1. The Regular Meeting of the City Council was held on June 19, 2023, at 4:00 p.m. The
following Council Members were present on call of the roll: Moore, O’Kane, Schoenherr,
Scott, and Watters. Absent: None.
Staff members present: Robert K. Padmore, City Manager, Nicole M. DuBois, City Attorney, and
Heidi Farrens, Deputy City Clerk.
2. The Council interviewed the following applicants:

CONSENT AGENDA
Motion by Scott, seconded by Moore, to adopt the Consent Agenda, all voting aye. Items
3 through 12B are approved unanimously unless specifically noted after the item.
3. Reading of the City Council minutes of June 9 and 12, 2023.
Reading of the minutes of June 9 and 12, 2023, was waived and as part of the consent
agenda the minutes were approved as presented.
4. SMOKE ALARMS - Resolution authorizing Sioux City Fire Rescue to apply for a Local Fire
Protection and Emergency Medical Services Grant administered by the Iowa State Fire
Marshal Division in the amount of $10,000 for the purposes of purchasing smoke alarms for
installation in Sioux City homes. 2023-0595
5. GREEN VALLEY FLOYD GOLF - Resolution assessing a civil penalty of $500 against The
Green Valley-Floyd Golf Course Corporation doing business as The Green Valley Floyd Golf
Corporation, 2810 Ordway Avenue, Sioux City, Iowa for violation of the Iowa beer/wine and
liquor laws. 2023-0596

6. ART CENTER DIRECTOR - Motion accepting the annual evaluation of the Art Center
Director by the Sioux City Art Center’s Board of Trustees. 2023-0597

7. ACTIONS RELATING TO AGREEMENTS AND CONTRACTS
A. ONSOLVE - Resolution approving Amendment No. 1 to the Agreement with OnSolve,
LLC of Ormond Beach, Florida to provide for an upgraded package for CodeRED On-
Demand Emergency Notification Software-as-a-Service (SaaS). 2023-0598

B. GREEN GAS SERVICES - Resolution awarding a Service Provider Agreement to Green
Gas Services, LLC of Salt Lake City, Utah in the amount of $6,000 per month from July
1, 2023, to June 30, 2026, to provide remote support and onsite maintenance at the
Biogas Facility at the Wastewater Treatment Plant. 2023-0599
C. MORNINGSIDE PLUMBING - Resolution awarding a Service Provider Agreement to
Morningside Plumbing of Sioux City, Iowa, for the period commencing July 18, 2023 and
ending July 17, 2024 in an amount not to exceed $50,000 for wet well cleaning at the
rate of $275 per hour; debris disposal at the rate of $85 per ton; and vac truck services

14. Hearing and Resolution approving plans, specifications, form of contract, and estimated cost
for the construction of the Hamilton Boulevard Storm Sewer Replacement Project. (5306
Hamilton Boulevard) (Project No. 7353-549-133) 2023-0612
Motion by Scott, seconded by Moore, to open the hearing and adopt the proposed
resolution, citizen comments were not offered, and the hearing was closed, all voting aye.
15. CITIZEN CONCERNS
Jim Stevenson, 23 Blackstone Ave, discussed the temporary closure of Leif Erickson Pool. Matt
Salvatore, Parks and Recreation Director, provided information.
Scott Bieler, Pedal Party Pub, spoke on the issues they have had while trying to obtain a Vehicle
for Hire Certificate to operate on City streets; DuBois will continue following up with their attorney.
Paul Koskovich, Koskovich and Murphy Developments, discussed permit and sidewalk
requirements. Marty Dougherty, Economic and Community Development Director, provided
information.
Scott exited the meeting at 5:20 p.m. and did not return.
16. COUNCIL CONCERNS
O’Kane discussed Juneteenth and restrictive education in Iowa when.
Watters discussed a recent Council Memo regarding roll off dumpsters and asked the Council to
review the memo and provide suggestions or concerns. Watters thanked volunteers who
organized Unity in the Community held on Saturday, June 10. Watters shared details of his recent
trip to Washington D.C. and thanked City staff for the information and details he was able to
provide.
Moore congratulated Watters on being awarded a Unity in the Community Peace Plaque. Moore
reminded citizens that fireworks are only allowed to be discharged in the City on July 3 and 4
between the hours of 1:00 p.m. and 11:00 p.m.
17. ADJOURNMENT
There being no further business, the meeting was adjourned at 5:35 p.m., on motion by
Watters, seconded by Moore, all voting aye.

You are hereby notified a meeting of the City Council of the City of Sioux City, Iowa, will be held
Monday, June 19, 2023, 4:00 p.m., local time, in the Council Chambers, 5th Floor, City Hall,
405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda items
shown hereinafter and for such other business that may properly come before the Council.
This is a formal meeting during which the Council may take official action on various items of
business. If you wish to speak on an item, please follow the seven participation guidelines adopted
by the Council for speakers:
1. Anyone may address the Council on any agenda item.
2. Speakers should approach the microphone one at a time and be recognized by the Mayor.
3. Speakers should give their name, spell their name, give their address, and then their state-
ment.
4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three
