Council Meeting – November 19, 2020
Mayor, David B. Eaton called the regular council meeting to order at 6:30 p.m. with the
following council members present: Shane Suttor, Pam Carter, Frank Page Mike Zoeller, Jon
Swindler and by Zoom, Troy Ethington.
City Employees Present: Fred Rogers and Carla Wainscott.
City Attorney: Steven Gregory
Minutes - Regular Called Meeting of November 5, 2020
Councilmember Zoeller moved to approve the minutes of the regular called meeting of
November 5, 2020, as read by the council members prior to the meeting. Seconded by
Councilmember Carter.
All voted “aye,” and the motion to approve the minutes carried. Zoom: Troy Ethington.
Re-appointments- Mayor David B. Eaton
Mr. Paul Schmidt to the Board of Ethics for a 3-year term to expire on December 31, 2023.
Mr. Mitchell Tinsley to the Joint City-County Recreational Board for a 4-year term to expire
December 31, 2024.
Councilmember Swindler moved to approve the re-appointments. Seconded by Councilmember
Suttor.
All voted “aye,” and the motion carried. Zoom: Troy Ethington.
Ordinance No. 2020-11-19/An Ordinance of the City of Shelbyville De-Annexing Property
and Removing Said Property from within the City’s Boundaries – 2nd Reading, Steven
Gregory
Steven Gregory, City Attorney read an ordinance of the City of Shelbyville de-annexing property
and removing said property from within the City’s boundaries.
Councilmember Page moved to approve the ordinance. Seconded by Councilmember Carter.
Upon Roll Call: Councilmember Suttor, Councilmember Carter, Councilmember Page,
Councilmember Zoeller, Councilmember Swindler and by Zoom: Councilmember Ethington.
All voted “aye,” and the motion to approve the ordinance carried.
Ordinance No. 2020-11-19(A)/An Ordinance Amending Chapter 73 of the City of
Shelbyville Code of Ordinances Relating to Fire Prevention – 2nd Reading, Steven Gregory
Steven Gregory, City Attorney read an ordinance amending Chapter 73 of the City of Shelbyville
Code of Ordinances relating to fire prevention.
Councilmember Ethington moved to approve the ordinance. Seconded by Councilmember
Carter.
Upon Roll Call: Councilmember Suttor, Councilmember Carter, Councilmember Page,
Councilmember Zoeller, Councilmember Swindler and by Zoom: Councilmember Ethington.
All voted “aye,” and the motion to approve the ordinance carried.

City Attorney’s Report, Steven Gregory
Mr. Gregory reiterated Governor Beshear’s COVID-19 requirements. We will be going virtually
for council meetings starting on December 3, 2020, until further notice.
City Clerk’s Report, Carla Wainscott
No Report.
Department Reports
Ms. Eilene Collins, reported to Shop Small on Saturday, November 28, 2020. Ms. Collins also
asked about the funding for Restaurants on Main Street. Mayor David Eaton advised her to get
in contact with Mr. Ray Leathers of the Industrial Foundation. Applications for this will be from
November 30, 2020 through December 18, 2020.
Mayor’s Report
Mayor Eaton advised Council to read this month’s issue of Shelby Life Magazine. Also, in your
packet is a copy of the monthly finance report.
Council Reports
Councilmember Carter stated that the Butterfly Bench has now been placed in front of
Commonwealth Bank and Trust.

Councilmember Zoeller moved to adjourn the meeting at 6:47 p.m. Seconded by
Councilmember Page.
All voted “aye,” and the motion to adjourn carried. Zoom: Troy Ethington.

at 6:30 p.m.
