MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD SEPTEMBER 16, 2025 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on September 16, 2025. The meeting was called to order by Mayor Judy Nation. Roll Call: Hunt, Wiles, Blair, Rissler, Carroll, Burns, Allen— present. City Representatives Present: Christina Petriches, Interim City Administrator; Jene Fain, City Clerk; Amanda Vaught, Administrative Assistant; Scott Miller, Police Chief; Dustin Kindel!, Fire Chief; Dennis Kindy, Streets Superintendent; Kris Paxton, Administrative Services Director; Ben Rhoads, Senior Planner; Kyle Belts, Planner I, Brent O' Neal, City Engineer. Director Hunt led the opening prayer. Mayor Nation led the Pledge of Allegiance. At this time, Mayor Nation asked if there were any comments from the audience regarding an item not on the City' s agenda. Randy Torres 19208 Fisher Ford Rd visited a summit with other leaders and thanked Kris Paxton for being at the summit and representing the community so well. Mary Nolan, Siloam Springs Museum Director, discussed how the Rotary Club giving the Mark Simmons Award to Dr. Chip and Carrie Pollard. Alma Sanchez, 9004 Overland Dr., owns Parkhouse Kitchen and Bar downtown. Mrs. Sanchez brought to the Board safety concerns of the one- way street on N. College St. Presentations Christina Petriches/ Update/ Public Works/ Streets& Infrastructure/ Highway 59 Overpass. The mayor asked if there were any comments on an item on the Consent Agenda. There were none. Consent Agenda A. Regular Meeting Minutes/ September 2, 2025 A motion to approve the consent agenda was made by Allen and seconded by Rissler. Motion passed unanimously. Regularly Scheduled Items Item B: Contract/ Public Works Department/ Streets& Infrastructure/ McClelland Consulting Engineers/ Waukesha Road Realignment/$ 211, 325. Dennis Kindy briefed the item. A motion was made by Rissler and seconded by Blair to approve the contract. Ben Rhoads briefed this item. Kim Hadley, JBU Executive Vice President, discussed needing by January 2026 but due to the increase in enrollment now would be great. A motion was made by Rissler and seconded by Allen to place Ordinance 25- 28 on its second and third reading, suspending the rules and ready by title only. After lengthy discussion, motion passed 6- 0, 1 abstain by Hunt, due to Employment. An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); REZONING ( FROM R-2 TO G- I) PROPERTY LOCATED AT 103 SOUTH HOLLY STREET; was read on its second and third reading. A motion to adopt Ordinance 25- 28 was made by Rissler and seconded by Burns. Motion passed 5- 1, 1 abstain by Hunt. Item D: Ordinance 25- 29/ 2" d Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezoning from A- 1 to C- 2/ 400 to 500 Block of North Simon Sager Avenue. Ben Rhoads briefed this item. A motion was made by Rissler and seconded by Burns to place Ordinance 25- 29 on its second reading, suspending the rules and ready by title only. Motion passed 6- 0, 1 abstain by Allen due to Family reasons. An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); REZONING ( FROM A- 1 TO C- 2) PROPERTY LOCATED AT 400 TO 500 BLOCK OF NORTH SIMMON SAGER AVENUE; AND AMENDING THE FUTURE LAND USE MAP OF THE SILOAM SPRINGS 2040 COMPREHENSIVE PLAN; was read on its second reading. Item E: Ordinance 25- 30/ 2nd Reading/ Annexation of 176 acres / 14000 to 15000 Block of AR 59 and the 20600 Block of Bill Young Road. Ben Rhoads briefed this item. A motion was made by Rissler and seconded by Allen to place Ordinance 25- 30 on its second reading, suspending the rules and ready by title only. Motion passed 7 unanimously. Board of Directors Meeting Minutes Page 13 September 16, 2025 An ordinance entitled: AN ORDINANCE ACCEPTING THE ANNEXATION OF CERTAIN TERRITORY DESCRIBED 14000 TO 15000 BLOCK OF ARKANSAS HIGHWAY 59 AND THE 20600 BLOCK OF BILL YOUNG ROAD TO THE CITY OF SILOAM SPRINGS, ARKANSAS; ASSIGNING THE SAME