Discussion and Possible Action on Approval of Request for Street Closure on 4th Street from Ave G to the Silsbee Public Library parking lot entrance, then on Ave H from 3rd Street to 4th Street for The Silsbee Pines Event Center (Save The Pines Project) on October 14, 2023, from 4:00 p.m. to 10:00 p.m. (Christy Brown) 4. Discussion and Possible Action on Resolution No. 23-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS AUTHORIZING THE EXECUTION OF A CONTRACT FOR DISASTER DEBRIS REMOVAL AND DISPOSAL SERVICES BEWTEEN THE CITY OF SILSBEE AND CTC DISASTER RESPONSE, INC. Discussion and Possible Action on Resolution No. 23-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SILSBEE, TEXAS, SETTING RATES FOR WATER AND SEWER SERVICES, IN  ACCORDANCE WITH CHAPTER 38 ARTICLE IV OF THE SILSBEE CODE OF ORDINANCES. Discussion and Possible Action on Ordinance No. 23-09 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SILSBEE, TEXAS, “CHAPTER 14, ARTCILE II, FIRE DEPARTMENT” TO REMOVE LANGUAGE CREATING A SILSBEE FIRE DEPARTMENT BY THE CITY. (City Attorney) 7. Discussion and Possible Action on Refund Approval Acc#000019-007115 (Curt Woodard) in the amount of $626.75 for tax year 2022 (Disabled Veteran). (City Manager) 8. Discussion and Possible Action on Refund Approval Acc#000019-008420 (Particia Hardy) in the amount of $542.89 for tax year 2022 (Homestead) and Acc#000019-008420 in the amount of $618.44 for tax year 2021 (Homestead). Pursuant to Texas Gov’t Code Sect. 551.071(2) to consult with City Attorney on a matter in which the duty of the Attorney to the Governmental Body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter. d.
