MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE CITY OF SILOAM SPRINGS, BENTON COUNTY, ARKANSAS, HELD OCTOBER 21, 2025 The City of Siloam Springs, Arkansas, met in regular session at the City of Siloam Springs Administration Building on October 21, 2025. The meeting was called to order by Mayor Nation. Roll Call: Hunt, Wiles, Blair, Rissler, Carroll, Burns, Allen—present. City Representatives Present: Christina Petriches - Interim City Administrator, Juan Aviles - Police Captain, Dustin Kindell, Fire Chief; Kris Paxton, Administrative Services Director, Ben Rhoads- Senior Planner; Kyle Belts, Planner I; Brent O' Neal, City Engineer. Director Blair-Finn led the opening prayer. Mayor Nation led the Pledge of Allegiance. At this time, Mayor Nation asked if there were any comments from the audience regarding an item not on the City' s agenda. Mayor Nation thanked everyone for the cards, calls and prayers while she was out on medical leave. Public Input: Mayor Nation opened the floor for public input on any item not on the current agenda. There were none. Presentations 4H The children from the local 4- H chapter attended and discussed all award won by them at the Benton County Fair. Consent Agenda A. Regular Meeting Minutes/ October 7, 2025 B. Budget Amendment/ Public Works/ Water Services/ Sewer Master Plan/ $ 250, 000 C. Contract Addendum / Oklahoma Secretary and Environment Department / Siloam Springs Water Resource Company Property/ Land Sale/ Correction of Legal Descriptions A motion to approve the consent agenda with the removal of item B was made by Rissler and seconded by Allen. The motion passed unanimously. Bums requested Item B be removed from the consent agenda for further discussion. There was discussion regarding basins 7 and 8 regarding their location in the floodplain. Staff Reports Item D: Third quarter reports by History Museum, Main Street Siloam Springs and the Chamber were presented to the board. Mary Nolan, Siloam Springs History Museum, addressed improvement in attendance. She states the museum is not kid friendly at this time but would like to move in that direction in the future. She states Simmons Food is a huge supporter and thanked them. They had their 75th anniversary recently. She addressed " The Uncommon Common Man" book. There will be a sock hop themed event in November. Main Street Siloam Springs stated they hosted their 3rd annual Margarita Fest, 4th Fridays, Women' s Night Out, Homegrown Festival and Farmers Market this last quarter. She discussed the 2025 grant recipients in the downtown area. Cycle projects are still ongoing. Downtown Trick or Treating will take place on Friday, October 31st Chamber of Commerce stated they had a busy quarter. They have been working with AEDC regarding the Cobb building downtown for businesses looking to locate to this area. They have been working with ARDOT addressing streets in the area. They are working on retailers and restaurants wanting to come in. They have loved 4th Fridays and partnering with the City and Main Street Siloam Springs. Pool of Siloam is coming back this holiday season at Memorial Park. Reminder Elevate Her conference will take place on December 12th from 10- 2. Item E: July Financials. Regularly Scheduled Items Item F: Purchase/ Public Works/ Water Service Division/ National Auto Fleet Group/ 2026 Crane Body Ford Extended Cab/$ 187, 948. 36. Danny Farine briefed the item. A motion to approve was made by Rissler and seconded by Carroll. The motion passed unanimously. Item G: Lease Agreements / OzarksGo, LLC. / Fiber Hut and Construction Staging Site. Phil Stokes briefed the item. A motion to approve was made by Rissler and seconded by Allen. The motion passed unanimously. Item H: Ordinance 25- 34/ 2nd Reading/ Amending City Municipal Codes/ Adoption of Chapter 35, Development, Signs, and Zoning. Ben Rhoads briefed the item. Minor changes were made to the ordinance requiring this matter to be placed back on it' s first reading. A motion to place Ordinance 25- 34 on its first and second reading, suspending the rules and reading by title only, was made by Rissler and seconded by Burns. The motion passed unanimously.  Board of Directors Meeting Minutes Page 13 October 7, 2025 An ordinance entitled: AN ORDINANCE ADOPTING CHAPTER 35, DEVELOPMENT, SIGNS, AND ZONING AND REPEALING CHAPTERS 53, 54, 78, 81, 87, AND 102 OF THE CITY MUNICIPAL CODE; was read on its first and second reading. Item I: Ordinance 25- 35 / 1st Reading / Amending Section 2- 222 of the City Municipal Code / Allowing Bidding by Reverse Internet Auction. Tony Brown briefed the item. A motion to place Ordinance 25- 35 on its first reading, suspending the rules and reading by title only, was made by Rissler and seconded by Carroll. The motion passed unanimously. An ordinance entitled: AN ORDINANCE AMENDING CERTAIN SECTIONS WITHIN ARTICLE VI OF CHAPTER 2 OF THE SILOAM SPRINGS MUNICIPAL CODE REGARDING PURCHASES AND SALES— DIVISION 1— EXPENDITURES; was read on its first reading. Item J: Ordinance 25- 36 / 1' Reading / Extension of Existing Levy of 0. 