CALL TO ORDER
The meeting was called to order by Kerber at 7:00 AM.
ROLL CALL OF MEMBERS
Members present: Dave Kerber, Scott Nordin, Curt Preston, Jim Meyer, Todd Doberstein, Jack
Young, Rhonda Strebel, and Chuck Felts
Absent: Mark Bolin
Others present: Eddie Sheppard, Peter Thillman, Lesley Nemetz, Bruce Milavitz, Dave Moesch,
Brian Della, Bruce Gomm and Jason Tadych.
Resignation: Charlie Harvey has resigned from the SICDC
APPROVAL OF AGENDA
Motion to approve agenda by Strebel, seconded by Meyer, motion carried.
APPROVAL OF PRIOR SICDC MEETING MINUTES
Minutes of May 15, 2025 approved. Motion by Meyer, seconded by Doberstein, motion
carried.

CONSIDER/APPROVE ACTION ITEMS
Tadych Housing Project: Sheppard introduced Jason Tadych and provided a handout on the
proposed project. Sheppard noted that TID #6 had been amended to include the project area.
The amendment is anticipated to be approved at next week’s Plan Commision meeting. Tadych
explained that the proposed project would be targeting families and empty-nesters looking for
higher end residential with low maintenance requirements. The project consists of 58 units, all
with 3 bedrooms and 2½ baths. Square footage of each unit would range from 1600–1700 SF.
Rentals would be offered at $2200-$2300 per month. Access will be off Rusch Road with a
private drive. The City will not be required to maintain the private drive or provide garbage
collection to the development. Utilities would be extended from Madison Way through an existing
easement. The project would be developed in 2 phases. The first phase would start on the south
and include six 6-unit apartments.
Waterstradt Land Housing Project. Sheppard reported that Dallas Waterstradt had been in
contact with a buyer interested in purchasing all or part of the property west of Airport Drive.
Dalton Rusch has proposed to purchase the north part of the property. If sold, development
would likely happen sooner. Sheppard said the property is included in the amended TID #6
boundary.
Update on City Activity. Sheppard reported that developers of Pine View Estates are looking to
add 33 units to their property east of Waukechon Street in TID #7. Kolby is in dialog with
Gretzinger, looking to obtain land for more single family residential. Sheppard also stated that he
is having conversations with people looking for business park property.

Update on SCEPI Activity. Thillman reported that the DOT will close on/off ramps on Hwy 29 at
Hwy 22 (Main Street) next Monday for road work. He also reported that the “Big Beautiful Bill”
includes an opportunity zone in Shawano. The current opportunity zone expires in 2026, so it will
need to be re-designated. That undertaking will probably require assistance from legislators.
The opportunity zone can provide tax advantages to those who invest within.
CLOSED SESSION
Motion made by Milavitz, seconded by Felts to go into closed session per Wisconsin State
Statute 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. Motion carried.
OPEN SESSION
Motion made by Felts, seconded by Milavitz to return to open session per Wisconsin State
Statutes 19.85(2) and take appropriate action, if required, on closed session matters,
motion carried.
Motion by Strebel, seconded by Felts to move forward with actions taken during closed
session, motion carried.
FUTURE AGENDA ITEMS
Sheppard will provide additional information regarding the Pine View Estates expansion.
