Council Meeting – August 7, 2025 Mayor H. Troy Ethington called the regular-called council meeting to order at 5:30 p.m. with the following council members present: Georgina Ivers, Pam Carter, Sally Zaring, Shane Suttor and Frank Page. Absent: Tom Hardesty City Employees Present: Chief Gentry, Jennifer Herrell, and Carla Wainscott. City Attorney: Steven Gregory All present pledged allegiance to the flag. Minutes – Regular called Meeting of July 17, 2025 Councilmember Carter moved to approve the minutes of the regular-called meeting of July 17, 2025, as read by councilmembers prior to the meeting. Seconded by Councilmember Ivers. All voted “aye” and the motion carried. Ordinance/An Ordinance of the City of Shelbyville Amending the Title and Position of Recruitment and Retention Officer/Administrative Assistant for the Shelbyville Fire Department – 1st Reading, Steven Gregory Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the title and position of Recruitment and Retention Officer/Administrative Assistant for the Shelbyville Fire Department. Councilmember Zaring moved to approve the ordinance. Seconded by Councilmember Suttor. Absent: Tom Hardesty Ordinance No. 2025-08-07/An Ordinance of the City of Shelbyville, Kentucky Amending the Salary Ranges as set out in Ordinance No. 2024-06-20 – Second Reading, Steven Gregory Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville, Kentucky amending the salary ranges as set out in Ordinance No. 2024-06-20. Councilmember Page moved to approve the ordinance. Seconded by Councilmember Suttor. Upon Roll Call: Councilmember Ivers, Councilmember Carter, Councilmember Page, Councilmember Suttor and Councilmember Zaring all voted “aye” and the motion carried. Absent: Tom Hardesty Ordinance No. 2025-08-07 (A)/An Ordinance of the City of Shelbyville, Kentucky Amending the Pay Structure set out in Ordinance No. 2024-06-20(B) for the City of Shelbyville Fire Personnel – Second Reading, Steven Gregory Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville, Kentucky amending the pay structure set out in Ordinance No. 2024-06-20(B) for the City of Shelbyville Fire Personnel. Councilmember Page moved to approve the ordinance. Seconded by Councilmember Carter. Upon Roll Call: Councilmember Ivers, Councilmember Carter, Councilmember Page, Councilmember Suttor and Councilmember Zaring all voted “aye” and the motion carried. Absent: Tom Hardesty Ordinance No. 2025-08-07(B)/An Ordinance Amending Sections 60.003 and 60.014 of Chapter 60 of the City of Shelbyville Code of Ordinances Relating to Occupational License Taxes and Fees – Second Reading, Steven Gregory Steven Gregory, City Attorney, read an ordinance amending Sections 60.003 and 60.014 of Chapter 60 of the City of Shelbyville Code of Ordinances relating to occupational license taxes and fees. Councilmember Suttor moved to approve the ordinance. Seconded by Councilmember Page. Upon Roll Call: Councilmember Ivers, Councilmember Carter, Councilmember Page, Councilmember Suttor and Councilmember Zaring all voted “aye” and the motion carried. Absent: Tom Hardesty Public Comments No Public Comments City Attorney’s Report No Report Department Reports Mrs. Jennifer Herrell, City Engineer, indicated that construction continues for Weissinger Hills bathrooms, patio area, handrail and cooking hut. Public Works Maintenance Garage and Office Building Project – footers are poured, working on foundation walls, continuation of work on site. In a few months, Daniel Field restrooms will be under construction. Household Hazardous Waste will be held on October 11, 2025. Mayor’s Report Mayor H. Troy Ethington advised that the 311 applications with CivicPlus and Apple will launch in September 2025. The KMMAC Conference was successfully held at the Shelbyville Conference Center July 31, - August 1, 2025. The fire department held a pinning ceremony dinner at the conference center on Wednesday. The David B. Eaton/Weissinger Hills Scholarships were awarded to Olivia Hardigree and Kyle Mcglaughlin in the amount of $500.00. Council Report Councilmember Ivers, Carter, Zaring and Suttor reported that the 5K Dare on August 2, 2025, in remembrance of Thomas Elmore was a success. Councilmember Ivers also reminded everyone of the Community Event hosted by the Shelbyville Police Department is being held on August 8, 2025 at the Kroger parking lot at 5:30 p.m. Adjourn Councilmember Zaring moved to adjourn the meeting at 6:10 p.m. Seconded by Councilmember Suttor. All voted “aye” and the motion carried. There will be a Public Hearing at 5:15 p.m. on August 21, 2025 The next regular meeting is scheduled for August 21, 2025, at 5:30 p.m. _________________________ H.
