Council Meeting – March 2, 2023 Mayor, H. Troy Ethington, called the council meeting to order at 6:30 p.m. with the following council members present: Tom Hardesty, Amy Smitha, Pam Carter, Sally Pollett Zaring, Mike Zoeller and Frank Page. City Employees Present: Chief Bruce Gentry, Jennifer Herrell, Chief Rob Rothenburger and Carla Wainscott. City Attorney: Steven Gregory All present pledged allegiance to the flag Minutes – Regular Called Meeting of February 16, 2023 Councilmember Hardesty advised that the meeting date needs to be changed to February 16, 2023. Councilmember Carter moved to approve the minutes of the regular called meeting of February 16, 2023, as read by the council members prior to the meeting. Seconded by Councilmember Zoeller. All voted “aye” and motion carried. Municipal Order No. 2023-03-02/An Order Approving a Pay Increase for Part-time City of Shelbyville Firefighters, Steven Gregory Steven Gregory, City Attorney, read an order approving a pay increase for part-time City of Shelbyville firefighters. Councilmember Carter moved to approve the motion. Seconded by Councilmember Zoeller. All voted “aye” and the motion carried. Municipal Order No. 2023-03-02(A)/An Order Declaring Real Property Owned by the City of Shelbyville to be Surplus Property and Providing for the Disposal of Said Property, Steven Gregory Steven Gregory, City Attorney, read an order declaring real property owned by the City of Shelbyville to be surplus property and providing for the disposal of said property. Councilmember Hardesty moved to approve the motion. Seconded by Councilmember Smitha. All voted “aye” and the motion carried. Bid Approval – Chief Bruce Gentry Chief Gentry, Shelbyville Police Department, is proposing Council approve three (3) new police vehicles from Shelbyville Chrysler at a cost of $35,750 per vehicle with delivery date of July 1, 2023. Councilmember Zaring moved to approve the bid approval. Seconded by Councilmember Page. All voted “aye” and the motion carried. Public Comments No Public Comments City Attorney’s Report Steven Gregory discussed the National Opioid Settlement which the City of Shelbyville received $54,000. A new National Opioid Settlement is in its second stage. City Administrator’s Report Fred Rogers – No report. City Clerk’s Report Carla Wainscott – No report. Department Reports Jennifer Herrell, City Engineer, reported the City Hall mitigation and restoration project from the sprinkler damage will begin in the upcoming weeks. The filling of Public Works Maintenance II positions applications is being taken with a deadline of March 16, 2023. Mrs. Herrell has submitted the Household Hazardous Waste grant application for 2023-2024 budget year. The Burks Branch Road Bridge Rehabilitation Project and Lake Shelby Bath House Project both should go out for bid in March 2023. Mrs. Herrell is also working on the 2022 MS4 Stormwater report. Janette Marson, ShelbyKy Tourism, stated that tourism is inquiring about a Multi-Jurisdictional Grant for a Black History Trail. It would include Calvary Cemetery, Harlem Hell Firefighters, signs, descriptions, and would include Shelbyville, Shelby County, and Simpsonville. Tourism is busy marketing and advertising. Chief Bruce Gentry, Shelbyville Police Department, indicated that Officer Scott Chappel will be an ABC Officer. The department is still looking to hire 1 part-time and 1 full-time police officers. The building is being painted on the outside of the historic area. The opioid settlement of $54,000 has not been used as of this date. Chief Rob Rothenburger, Shelbyville Fire Department, advised the council his report for February 23, 2023, is included and asked if there were any questions. Matt Mattingly, Shelbyville/Shelby County Parks Director, discussed the Greenway Trail and mile markers. Mr. Mattingly discussed needing radios for safety reasons. Mayor’s Report Mayor Ethington advised the council that there will be a public hearing on March 16, 2023, at 6:15 p.m. KLC City Day/City Night was a success. He is currently working on the budget for 2023-2024. On March 9, 2024 there is a U of L Hospital blood drive. The Habitat for Humanity banquet will be held on Saturday, March 11, 2023, at 6:00 p.m. Traditional Bank will host the morning mixer on March 17, 2023. Council’s Report Councilmember Smitha indicated that the Mock Trial consisting of 15 children/2 coaches may reach the Nationals and asked if the City could consider a donation. Councilmember Carter reiterated the time and date of the Habitat for Humanity banquet. Councilmember Zaring asked about the train tracks behind Veterans Village and the triggers it could cause PTSD victims. Suggested asking for a quiet zone in that area. Councilmember Carter moved to adjourn the meeting at 7:40 p.m. Seconded by Councilmember Smitha. All voted “aye” and motion carried. __________________________ H.
