Council Meeting – October 7, 2021 Mayor, David B. Eaton called the regular council meeting to order at 6:30 p.m. with the following council members present: Tom Hardesty, Pam Carter, Shane Suttor, Mike Zoeller, and Frank Page. Absent: Troy Ethington Pledge of Allegiance City Employees Present: Jennifer Herrell, Fred Rogers and Carla Wainscott. City Attorney: Steven Gregory Minutes – Public Hearing of September 16, Regular Meeting of September 16, 2021, Special Called Meeting of September 20, 2021 A motion was made by Councilmember Carter to approve the minutes of the public hearing of September 16, 2021, the regular scheduled council meeting of September 16, 2021, and the special called meeting of September 20, 2021, as read by the members prior to the meeting. Seconded by Councilmember Page. Absent: Troy Ethington All voted “aye” and the motion carried. Municipal Order No. 2021-10-07/An Order Authorizing the Sale of Surplus Property, Steven Gregory City Attorney, Steven Gregory, read a municipal order authorizing the sale of surplus property from the Shelbyville Police Department. Councilmember Hardesty moved to approve the municipal order. Seconded by Councilmember Suttor. Absent: Troy Ethington All voted aye and the motion carried. Absent: Troy Ethington Ordinance 2021-10-07/An Ordinance Amending Section 60.015 of Chapter 60 of the City of Shelbyville Code of Ordinances Relating to Occupational Licenses – 2nd Reading, Steven Gregory City Attorney, Steven Gregory read an ordinance amending Section 60.015 of Chapter 60 of the City of Shelbyville Code of Ordinances relating to occupational licenses. Councilmember Zoeller moved to approve the ordinance for the second reading. Seconded by Councilmember Page. Absent: Troy Ethington Upon roll call, all voted “aye” and the ordinance passed. Councilmember Page moved to approve the ordinance for the second reading. Seconded by Councilmember Zoeller. Absent: Troy Ethington Upon roll call, all voted “aye” and the ordinance passed. Absent: Troy Ethington Budget Ordinance/An Ordinance Adopting the City of Shelbyville Budget Amendment for FY 2021-2022 for the Revenues and Resources Appropriated for the Operation of Cit Government - 1st Reading, Steven Gregory Mayor, David B. Eaton, read an ordinance adopting the City of Shelbyville budget amendment for FY 2021-2022 for the revenues and resources appropriated for the operation of city government. Councilmember Carter moved to approve the ordinance. Seconded by Councilmember Zoeller. Absent: Troy Ethington Public Comments - Individuals may speak up to 3 minutes. Group spokesperson may speak up to 5 minutes No Comments. City Attorney’s Report, Steven Gregory No report. City Administrator – Fred J. Rogers No report. City Clerk’s Report, Carla Wainscott Reported on Property Taxes. Department Reports Jennifer Herrell, Public Works Engineer, reported that the Household Hazardous Waste event will take place on October 16, 2021. Public Works will begin leaf pick-up at the end of October 2021. The lot on Bradshaw Street was cleared of brushes. Paving will be completed from North of Washington to the bridge on 7th Street by the end of October 2021. Projects that include the Shelbyville Police Department and Convention Center, they are working on punch lists. Public Works will be assisting the Golf Course on their project. Celebration of Lights will take place on November 13, 2021, from 3:00 p.m. – 8:00 p.m. Chenelle McGee, Shelby County Tourism, thanked the Mayor and Council for all they do for Tourism. There is a job opening for a full-time trolley driver. Mayors Report Mayor Eaton informed council that on October 14, 2021, there will be a Morning Mixer at Servpro. Council Reports Councilmembers indicated that the Conference Center grand opening was triumphant. Councilmember Carter also commented on the Shelbyville Employee Banquet. Councilmember Suttor would like to know how many years board commissioners have been serving on that board before re-appointing.
