Council Meeting – March 20, 2025 Mayor H. Troy Ethington called the council meeting to order at 5:30 p.m. with the following council members present: Tom Hardesty, Pam Carter, Sally Pollett Zaring, Georgina Ivers, Shane Suttor and Frank Page. City Employees Present: Meagan Whitacre, Chief Bruce Gentry, Fred Rogers, Jennifer Herrell, Assistant Chief Tiger Tucker, Major Bill White, Julee Snyder, Sarah Ivers, Beth Williams along with several firefighters and police officers. City Attorney: Steven Gregory All present pledged allegiance to the flag Minutes – Regular Called Meeting of March 6, 2025 Councilmember Page moved to approve the minutes of the regular-called meeting of March 6, 2025, as read by the council members prior to the meeting. Seconded by Councilmember Zaring. All voted “aye”, and the motion carried. Police Pinning Chief Bruce Gentry and Major Bill White presented several officers with life safety awards and pins for heroic lifesaving actions on the job. Appointment of New Shelbyville Fire Chief Mayor Ethington announced the appointment of Carlton Holbert to be promoted to Fire Chief. A motion was made by Councilmember Ivers to approve the appointment. Seconded by Councilmember Zaring. All voted “aye”, and the motion carried. Annual Audit Report Drew Ulmer of Baldwin and Associates CPAs, PLLC presented Council with the 2023-2024 City of Shelbyville Audit Report. The city received a clean audit. Bid Approval Jennifer Herrell, City Engineer, presented council with a bid recommendation for the Weissinger Hills Golf Course Restroom Building Project to be awarded to GCU Custom Builders with a base bid of $276,000 and the add alternate second restroom of $138,000. A motion was made by Councilmember Page to approve the bid recommendation. Seconded by Councilmember Suttor. All voted “aye”, and the motion carried. Ordinance No. 2025-03-20/An Ordinance of the City of Shelbyville, Kentucky Relating to Short-term Rental Properties Steven Gregory, City Attorney, read a summary of an ordinance relating to short-term rental properties. Councilmember Zaring made a motion to approve the ordinance for a second reading. Seconded by Councilmember Page. Upon roll call, the following councilmember(s) voted “aye”: Councilmember Hardesty, Councilmember Ivers, Councilmember Carter, Councilmember Zaring, Councilmember Suttor and Councilmember Page. The motion passed unanimously. Public Comment None. City Attorney’s Report Steven Gregory, City Attorney, informed council that a hearing took place with Triple S Planning and Zoning to request a rezone to the Ruble property at the corner of Harrington Mill Road and the bypass from agriculture to R4 and commercial. If this issue is requested to be reviewed by the council, Mr. Gregory can advise on the options that are available. Department Reports Jennifer Herrell, Public Works, announced that a traffic pattern change will take place with installation of a stop sign and painted line at 11th Street and Henry Clay Street. Reminded Council that Clean Up Shelbyville event will be April 7 through 11th. She is working on the KLC Safety Grant with all departments. A retirement party for Tom Wright, a city employee for 15 years, will be held at City Hall on March 27, 2025, from 3-6 p.m. She reported that the golf course is working to install a patio; the project is currently on hold so as not to interfere with the upcoming restroom project as some underground lines may need to be installed under the planned patio area. The deadline for applications for the storm water maintenance position was today; if no applications were received, she will have to re-evaluate the process. Mayor’s Report Mayor Ethington reported that work on the 2025-2026 fiscal year budget is still ongoing. He reported on several new downtown businesses and current businesses moving. He touched on several local calendar items. Council Reports Councilmember Carter reported that she, Councilmember Page and the Mayor are working with the Park Board and witnessing very positive things happening. Councilmember Zaring was excited about the appointment of the new fire chief. A motion was made to adjourn the regular-called council meeting at 6:35 p.m. by Councilmember Zaring. Seconded by Councilmember Carter. All voted “aye” and motion carried. The meeting of April 3, 2025, has been cancelled. The next regular meeting is scheduled for April 17, 2025, at 5:30 PM. __________________________ H.
