CITY COUNCIL CHAMBERS SIOUX CITY, IOWA OCTOBER 23, 2023
1. The Regular Meeting of the City Council was held on October 23, 2023, at 4:00 p.m. The
following Council Members were present on call of the roll: Moore, Schoenherr, Scott, and
Watters. Absent: O’Kane.
Staff members present: Robert K. Padmore, City Manager, Nicole M. DuBois, City Attorney, and
Lisa L. McCardle, City Clerk.
Mayor Scott, on behalf of the City Council, proclaimed October 23 through October 28, 2023, as
“Red Ribbon Week” in Sioux City; Siouxland Cares and Pat Hoelker, Elks Lodge #112, accepted
the proclamation.
2. The Council interviewed James Garvey for a position on the Active Transportation Advisory
Committee.
CONSENT AGENDA
Motion by Scott, seconded by Moore, to adopt the Consent Agenda, all voting aye. Items
3 through 12D are approved unanimously unless specifically noted after the item.
3. Reading of the City Council minutes of October 16, 2023.
Reading of the minutes of October 16, 2023, was waived and as part of the consent agenda
the minutes were approved as presented.
4. HONORARY STREET NAME - Resolution designating that portion of Cheyenne Boulevard
between Outer Drive and 46th Street with the honorary street name designation of “Guelcher
Street - ゲルチャー通り”. 2023-0985

announcing the intent to accept the proposal of Road Machinery & Supplies Co., fixing the date
for receipt of proposals, and for public hearing and providing for notice thereof. (Lot 5, Expedition

Motion by Scott, seconded by Moore, to adopt the proposed resolution, all voting aye.
16. Hearing and Ordinance vacating portions of vacated Shields Avenue and Sacajawea Park
adjacent to 1806 Whitehouse Street. (Petitioner: Larry J. Sales and Holly E. Sales) (File No.
2023-086) 2023-1005
Chris Madsen, Sr Planner, provided information on the item.
Motion by Scott, seconded by Moore, to open the hearing and pass first consideration of
the ordinance, citizen comments were not offered, and the hearing was closed, all voting
aye.
On motion by Scott, seconded by Moore, all voting aye, the Statutory Rule requiring that
an ordinance be considered at three separate meetings was suspended. On motion by
Scott, seconded by Moore, the ordinance passed second and third considerations, all
voting aye.
17. Resolution proposing to grant a temporary easement (Portions of vacated Shields Avenue
and vacated Sacajawea Park adjacent to 1806 Whitehouse Street). (Petitioner: Larry J. Sales
and Holly E. Sales) (Easement Price: $15 plus costs) 2023-1006
Motion by Scott, seconded by Moore, to adopt the proposed resolution, all voting aye.
ORDINANCE
18. Ordinance amending Chapter 13.08 of the Sioux City Municipal Code entitled “Sanitary
Sewer Rates” to increase sewer rates for outside municipalities and outside improvement
district effective July 1, 2024. 2023-1007
Tom Pingel, Utilities Director, provided information on the item.
The ordinance was considered on motion by Scott, seconded by Moore, to pass first
consideration, all voting aye.

On motion by Scott, seconded by Moore, all voting aye, the Statutory Rule requiring that
an ordinance be considered at three separate meetings was suspended. On motion by
Scott, seconded by Moore, the ordinance passed second and third considerations, all
voting aye.
19. CITIZEN CONCERNS
Colby Drey, 4701 Stone Ave, spoke on the revocation of Tito Parker’s membership on the Sioux
City Human Rights Commission.
Rick Bertrand, 1501 Peavy St, spoke on the work site on 28th St where grading is being done
without the proper permits.
20. COUNCIL CONCERNS
Schoenherr suggested that when citizens have concerns, they should provide possible solutions
along with the problem; Schoenherr also encouraged citizens to apply for the openings on the
various City Council appointed Boards, Commissions, and Committees.
Watters stated there will be a Downtown Trick or Treat happening at REMAX City Center,
Thursday, October 26th starting at 5:30 p.m.
Moore stated there will not be a Council Meeting held on the 5th Monday of the month, October
30th, the next regular meeting will be held on November 6th at 4:00 p.m.
21. ADJOURNMENT
There being no further business, the meeting was adjourned at 4:34 p.m., on motion by
Scott, seconded by Moore, all voting aye.
