Council Meeting – October 19, 2023 Mayor, H. Troy Ethington, called the council meeting to order at 6:30 p.m. with the following council members present: Tom Hardesty, Pam Carter, Sally Pollett Zaring, Mike Zoeller and Frank Page. City Employees Present: Jennifer Herrell, Fred Rogers and Carla Wainscott. City Attorney: Steven Gregory All present pledged allegiance to the flag Minutes – Regular Called Meeting of October 5, 2023 Councilmember Carter moved to approve the minutes of the regular meeting of October 5, 2023, as read by the council members prior to the meeting. Seconded by Councilmember Smitha. All voted “aye” and the motion carried. Ordinance No. 2023-10-19/Authorizing the Issuance of General Obligation Bond Anticipation Note, Series 2023 to Provide Interim Financing for the Acquisition, Construction, Installation and Equipping of (I_ a Wastewater Treatment Plant, (II) New Water and Sewer Transmission Lines, and (III) Various other Improvements to the City’s Municipal Water and Sewer System – 2nd Reading, Steven Gregory Steven Gregory, City Attorney, read an ordinance authorizing the issuance of General Obligation Bond Anticipation Note, Series 2023 to provide interim financing for the acquisition, construction, installation and equipping of (I) a Wastewater Treatment Plant, (II) New Water and Sewer Transmission Lines, and (III) Various other Improvements to the City’s Municipal Water and Sewer System. Councilmember Page moved to approve the ordinance. Seconded by Councilmember Hardesty. Upon Roll Call: Councilmember Hardesty, Councilmember Smitha, Councilmember Carter, Councilmember Zaring, Councilmember Zoeller and Councilmember Page. All voted “aye” and the motion carries. Ordinance No. 2023-10-19(A)/An Ordinance Enacting and Adopting a Supplement to the Code of Ordinances of the City of Shelbyville, Kentucky – 2nd Reading, Steven Gregory Steven Gregory, City Attorney, read An ordinance enacting and adopting a supplement to the Code of Ordinances of the City of Shelbyville, Kentucky Councilmember Page moved to approve the ordinance. Seconded by Councilmember Zoeller. Upon Roll Call: Councilmember Hardesty, Councilmember Smitha, Councilmember Carter, Councilmember Zaring, Councilmember Zoeller and Councilmember Page. All voted “aye” and the motion to approve carries. Committee Report on Downtown Reinvestment – Councilmember Hardesty and Councilmember Zaring Mr. Fred Rogers reported on the historic structures and advised that Councilmember Hardesty and Councilmember Zaring oversaw the applications. The Councilmembers recommended 3 businesses for funding, which include 430 Main Street, 537 Main Street and 627 Main Street. KLC Presentation – Bryanna Carroll Ms. Carroll presented the House of Representatives Mrs. Jennifer Decker the “Friend of Kentucky Cities” award. Public Comments No public comments. City Attorney’s Report Steven Gregory – No report. City Administrator’s Report Fred Rogers reported that the mayor held a department head meeting regarding their budgets, and everything is running smoothly. City Clerk’s Report Carla Wainscott – No report. Department Reports Jennifer Herrell, Engineer, Shelbyville Public Works, stated that the Household Hazardous Waste Event was successful. Leaf pick-up is the month of October 2023. The department has hired 3 new employees. Celebration of Lights decorations will be set up before Halloween. Janette Marson, Shelbyville/Shelby County Tourism, reported on the Bourbon Distilleries and the impact it is having on Shelbyville/Shelby County. The Southern Kentucky films are coming into the county/city. The Conference Center is booking into 2025. Mayor’s Report Mayor Ethington reported that Halloween will be from 5p.m. to 8:00 p.m. Trick or treating will also be held on Main Street from noon until 2:00 p.m. and Shelby County Parks from 5:00 p.m. to 6:30 p.m. on Saturday. A Proclamation was read on Monday, October 16, 2023, for Bus Safety Awareness which took place the week of October 16 – 20, 2023. There will be a mid-day mixer at the Dorman Center on November 1, 2023, from 11:30 a.m. to 1:00 p.m. Council’s Report Councilmember Smitha reported that Shelbyville/Shelby County Parks are having sign-ups for Basketball and Foosball which ends on October 30, 2023. Volunteer Clean-up Day at Shelby County Trails is November 4, 2023, from 2:00 -4:00 p.m. Wagon Rides on November 14, 2023. Councilmember Carter wanted to thank the Public Works Department for the Household Hazardous Waste Event. The Dare 5K Race in honor of Officer Thomas Elmore was successful. Councilmember Zaring had the honor of speaking at Latino Night. A motion to go into closed session at 7:08 p.m. was made by Councilmember Zaring and seconded by Councilmember Hardesty. Closed Session In accordance with KRS 61.810(a)(C) – Discussions of proposed or pending litigation against or on behalf of the public agency. Motion to go back into Council Meeting at 7:51 p.m. by Councilmember Carter. Seconded by Councilmember Hardesty. A motion was made to adjourn the regular-called council meeting at 7:52 p.m. by Councilmember Zaring. Seconded by Councilmember Smitha.
