Sawyer Street, Shawano, WI 54166 CALL TO ORDER • The meeting was called to order by Kerber at 7:00 AM. ROLL CALL • Members present: Dave Kerber, Scott Nordin, Curt Preston, Rhonda Strebel and Jim Meyer. • Absent: Todd Doberstein, Charlie Harvey, Mark Bolin, Sandra Steinke, and Chuck Felts. • Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Bruce Milavitz, Dave Moesch, Craig Hoffman and Megan Lozano-Rodriguez (Lesch). REVIEW/APPROVAL OF PREVIOUS MEETING MINUTES OF JANUARY 16, 2025 • Minutes of January 16, 2025 approved. Motion by Meyer, seconded by Preston, motion carried. COMMITTEE MEMBER COMMENTS • None. COUNTERTOP DESIGN - EXPANSION PROJECT • Sheppard introduced Craig Hoffman from Stone Creations. Hoffman described their proposed project to construct an 8,884 S.F. building on their current property at 1257 Jaycee Court. The building would be used as a solid surface shop with related offices. They intend to move their existing solid surface shop from the Beauprey Road location into this new building on the Stone Creations campus. The new solid surface shop will be separate from the stone shop. It’s necessary to have these occupancies separated to prevent damage to equipment from abrasive dust. The new facility will have a loading dock which is not available at their current location. The cost for the new building will be in the range of $700k - $800k. The cost for utilities and paving is estimated at $80k. Hoffman said the contractor is set to begin soon and have the building completed by Memorial Day. Hoffman reported that business has been good. They have already hired 4 new employees this year. They anticipate additional employees will be added in the near future. The ask from the TID will be the cost of the pavement ($80k). Sheppard will calculate the payback for this investment and present that at our next meeting. UPDATE ON CITY ACTIVITY • Sheppard gave updates on the following projects:  Wolf River Dental will be starting this spring. Strive Behavioral Solutions is working on permitting. The City is installing utilities to serve these developments.  Pine View Estates has been approved by Planning Commission and Council.  Dearco continues to move forward with planning for their expansion.  A prominent hotel chain is looking at property on Main Street.  A professional service business is looking at two parcels of property off the east side of Airport Drive across from Gretzinger Landscaping. The parcels would be combined for this project. The north end of the property is wetland, but there will be 6-8 acres of developable land adjacent to Airport Drive. Municipal water is available along the property, but sanitary sewer will have to be extended there at a cost of $80k. The investment to develop the site and a 7,000–8,000 S.F. building will be $3-3½M. The site would support a similar sized expansion. Incentives from the TID would likely include the sewer extension and the cost of the land. More information will be available for the next meeting.  RDA has been active. Their funding is running low. More on this later.  The multi-story downtown residential development at the automotive parts site is in the planning stage. The building will be 3 or 4 stories, but will be under the 50’ height limit. Page 1 of 2 Page 2 of 3 UPDATE ON SCEPI ACTIVITY • Thillman reported that the Realtor’s association was working with legislators to revise TID law. The following changes are currently being considered: 1. Extending the housing exemption from 1yr to 3yrs. 2. Increasing the 12% test to 18%. 3. Increasing mixed use residential from 35% to 60%.
