Special Called Council Meeting- July 27, 2023 The following council meeting was called to order by Mayor H. Troy Ethington at 6:30 p.m. with the following councilmembers present: Sally Pollett Zaring, Tom Hardesty, Mike Zoeller, Pam Carter and Amy Smitha. Absent Frank Page. City Attorney: Steven Gregory City Employees Present: Meagan Whitacre, Jennifer Herrell, Rob Rothenburger, and Barry Edington. All present pledged allegiance to the flag. Minutes – Regular Meeting of July 6, 2023 A motion was made by Councilmember Carter to approve the minutes of the regular scheduled council meeting of July 6, 2023, as read by the members prior to the meeting. Seconded by Councilmember Smitha. All voted “aye” and the motion carried. Absent Councilmember Page. Ordinance No. 2023-07-27/An Ordinance Annexing Property to the City of Shelbyville and Adopting a Zone Change, 2nd Reading, Steven Gregory Steven Gregory, City Attorney, read a summary of an ordinance annexing property owned by Holloway and Son Construction Company off Benson Pike and Highway 43/Cropper Road to the City of Shelbyville and adopting a zone change of light industrial (I-1) for tracts 1,3 and 4 and very low density residential (R-1) for tract 2. Councilmember Hardesty made a motion to approve this ordinance for a second reading. Seconded by Councilmember Zoeller. Upon roll call, all voted “aye” and the ordinance passed. Councilmember Hardesty, Councilmember Smitha, Councilmember Carter, Councilmember Zaring and Councilmember Zoeller. Absent Councilmember Page. Resolution No. 2022-02-10(F) Amendment (ARP-SFD HVAC)/ Amendment to a Resolution Regarding the ARP SLFRF Program and Funding for the Shelbyville Fire Department HVAC System Replacement Project Steven Gregory, City Attorney, read a summary of an amendment to a resolution regarding the ARP SLFRF Program and Funding for the Shelbyville Fire Department HVAC System Replacement Project. Mr. Gregory explained that the amendment was to the cost of the project from $28,400 to $42,000. Chief Rob Rothenburger, City Fire, explained that this is to replace aging equipment that is becoming harder to find replacement parts for. Also, this new system incorporates new technology that will help mitigate any airborne diseases with a better filtration system. Councilmember Carter made a motion to approve this amendment to the resolution. Seconded by Councilmember Zaring. All voted “aye” and the motion carried. Absent Councilmember Page. Public Comments None. City Attorney’s Report None. City Administrator’s Report, Fred Rogers None. City Clerk’s Report, Meagan Whitacre None. Department Reports Jennifer Herrell, City Engineer, provided the council with updates on current projects. The Burks Branch Bridge Project is complete with minor repairs still to be done under the bridge with possibly a one lane closure. The project was completed on budget. The 7th Street Bridge banner has been put back up. The department is re-painting curbs around downtown. The city has received lots of rain, she encourages all to watch out for clogged drains and either clean them or report it to the Public Works Department to clean and cover. The paving schedule is behind and will possibly be done in the spring versus this fall. Janette Marson, ShelbyKY Tourism, provided Council with a recent tourism report and statistics. The Tourism Department is preparing their booth for the Kentucky State Fair from August 17-27, 2023. Purnell’s Sausage will be creating a commercial featuring the trolley to run during the Kentucky State Fair. The department is preparing for travel shows. The Ready Fest Event hosted at the conference center was well attended this past weekend. Chief Rob Rothenburger, City Fire, thanked council and the mayor for the invitation to the Jubilee Breakfast. He thanked Tourism for the use of the Conference Center for the firefighter graduation. He provided the council with a written report. The new rescue pumper is scheduled to arrive in September or October 2023. The department was awarded several grants. Ch. Rothenburger advised all to take it easy during the heat. Mayor’s Report Mayor Ethington reported he was pleased with the success of the Ready Fest Event; the number of kids that were impacted was extraordinary. He thanked all who put the event together. The calendar of events is in the council packets. He reminded Council and those in attendance that the biggest event of the city, the Shelbyville Horseshow, is starting next week. We have an opportunity to showcase and entertain visitors to our community. He praised the department heads for making sure all their employees were safe during the recent heat. Council Reports Councilmember Hardesty also touched on the recent heat wave and expressed caution during this time. He thanked the Kentucky League of Cities for awarding the city a safety grant. He also reminded everyone in attendance that the horseshow was a great time to showcase our community. Councilmember Smitha enjoyed the Jubilee Breakfast and was looking forward to the Horse Show. Councilmember Carter mirrored Councilmember Smitha’s comments. She also reported that there were a few family activities the city recently sponsored, the Family Game Night at Stargazer Plaza, and the Police Department and the Norris and Theretha Beckly Foundation Kids Summer Camp. Councilmember Zaring reported that she has appreciated being able to view the community through the lens of a councilmember. She was thrilled and thankful that so many more were able to be served at Ready Fest. She also mentioned that she was so thrilled to witness the collaboration of groups and the community. A motion was made to adjourn the special-called council meeting at 6:59 p.m. by Councilmember Zaring. Seconded by Councilmember Smitha. All voted “aye” and the motion carried.