TO A WARD; AND AMENDING THE FUTURE LAND USE MAP OF THE SILOAM SPRINGS 2040 COMPREHENSIVE PLAN was read on its second reading. Item F: Ordinance 25- 31 / 2nd Reading / Vacation of a Drainage Easement / 1113 East Ashley Street. Ben Rhodes briefed this item. A motion was made by Rissler and seconded by Allen to place Ordinance 25- 31 on its second reading, suspending the rules and ready by title only. Motion passed unanimously. An ordinance entitled: AN ORDINANCE VACATING AND ABANDONING DRAINAGE EASEMENTS AT 1113 EAST ASHLEY STREET; was read on its second reading. Item G: Ordinance 25- 32/ 2nd Reading/ Amending Section 102- 21 of the City Municipal Code/ Rezone from A- 1 to C- 2 / 400 Block of North Progress Avenue. Kyle Belts briefed this item. A motion was made by Rissler and seconded by Blair to place Ordinance 25- 32 on its second reading, suspending the rules and ready by title only. 6- 0, 1 abstain by Allen due to Family reasons. An ordinance entitled: AN ORDINANCE AMENDING SECTION 102- 21 OF THE SILOAM SPRINGS MUNICIPAL CODE ( CITY ZONING MAP); REZONING ( FROM A- 1 TO C- 2) PROPERTY LOCATED AT 400 BLOCK OF NORTH PROGRESS AVENUE; AND AMENDING THE FUTURE LAND USE MAP OF THE SILOAM SPRINGS 2040 COMPREHENSIVE PLAN; was read on its second reading. Item H: Ordinance 25- 33 / 1st Reading/ Amending Certain Sections Within Article IV of Chapter 2 of the City Municipal Code / Purchases and Sales. Mayor Nation briefed this item. Motion passed 7- 0. An ordinance entitled: AN ORDINANCE AMENDING CERTAIN SECTIONS WITHIN ARTICLE VI OF CHAPTER 2 OF THE SILOAM SPRINGS MUNICIPAL CODE REGARDING PURCHASES AND SALES; was read on its first, second and third reading. A motion to adopt Ordinance 25- 33 was made by Rissler and seconded by Allen. Motion passed 7- 0. A motion to enact the emergency clause on Ordinance 25- 33 was made by Rissler and seconded by Allen. Motion passed 7- 0. Administrator' s Report— Administrator' s Report is attached. Directors Reports— Hunt — Thank you to Alma Sanchez for revisiting the one- way, plans need to be made for more signage. Thank you to Chip and Carrie for all the hard work. Wiles— Wanted to thank Jason and Sanitation for all the hard work and getting the No. 1 award in the cities for the recycling award. Blair- Finn— Thank you to Alma Sanchez, yes that street needs to clearly mark that it' s one- way. Rissler — Benton County Fair starts next week. It will be a great family outing to see all the livestock. Carroll— Looking forward to Fall and the cooler temperatures. Street Department is doing a good job and serving the city well. There will be a Spring- to- Spring bike ride coming up, and the Homegrown Festival. Bums— Not changing the colors of green in the parks, the color is a nice cedar green. Us Racing adventure coming to the community will be great for eco- tourism. October 4`h, 2025, at 5: 30p.m. Woka Fest will take place. Allen— Congratulations to Brent O' Neal and appreciates the staff for all the hard work. Thank you to Alma Sanchez for the concerns on the one- way street. Congratulations to Dr. Chip Pollard for the service award. Board of Directors Meeting Minutes Page 15 September 16, 2025 A motion was made by Hunt and seconded by Wiles to go into the executive session to consider the employment, appointment, promotion, demotion, disciplining or resignation of an employee. The board retired to executive session at 8: 46 pm. The meeting was called back to order at 10: 25 p. m. With no further business, a motion was made to adjourn by Allen and seconded by Rissler. Place your cracked or damage recycling bin out on your designated Friday, and staff will replace it for you free of charge. Check the City of Siloam Springs Facebook page to know which Friday to put your bin out. September is also Library Card Sign- Up Month, so if you don' t already have a card, it' s a great time to stop by the library and see all the resources they offer.
