opened in the former Braun Dairy building on Industrial Drive in the
City of Shawano in 2020. She opened a satellite clinic in Schofield in 2022. Currently she has 45 employees
with a 70% retention rate. The current Shawano clinic is at maximum capacity so she cannot hire more staff
until she has a larger facility. There is a wait list of 55 clients in Shawano who cannot be served without
additional space to hire more staff.
Grant Frazier of Keller Structures presented conceptual plans for an approximate 12,000 S.F. clinic to be
constructed on City property south of the proposed Wolf River Dental Clinic site off Engel Drive. The budget
for the facility is $3M with an anticipated fall 2024 or spring 2025 start. The building would include a fire
suppression system that would allow future additions without having to construct fire barrier walls. The
Shawano facility will continue to be the headquarters.
UPDATE ON CITY ACTIVITY
• Sheppard reported the following activity:
The developer’s agreement for the 60-unit apartment complex off County Road“B” is completed and
they are closing on the property on August 5th.
The Kolby residential development is going well with plenty of interest. They have sold some lots and
there are foundations in the ground.
The Wolf River Dental clinic project is moving forward.
There is continued interest in the Feivor property off Airport Drive.
Charter is buying properties around their facility and is looking to access rail service.
UPDATE ON SCEPI ACTIVITY
• Thillman reported that there are housing developments in progress in Bonduel and Wittenberg.
CLOSED SESSION
Go into Closed Session per Wisconsin Statutes Section 19.85 (1)(e) Deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified public business, whenever competitive or

bargaining reasons require a closed session.
• Kerber requested a motion to go into Closed Session per Wisconsin Statutes Section 19.85(1)(e)
deliberating or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified business,whenever competitive or bargaining reasons require a closed session.
Motion to go into closed session by Strebel, 2nd by Felts, Motion carried.
OPEN SESSION
Return to Open Session per Wisconsin Statutes Section 19.85(2) to take action, if necessary, on closed session items.
• Motion by Felts to return to Open Session per Wisconsin Statutes Section 19.85(2) to take action on
Closed Session items, 2nd by Preston, MC. Motion by Felts to move forward with actions taken on
Closed Session items, 2nd by Strebel, Motion carried.
NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING
• None.