375 Percent Sales and Use Tax ( 3/ 8ths). Josh Napier briefed the item. A motion table Ordinance 25- 36 until November 18, 2025, was made by Allen and seconded by Burns. The motion passed unanimously. Item K: Resolution 40- 25 / Dedication of Detention Facility by Deed/ Lawlis Ranch( Ph. 2 and 3) Addition / 23006 Lawlis Road. Brent O' Neal briefed the item. A motion to table Resolution 40- 25 to November 4, 2025, was made by Allen and seconded by Bums. Administrator' s Report— Administrator' s Report is attached. Directors Reports— Mayor— Hopes everyone has a safe Halloween. Please watch for the kids. Thank you to the 4- H Group who visited tonight. They represented our city well. Hunt— Some people say they do not get trick or treat kids anymore so thank you to the businesses who participate in the trick or treating. Thank you for the Holly Jolly Home Decorating Contest. Blair- Finn — Holidays and cold weather are around the corner, and we have great services in the area to help. Rissler — Appreciates Director Hunt for suggestion Holly Jolly and clarifies the city will be accepting donations for the contestant prizes. There is a lot of good discussion coming up here soon. There are rate study questions she wants to ask publicly. She wants to see hard facts. She feels it is important to be transparent to the citizens. Carroll— Looking forward to the fall season. He hopes it lasts more than a week. He looks forward to good conversations that are coming. Bums— He attended the cold weather meeting for the homeless in the area. He feels it could help transition homeless people back into housing in the area. He attended the housing conference and brought a flier back that was distributed to the board members. He is trying to find solutions and good conversations. He wants to reduce the City' s issue with potential urban sprawl. He feels we can keep the character of our city. He addressed it is not as easy for people to purchase homes anymore as in the past. Allen— Thank you to the 4- H Group for coming and is amazing at all the award they received. He is excited about trick or treating downtown. He states we have a good thing downtown. He states he appreciates the three non- profits who presented tonight. He is excited to read The Uncommon Common Man. He appreciates the board voting to table the vote on the 3/ 8th sales tax for a workshop. He is going to watch the news for Christina' s response to the money owed to the general fund for utilities. Adjournment Motion to adjourn the meeting was made by Allen and seconded by Rissler. Allen < dallen@siloamsprings. com> Subject: Balance Owed to General Fund Just after COVID, our inventory, including transformers and wire, was quoted as being a minimum of 2 years from order to receipt. The City had received plans for about 1200 homes to be built. In an effort to ensure that the City was able to provide services and have extra in case of an emergency like the tornado in 2019, the City purchased a significant amount of inventory which it received during 2023 and 2024. This used all the cash from the utility fund and resulted in an amount due to the general fund of approximately$ 3MM. This is not debt. Repayment is not due with interest or during a specified period of time. As the inventory is placed into service, service fees are charged that will be used to reimburse the general fund. Basically, the utility fund borrowed cash from the general fund for inventory assets. Our total cash balance still meets the reserve requirements. As part of the rate study, this amount due is expected to be repaid in full in the next 5 years. Let me know if you have any questions or if this is not clear. Thanks, Christina Petriches, CPA Finance Director/ Treasurer Interim City Administrator I siloam Sprmgs Administrator' s Report October 20th, 2025 Expenditures: In excess of$ 30, 000: Streets paid Oakley Fertilizer was paid $ 36, 250 for road salt treated with beet juice. PD paid Axon enterprises $ 42, 999. 02 for the annual service fee for tasers. Public Works paid $ 48,329.40 for smoke testing of lines. Per Resolution 11- 25: None Announcements: The City will be participating in the Downtown Trick or Treat at Fire Station 2 and at City Hall with a Wizard of Oz themed Boardroom on Friday October 31 s`. Registration for the Holly Jolly Christmas Home Decorating Competition opens November 3.
