CITY COUNCIL CHAMBERS SIOUX CITY, IOWA FEBRUARY 3, 2024
A Budget Review Session of the City Council was held at 8:30 a.m. The following Council
Members were present on call of the roll: Moore, O’Kane, Schoenherr, Scott, and Watters.
Absent: None.
Staff members present included: Robert Padmore, City Manager; Teresa Fitch, Finance Director;
Sarah Swearingen, Budget Manager; Tiffany Bonnes, Budget and Financial Analyst; Todd
Behrens, Art Center Director; Helen Rigdon, Library Director; Steve Hansen, Museum Director;
John Malloy, Chief Information Officer; Jessica Johnson, Projects Management Specialist; Chief
Tom Everett, Fire Department; Chief Rex Mueller, Police Department; Matt Salvatore, Parks and
Recreation Director; Mike Collett, Assistant City Manager; Marty Dougherty, Economic and
Community Development Director; Renae Billings, Economic Development Manager; Tom
Pingel, Utilities Director; Arah Montagne, Environmental Services Program and Development
Manager; Brad Puetz, Utilities Director; and Gordon Phair, City Engineer.
Overview of the FY 2025 Budget
Teresa Fitch, Finance Director, presented the FY 2025 Budget overview, including an overview
of the FY 2025 - FY 2029 Capital Improvement Program (CIP).
Discussion was held regarding the City’s health insurance fund expenses.
Art Center
Todd Behrens, Art Center Director, presented the Art Center CIP budget request.
Library
Helen Rigdon, Library Director, presented the Library CIP budget request.
A technical change will be brought back to Wrap Up adjusting 319-013 Wilbur Aalfs Library
Improvements to include the FY 2027 Air Chiller with a cost of $1,989,600.
Museum
Steve Hansen, Museum Director, presented the Museum CIP budget request.
WCICC - IT
John Malloy, Chief Information Officer, presented the WCICC - IT CIP budget request.
Events Facilities
Nick Palmioti, General Manager OVG360, and Jessica Johnson, Projects Management
Specialist, presented the Events Facilities CIP budget requests.
A discussion will be brought back to Wrap Up regarding the workplans and funding of Project 379-
010 Tyson Event Center Remodel & Repair, 379-013 Annual Tyson Event Center Maintenance
Improvements & Replacement, and 379-051 Convention Center Upgrades.
Fire
Chief Tom Everett, Fire Department, presented the Fire CIP budget requests.

Project 159-031 Public Safety Generators will be brought back to Wrap Up for discussion.
Police
Chief Rex Mueller, Police Department, presented the Police CIP budget requests.
Project 195-052 Police Capital Equipment will be brought back to Wrap Up for discussion.
Watters requested a memo regarding costs and replacement schedules for body cameras from
comparable sized cities.
Council recessed at 10:23 a.m. and reconvened at 10:33 a.m.
Parks and Recreation
Matt Salvatore, Parks and Recreation Director, presented the Parks and Recreation CIP budget
requests.
Mayor requested a memo regarding the previous cooling tower replacement for Project 459-102
Long Lines Family Recreation Center.
A technical change will be brought back to Wrap Up adjusting 459-212 Lewis & Clark Park
Improvements reducing General Obligation Bonds and increasing the lease amount from $25,000
to $100,000.
Administrative Services
Mike Collett, Assistant City Manager, presented the Administrative Services CIP budget requests.
Council requested a memo regarding exterior lighting options and costs in Project 889-001 Annual
City Building Repair.
Airport
Mike Collett, Assistant City Manager, presented the Airport CIP budget request.
A technical change will be brought back to Wrap Up to change FAA funding and required match
from 90/10 to 95/5 on the Runway Snow Broom in Project 749-084 Annual Airport Capital
Projects.
Transit
Mike Collett, Assistant City Manager, presented the Transit CIP budget requests.
Economic and Community Development
Marty Dougherty, Economic and Community Development Director, and Renae Billings,
Economic Development Manager, presented the Economic and Community Development CIP
budget requests.
Mayor requested a memo listing funding and current obligations in Project 611-001 City Share
New Residential Development.

O’Kane exited the meeting at 11:15 a.m. and returned at 11:17 a.m.
Discussion will be brought back to Wrap Up regarding Project 663-162 Southbridge Rail.
Mike Collett, Assistant City Manager, spoke on project 663-379 Airport Commercial Development.
Schoenherr requested for Project 663-382 Northside Commercial & Residential Development to
be brought back to Wrap Up for further discussion.
O’Kane requested a memo regarding the new park amenities and design for Project 719-295
Lyons Park Investment Area.
Council recessed at 11:50 a.m. and reconvened at 12:18 p.m.
Wastewater and Environmental Services
Tom Pingel, Utilities Director, and Arah Montagne, Environmental Services Program and
Development Manager, presented the Wastewater and Environmental Services CIP budget
requests.
Water and Underground Utilities
Brad Puetz, Utilities Director, and Gordon Phair, City Engineer, presented the Water and
Underground Utilities CIP budget requests.
Discussion was held regarding Project 519-123 Unplanned Water Main Replacement. A memo
will be provided detailing annual expenses and evaluating the FY 2025 requested funding.
Mayor requested a memo listing of the FY 2024 unbid and unfinished Engineering projects.
Discussion was held regarding Project 549-101 Unplanned Storm Sewer. A memo will be
provided detailing annual expenses and evaluating the FY 2025 requested funding.
Public Works
Gordon Phair, City Engineer, presented the Public Works CIP budget requests.
A technical change will be brought back to Wrap Up for 719-373 Downtown Annual Infrastructure
to update the workplan in FY 2026 through FY 2029.
Council requested a memo regarding the scope of the study in Project 758-201 Skywalk
Rehabilitation.
O’Kane exited the meeting at 1:32 p.m. and returned at 1:33 p.m.
Finance

There being no further business, the meeting was adjourned at 1:45 p.m., on motion by
Scott, seconded by Moore, all voting aye.
