JOINT MEETING OF THE
CITY COUNCIL
AND THE
PLANNING AND ZONING COMMISSION
BOARD OF ADJUSTMENT
A Joint Meeting of the City Council and Planning and Zoning Commission and Board of
Adjustment was held on June 11, 2024, at 12:00 p.m. The following Council Members were
present on call of the roll: O’Kane and Scott. Absent: Moore, Schoenherr, and Watters.
(Schoenherr entered at 12:09 p.m.; Watters entered at 12:01 p.m.)
Staff members present: Amber Hegarty, Assistant City Attorney, Marty Dougherty, Economic and
Community Development Director, Heidi Farrens, City Clerk, Wade Schuldt, City Planner, Chris
Madsen, Sr Planner, Ron Kueny, Zoning Enforcement Officer, and Stefanie Konz, Administrative
Secretary, Ruby Dominick, Community Development and Planning Division Intern.
Members of the Planning and Zoning Commission and Board of Adjustment present: Michelle
Bostinelos, Cheryl Reynolds, and Ryan Ross. Absent: Robert Anderson, Michael Bayala, Andrew
Glisar, and Cindy O’Neill.
Schuldt discussed FY 2024 notable accomplishments of the Planning and Zoning Commission
including a zoning ordinance amendment to update on and off premises signage; a zoning
ordinance amendment to increase standards for automobile sales, rental and service; and the
rezoning of North Hoeven Valley for Siouxland Splash. FY 2025 goals include encouragement of
in-fill development and downtown redevelopment; research parking minimums and maximums for
a text amendment; and monitor and address any portions of the Code that need to be amended
based on current policies and practices in Sioux City.
Schuldt provided a year-to-year comparison of the applications reviewed by the Board of
Adjustment for FY 2019 – FY 2024. Schuldt discussed FY 2025 goals of the Board which include
monitoring and addressing any portions of the 2015 Zoning and Sign Code that need to be
amended based on current policies and practices in Sioux City.
Schuldt shared a listing of site plans reviewed by the Design Review Committee in FY 2024. Site
plans previously reviewed by the Planning and Zoning Commission and City Council under the
“Planned Development” Overlay district are now administratively approved by the Design Review
Committee.
Madsen discussed residential development trends and shared proposed changes to zone
classification UR (Urban Residential). The proposed changes are based on both similarly sized
and regionally located cities with potential changes to use, square footage requirements,
setbacks, and parking requirements. Discussion was held regarding the effects of eliminating of
single-family only zoning. Schuldt shared a recent change in state code that limits local authority
to set design standards. An amendment to City code will be coming to reflect those changes.
Schuldt discussed residential, commercial, and industrial parking updates. Discussion was held
regarding the results of excess parking requirements. Schuldt provided parking requirements and
trends in other cities, some of which have removed parking mandates for any land uses citywide.

Ross shared he is appreciative of the willingness of City staff to be ambitious. O’Kane discussed
the correlation between zoning and homelessness. Councilmembers thanked staff and the
commission for their continued commitment to progress.
ADJOURNMENT
There being no further business, the meeting was adjourned at 1:03 p.m., on motion by
Scott, seconded by Watters, all voting aye.
