CITY OF SHEBOYGAN PUBLIC WORKS COMMITTEE MINUTES Monday, July 13, 2026 OPENING OF MEETING 1. Call to Order The meeting was called to order at 5:00 PM 2. Roll Call Alderpersons present: Chair Dekker, Vice Chair Kelly, Boorse, Heidemann, Menzer - 5 3. Pledge of Allegiance 4. Approval of Minutes Public Works Committee Meeting held on June 8, 2026 MOTION TO APPROVE MINUTES FROM JUNE 8, 2026 Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 5. Public Comment Limit of three minutes per person with comments limited to items on this agenda. ITEMS FOR DISCUSSION AND POSSIBLE ACTION 6. Res. No. 47-26-27 by Alderpersons Dekker and Kelly authorizing the Mayor to undertake the required actions to approve a buoy permit for a replacement buoy near the Edgewater Generating Station. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 7. Res. No. 51-26-27 by Alderpersons Dekker and Kelly authorizing the appropriate City officials to enter into a contract with Vinton Construction Company for the Erie Avenue and North 13th Street RRFB Project. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 8. Res. No. 52-26-27 by Alderpersons Dekker and Kelly authorizing the Mayor to enter into a State/Municipal Agreement with the State of Wisconsin Department of Transportation to update the existing traffic signals at the intersection of Erie Avenue and North 14th Street. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 9. Res. No. 53-26-27 by Alderpersons Dekker and Kelly authorizing the Mayor to enter into a State/Municipal Agreement with the State of Wisconsin Department of Transportation to update the existing traffic signals at the intersection of Indiana Avenue and South 14th Street. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 10. Res. No. 54-26-27 by Alderpersons Dekker and Kelly authorizing the Purchasing Agent to issue a purchase order for one (1) 2027 TYMCO 600 Street Sweeper for the Motor Vehicle Division of the Department of Public Works. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 11. Res. No. 57-26-27 by Alderpersons Dekker and Kelly authorizing the Director of Public Works to temporarily restrict access to a portion of beach August 7-9, 2026, and to authorize participating watercraft to dock and launch from a portion of the beach. MOTION TO RECOMMEND THE COMMON COUNCIL ADOPT THE RESOLUTION Motion made by Alderperson Kelly, Seconded by Alderperson Boorse Voting Yea: Dekker, Kelly, Boorse, Heidemann, Menzer - 5 12. Res. No. 58-26-27 by Alderpersons Dekker and Kelly authorizing the Chief of Police to temporarily close certain streets, to prohibit parking, and to close boat ramps within the Harbor Centre Marina in support of the 2026 IHRA Mercury Racing Midwest Challenge, August 6-9, 2026.
