CALL TO ORDER
• The meeting was called to order by Kerber at 7:00 AM.
ROLL CALL
• Members present: Dave Kerber, Scott Nordin, Curt Preston, Charlie Harvey, Jim Meyer, Todd Doberstein, and
Rhonda Strebel.
• Absent: Chuck Felts, Mark Bolin, and Sandra Steinke.
• Others present: Eddie Sheppard, Peter Thillman, Matt Pleshek, and Dave Moesch.

COMMITTEE MEMBER COMMENTS
• None.
UPDATE ON CITY ACTIVITY
• Sheppard gave updates on a number of projects:
Wolf River Dental and Strive Behavioral Solutions are moving forward with design. Strive finalized
their development agreement. The two are coordinating utility installations. They will share a private
drive off Engel Drive. They anticipate April 2025 groundbreaking.
The Kolby development is going well. The asphalt binder course has been laid down on the street.
They are starting their 3rd home.
Developers are looking at new housing developments on the south side of the County “B” corridor, as
well as professional buildings. The Gretzingers are receptive to selling and negotiations are in progress.
Magee might also be interested in selling. These properties are in the Town of Washington and will
have to be annexed to the City. The developers are looking to do residential west of Waukechon Street
and mixed developments to the east. The County has access control on Highway “B” and probably
won’t allow individual drives.
Countertop Designs/Stone Creations have added additional employees and are very busy. They are
considering a new building on their facility off Jaycee Court.
The condo project (Dallas Waterstradt property) west of Airport Drive is on hold.
Charter Steel is looking to get rail access back in place. The City is investigating the potential to apply
for a TEA Grant (Transportation Economic Assistance, 50% match for qualifying road/rail projects).
Charter is purchasing property around their facility as is becomes available for future expansion.
The City was awarded a $4.25M grant for upgrading the Rec Center. The project includes new
mechanicals, a new pool deck, high-speed internet, and a building addition. The new mechanicals will
support a future gymnasium and pool addition as well as the existing facility.
Jimmy John’s will be coming. They are working on asbestos removal prior to demolition of the old
building.
The new car wash facility is coming, but is not under construction yet. They are busy with other
projects at this time.
UPDATE ON SCEPI ACTIVITY
• Thillman reported that he has been working with Dallas Waterstradt on the potential condo project. Dallas is in
need of funding.

Shawano will be hosting the DNR in talks about groundwater and environmental issues.
Thillman reported that since COVID the tax burden has been shifting towards residential properties. 10% of the
burden has shifted from commercial to residential in the last few years. The state has been kind to businesses,
as it assesses all commercial and industrial properties. For instance, Belmark’s building development cost them
$18M to build, but the assessment came in at $6.5M.
NEW BUSINESS TO BE CONSIDERED AT A FUTURE MEETING
• Sheppard hinted that there might be some County “B” corridor new at the next meeting.
